Better improve what elitism we have before losing it and starting from scratch, not to mention that dedicated military elites are far more effective and efficient a force than a mass militia.

As for punishment tis best to establish that whilst the criminal is guilty of treason, he who could have prevented the crime but did nothing is twice a traitor.

Edited it, as for the double vote: either option seem intriguing so I vote for both with full knowledge that only one will prevail.

Hey, incentivize whistleblowing(or more realistically encourage criminals and conspirators to either recruit, join or kill). Can go many ways in terms of cultural impact however, since it can lead to even handed justice or it can lead to a toxic vaues.
Remember foreknowledge is hard to prove. Dragging everyone down with them is a thing.

Do want more Tech. The faster and better we can get our agriculture going, the better.

As for punishment, we want to encourage people to report crimes, and making the punishment harsher for inaction won't do that. Rather, it encourages the people to help conspiracies since it'll lead to relatively less harsh punishment if they were a active part of it.

Not everyone has guts to take up arms personally, but many would passively support such actions. Such support needs to be rooted out and burned, with ashes scattered to the winds and the ground salted behind.
