By special arrangement, Citadel Special Tactics and Reconnaissance agents have been granted extraterritorial privileges, but it remains to be seen how committed the Executive Board is to that principle. They don't need to break in, they can just say they're a spectre ask to be let in and if we refuse the consequences are on our heads.If one actually breaks in without informing anyone that he/she is a spectre, and is then promptly killed by security who think he is a dangerous invader, then odds are that the council will just ignore the matter. Atleast publicly.

At that point we could demand authorization and delay. If they attack at that point we could still probably get away with it (since odds are "I AM A SPECTRE!", is a common enough intimidation tactic).
However if its a confirmed spectre, things get a lot more complicated.
