Let's go with: 5-10 minutes, and top speed is...

It's a bit smaller then the picture, but it's still pretty big compared to other vehicles, and more importantly won't be outrunning any.
Will we even be able to fit that through city streets? I was thinking since we could fit the Slave Miner, we could, but I wasn't imagining the Slave Miner being that big.

If Helicopters are not a reasonable transport, for fear of flying capes or lack of landing areas around the shelters we can mention the Amphibious transports with escorts as an alternative, but mention that they will be more vulnerable to attack and will be slower as they will have to deal with ground obstructions.

That Yuri MCV is depicted in a hilariously oversized fashion.

There's a TD CGI cutscene that allows some measure of size referencing. It's a different era from the one we're looking at, but the Red Alert 1 MCVs are distinctly truck-ish, something shared by some of the RA2 ones - at worst they're going to need two lanes at the same time and will have some problems navigating narrower streets, but they are far from being literally house-sized.

I've decided to try something new. Since the Commander is an amalgamation of multiple personalities, I will color-code you to let you know when a particular Commander comes into play.

Director Piggot began talking as soon as you sat down. "I don't have much time at the moment, so whatever you're going to say, say it quickly."

You nod. What do you say?

You gather your thoughts for a moment before you speak.

"First off, I want to see about securing supplies for the people in the Docks."

"What sort of supplies?" Piggot asked.

"Food, water, anything that can be spared."

"I can't help with that. We have enough problems trying to ship supplies around Downtown. Trying to get them to the Docks would be impossible right now."

"Miss Milita told me - something about the convoys being raided?"

"Along with the city still being wrecked. You have another idea?"

"Sounds like most of your problems are on the ground." You began. "What I propose is that we move the supplies by air. I've got several helicopters with me, they should be enough to transport whatever supplies are needed."

"Specs? Might need more or less depending on them."

"They were originally designed for stealth landings in enemy territory," Piggot raised an eyebrow at that, "So they're quick, they're quiet, and they can land on and take off from rough terrain. Not that much space, room for five men in total, but it also has cargo space and if we don't have to worry about people we can pack more things in them."

Piggot sat in thought for a moment. "I'll deliver supplies to you if I use your helicopters to deliver supplies to the rest of the city." She said.

"How many?" You asked.

"Given your description, four would work, maybe three. The pilots would have to work around the clock, and you'd have to handle re-fueling."

"On the topic of civilian needs," you begin, "I noticed that while my men were going around in the Docks, there was a lot of destroyed homes, and as much as my Engineers are trying to, they can't repair them quickly enough for the people coming back."

"Can you cut to whatever your thinking?" Piggot asked. "Like I said, I don't have much time."

You internally seethe for a moment, angered by being cut off. I was getting to that. As quickly as it comes, you brush it off: General Cortez was busy at times too, this probably wasn't any different.

"You'll probably hear about this from Sergeant Pierce later on, but the Coalition has the ability to rapidly manufacture and assemble buildings and equipment. I want to leverage this ability to build some housing, short-term, at least."

"How permanent or temporary is this housing?" Piggot asked. "More importantly, does it require any maintenance?"

"The housing and any infrastructure we can build associated with it will last as long as necessary." You start off, "if we need it for longer than expected, we can tear it down and build more in their place. As for maintenance, it'll work as long as no one fires a tank round at it."

"Hope you're ready to deal with the shit." Piggot said, without a smile on her face. "Both kinds: people are getting restless and turning on each other, the Wards and Protectorate have to break up dozens of fights each day. Sewage is also down for most of the city as well."

"I have engineers." You say. "They might be able to repair them back to working order."

"Even if you did, I doubt you could connect your new shelters to the sewage system, and if they did, it would be wasted resources, considering that these are supposed to be temporary shelters, correct?"

"Can then have a map of the city's infrastructure? Even if we can't repair them now, repairing them could be a priority later."

"No." Piggot said. At your expression, she elaborated, "Sorry, but our first meeting was you shooting at PRT officers." There's something in her tone that sounds vaguely mocking. A reference to the meeting, you realize.

"Very well then," you say, diplomatically, "so do we have your permission to build anywhere?"

"Yes." She said. "Thanks to you, actually. There is now some clear land to build on in the Trainyards."

You frown. Yesterday, this would have been great news, but with today's events...

"Is there a problem, Commander?" She asks.

"Yes, actually. My men encountered two new villains who set up over there."

Director Piggot frowned even more, making you wonder how that was even possible. "Details." She ordered. She flashed out a pen and pad from her side.

