First of all, that would be 6.
And secondly, you are calculating incorrectly. Your carrier has 12 capacity and if you double that it comes out 24 not like you 18.
*Hangar Bay: Allow the warship to hold fighter or bomber squadrons depending on its size. S/M/L/XL 1/2/3/5 (+25% to cost). Hangar bays applied to carriers give double the hangar slots.
S/M/L/XL 1/2/3/5 Is for non carrier ships.

At least that's how I understood it.

ahhh, that changes things then. if the gm has given word that that is indeed the way it is to be applied?
 
If a hangar bay gives 1 slot normally per upgrade, then if it is applied to a carrier then it gives 2 slots instead of just 1. Then that 2 is added to the base capacity of the carrier.

**Given the plan's name is The Enterprise I am inclined to do Liberal Republic but I'm okay with either this or Monarchy so it's up to you guys.

The strength of this fleet lies in its Air Superiority, Mobility, and Manufacturing Capacity, by the 9 squadrons of carrier air wing at late-WW2 level, the extra free engine upgrades on every ship, and the fleet of civilian ships headed by a Flying Manufactory.

As an aerial navy, our main battlefield will be in the sky. That is not to say that ground forces are not needed. 2 Exo-Skeleton Battalions for quick and agile ground operation, which will suit the traditional infantry role but with higher strength and stamina without a substantial increase in size. 1 Walker Battalion will also be there for short-term ground firepower or perhaps even mining or cargo handling situations, which can take advantage of the adaptability to mountainous area where enemy without airship-based artillery cannot reach.

4 Destroyers will serve as escort and screening. 2 will be equipped with Long-range Radar for early warning to provide redundancy and to minimize blind spots. 2 will act as marine support units with Landing Bay upgrades. The Ground forces will be transferred from the Flagship, the latter which will be better suited provide aerial support from above without having to land. In relative safety, the ground units can be stored back in the Flagship to free up the landing bay, which would presumably be available as temporary extra cargo space.

The civilians will be essential to the fleet when it comes to manpower. Extra produced ships cannot be used unless we have someone to be their crew. They will also be beneficial in terms of morale, knowledge, and cultural influence. This also gives our fleet a mission in protecting the civilians, which would be the core idea and purpose of a decent naval force. Together with the Flying Manufactory, this gives us a decent 500+ industrial capability per year, which would be better than sacrificing a permanent trait at the start of the quest. At 1911, this gives us a few years to produce enough forces while scouting and deciding our role in this new world.

Edit : Added a vote for @Havalt300's plan, because while it lacks the Advanced Airplanes I'd like, it's acceptable.

Edit2 : Extra engines and armor explicitly negate each other. @Havalt300 Maybe replace armor with a landing bay so we can actually carry the troops your plan calls for.

Why did you choose this over walkers or any of the other traits?
A: Jetpacks are cool.
B: They are the only ground thing to synergize with carriers, being better paratroopsers after all.
C: They don't jump off the deep end for wacky tech like some of the other traits.
D: They are actually useful in the air.

Okay make sense. Also another thing you can add to that list is that they can take over enemy ships by boarding them. So it would save us a lot of time from building a lot of ships. Of course them ships will most likely will not be high-tech to our standards but numbers matter somewhat.
