Shepard Quest Mk V, Base of Operations (ME/MCU)

Depends on the way he tries to get access.
If he comes openly and demands access to our factories I see no reason not to give it it to him because like you say we don´t have the damn thing and most of technological advance is based on simply being smarter and better than the rest of the universe+ having access to a shit-load of energy but that is something most of the galaxy will gain soon.
I don´t think that will have to worry much about industrial espionage in that case since I don´t think the other Citadel conglomerates(especially the Volus based) would stand for such an crass and open misuse of power.

If comes in sneaky chances are we will not notice/ don´t know he is a Spectre and so are free to try our hardest to kill/disappoint him.

And it is nice to hear that we have the industrial power.. seems like I failed to notice those investments.

Nihlus Kryik? Surely you jest! We all know that the only Specture that will be showing up is Saren.

Or I suppose the Asari who works for the Shadow Broker could show up.

If he asks to look? Sure, go ahead. If he asks to interface with our systems?

Not a chance.

I'm going to hope for Jondam Bau, actually. Be nice to deal with a Spectre who doesn't think "people skills" and "investigation" are euphemisms for shooting things.

I didn't say we bump him off, I said he has an accident i.e being run over with something/food poisoning/ his Omni-tool suddenly fries...
Still a terrible idea.

He tries to sneak in? Gets treated like any other intruder, it's not like we know.
He walks up and asks to inspect things? Fine, that is perfectly legal. Shore up the VI for the expected light hacking attempts, show off, goodbye sir.

I actually liked him. My favorite Spectre, besides Shepard obviously. Sadly it's 2173, thirteen years before ME3. He's probably way too young to be a Spectre.

You are probably right but damn I hate the idea of someone being able to just come to our labs/factory's and "look" around.

We can stonewall whoever it is for a while. I personally don't think it's a good idea, but the bit on Noveria in ME1 showed that Corps aren't obligated to let a Spectre into high security areas just because he decides he wants in.

At the least we'd have to contact the Alliance to check whoever it is' credentials. And I can't see them saying anything but "Please don't let him in until we show up."

Actually, no. Noveria isn't a part of Citadel space - that is why they could say no...though even then, they had to respect a certain degree of Spectre authority.

We most certainly are subject to that oversight. Checking for credentials first is definitely valid though.

Noveria is solidly inside Human territory actually, more than Mindoir is in fact. Full Specter authority applies.

Noveria is in loop hole territory where it's not considered part of Citadel Space.

From the Wiki

These facilities are used for research too dangerous or controversial to be performed elsewhere, as Noveria is technically not part of Citadel space and therefore exempt from Council law.
By special arrangement, Citadel Special Tactics and Reconnaissance agents have been granted extraterritorial privileges, but it remains to be seen how committed the Executive Board is to that principle. Given its unique situation, it is understandable that Noveria is often implicated in all manner of wild conspiracy theories.

...no.

From the Codex.

Apparently, Noveria isn't a human colony at all - it is a purely corporate world, actually owned by the Noveria Development Corporation, whose investors are all megacorps. It's technically Terminus, but acknowledge certain Citadel rulings (like Spectre authority).

Edit - Ninja'd.

If one actually breaks in without informing anyone that he/she is a spectre, and is then promptly killed by security who think he is a dangerous invader, then odds are that the council will just ignore the matter. Atleast publicly.
They don't need to break in, they can just say they're a spectre ask to be let in and if we refuse the consequences are on our heads.

Yeah, I think they are talking about if then actually try to break in - if we accidentally kill them, it won't be an issue.

Doubt it will happen though. Even if our security is excellent, they are too. They should survive to identify themselves.

At that point we could demand authorization and delay. If they attack at that point we could still probably get away with it (since odds are "I AM A SPECTRE!", is a common enough intimidation tactic).

However if its a confirmed spectre, things get a lot more complicated.

That is a good point....how exactly does one get confirmation on someone who claims to be a special ops member?...

I'm sure they have credentials that they can present that everyone that's part of Citadel Space can verify.
