Well I assumed that the captain is someone that they sometime work with together as they deal with Coporate Nephandi and so he is a tradition mage.
After all the Major is quite used to dealing with those , and the colonell lost most of his old amalgan and his secret work to one of them.

He's a Kentucky Colonel. It's an honorary rank, but it is a rank. Kentucky Colonels are given a military commission in the Kentucky State Defense Force, which currently doesn't exist except on paper, and are allowed to join a military order known as the Honorable Order of Kentucky Colonels, which currently acts as a disaster-relief charity.

Hmm... that depends. If you can order someone because you're part of some sort of organization and the recipient of an order must obey because of protocol/punishment, then Rank is a better representation. But if you're an honorary Generalissimo, then Status should be used instead.

Maybe does damage against your willpower up to filling it, and then takes a dot of Intelligence? And then starts over again until you're at 1? Then maybe hits your Resolve? Since a good drone of television doesn't need to have plans either? Not sure.

Edit: Maybe some evil group is hacking the local television stations and the heroes have to find them and stop them before the whole town becomes dumb cattle for (Evil Thing Here)? Not sure!
