Then why hasn't the world drowned in familiar spawned witches? There has to be some kind of downward pressure on their population, cause most meguca aren't going to bother.
Further, I don't think we have hard evidence of Madokami doing anything but preventing witchouts. If Wraiths were eaten by witches, then the dearth of witches would explain their sudden proliferation.
Course this is all just my head canon, but I think it makes sense.

It doesn't. There are plenty of reasons for why familiars might rarely show up in SQ. Have some examples!
1. Familiars are rare on their own because they rarely get lost from their witch's barrier.
2. Newbie meguca that are flying under our radar kill them, since they're easy pickings even for rookies.
That's just the tip of the ice berg. Anything is a better explanation than what you came up with. Wraiths just didn't exist until Madokami.

Do we have some kind of statement from the author to that effect? Because I don't think we have any internal evidence of that, other than not encountering them until post-Madokami,

Madoka's wish was to kill all the witches, not to invent wraiths. We never see Madokami do anything not in some way connected with witches, in either the main series or Rebellion. Other than the timing of their appearance, there isn't any reason to think that Miss "I want to be able to kill every witch past present and future with my own hands" can create new grief critters.

The reason that Earth isn't swamped in familiars is pretty simple: most witches don't let their familiars roam. They don't want competition and they need as many bodies as possible to throw at encroaching MGs. Familiars are too busy patrolling, following the whims of their parent witches, or bringing in the occasional victim.

I would also guess that if it gets too skewed, the incubators would act themselves to keep the ecology vaguely stable. Its their farmworld after all, they cant have it wasted.
Wether that would be direct action or approaching girls likely to make corrective wishes.

You then move your hand towards your own chest, and as soon as you do, you form armor over your body. You take a deep breath, relaxing as you and Kyouko form your signature suit.

Ako starts pulling out her notepad, before she just sighs and motions to her uniform. Akane forms her gauntlets, chest armor, and pauldrons, while you and Kyouko nod.
"Alright...we're stopping this right now." You say, and with that, you leap into the air. The five girls on the ground keep working, seemingly oblivious to your arrival, before one of them spots you.
"...Hey, we got inco-!"
You slam into the ground, feet spread out, knuckles in the middle of a gigantic crater in the concrete, before a much, much louder impact is heard behind you. You feel a rush of hot air as an orange glow is lit up behind you, before you hear the familiar CLANG of Akane's fists against each other.
As soon as you do, you see one of the girls still working, as she throws a person into a nearby barrier. You clench your teeth, and as you do, you notice that she's shaking a little...before she finally notices both you and Akane, standing back-to-back.
You can see the girls as they are now. One of them has a scythe for a weapon, purple with deep black energy whisping off of it. One is a dark crimson, with a large, large cannon and blonde hair. You frown, noting that it's probably Ako's Ex. You turn to see the shaking girl, with a pair of glasses, blue hair and an orange uniform to go with her sword, a girl with her soul gem embedded in her chest and complete with white hair and clothing, and a final girl, with a grey, plain uniform. She doesn't seem to be wielding anything.
They all stare at the both of you, before they all ready their own weapons.

So we've got Scythe, Red Cannon, Glasses Sword, Grey Unarmed, and All White is...an unkown I think?
Sword Glasses girl...probably isn't fully on board with this. She might be salvagable. Ako's Ex is there and she's got the only obvious ranged weapon. That unarmed girl on the other hand...I don't like it.

Personally, I think Old Dragonslayer is more ominous sounding (although that's probably partly the knowledge and memory of being jumped by Ornstien influencing that). But then again, this is basically a team vs team fight with Sakura and Kyouko likely to be spearheading the charge and O&S is basically THE Duo boss of the Souls series (You and Solaire vs Fatboy and Slim). To bad Moid already used Ruin Sentinels for the Skadi fight.