"Names are Stroke and Jockey." You fall into the habits that you had as a junior officer, giving reports to your CO. "Stroke is a Brute and Mover, Corporal Harrison referred to her as an Alexandria package."

"Any idea how tough she is?"

"Broke my men's bones through their combat armor, which was designed to take hard impacts. She also took a Tank round to the face with no damage." Piggot furiously wrote down every little detail you mentioned. You continued. "After hitting her with the round, my men reported feeling noticeably warmer, and closer inspection revealed it was around nine degrees Celsius hotter."

"What about Jockey?"

"Jockey was a Tinker of some kind. Had a breastplate and a laser pistol. It burned a centimeter-deep hole into my tank's armor. We were able to neutralize him thanks to Officer Harrison firing a flash-bang, but he was picked up by Stroke upon leaving."

"Partners, then." She said. She finished scribbling a few notes down before setting the pen aside. "That makes things more complicated."

"You think?"

Piggot frowned. "Commander, I am just as irritated as you that two new villains have set up in the Trainyards, just when the last were removed. However, that is the only place where I can get you authorization to build at the moment, and since you have come here to ask if you can, I believe you want to start building as soon as possible. Do I not understand?"

"...No." You had to prevent yourself from adding 'Ma'am' to the end.

"If the location wasn't a problem, are you sure you could build a shelter there?"

"Yes. Until I recruit more men, however, I'll be stretched thin for a while."

"If you can build a shelter, I can see about lending you some backup. Additional PRT Officers are out of the question, I'm stretched thin as well, but the Police are sitting around doing nothing and the National Guard would be obligated to send a unit there. I can also see about wrangling a few heroes to patrol there as well."

"Any financial support?" You ask. When she frowns, you elaborate. "Building shelters is cheaper then a lot of my other stuff, but it's going to pile up real quick. If I can have some additional funds I can build more shelters."

"I can't make any guarantees." She said. "But if you can build your shelter and show us the receipt it will go a long way."

"Legal issues." She said, not elaborating. What do you say?

A bit of a short update, but I couldn't figure out what else to put here, so here. Came out rather quick though, all things considered.
 
I think, we want to identify as [Not Parahuman] to reduce their hold over us. In Worm, Parahumans have extra laws and regulations to keep them in line, something we don't need.

Keeping the Commandervision secret is pretty important, but I'm dubious about successfully selling ourselves as a regular dude. They'd just tag us anyways

Other than that, we play ball, they pay us, until we're able to go independent fully or otherwise.

This is terrible, subtle just makes them think stranger/thinker/master and bringing up legal immunity makes it seem like we believe we're equal to ambassadors and working politicians.

At which point we can bluntly say that we do not have any powers and merely chose not to answer until we were categorised as a person by their laws. I will change it, though.

I see absolutely no reason to say no. We can still build elsewhere if we feel it absolutely neccessary, just this way what we build in teh Trainyard we will get help with.

It's mostly true. What we have aren't powers they way they do powers, we are a complex quantum tangle in reality.

The PRT Sergeant already thinks we aren't a cape. I don't see why we couldn't sell ourselves as a normal person. We aren't saying we don't employ capes, that let us do all our awesome stuff (like a tinker who made EVA, and our MCVs), just that we aren't that person. And it's true, in that respect.
 
What are we, so far? An anamoly which they choose to threathen with a lawsuit/obliteration for acting as we acted at the Trainyard before we made contact with "the officials". They will hold that over us, they will continue to do so until they know everything about us, can neatly categorise us and can dispose of us safely.
Until they adressed us as people and have been forced to acknowledge us publicly, officially and legally, they can not be allowed to know the extent of power(s) we wield and how radically different we are from their normal villain. The best course of action for us, in my opinion, is to stall answering the question/existance of powers while we make ourselves known amongst the civilians.
When order has been restored enough for people to ask "who are those guys anyway who are doing all those awesome things", the officials have two general options:
1. Expose us as "just another whacko gang" and put the hammer down to destroy us. If they do that, them not knowing our powers is a boon and must-be.
2. Wave a piece of paper which says that we are their allies who have been working with them from day one and abide to their rules. Them, at that point, not knowing our powers or the existance of powers, may, in addition to adding to our air of mystique, also be a bargaining chip/reason we have not been shot yet.

nope we have powers, now if she asked if were a parahuman we could have said no. but she asked if we had POWERS.
What she said was powers, but what she meant was if we were a parahuman. Besides, it could still be argued we don't have powers.
Commander-vision is a thing all commanders have, so it making us a Thinker would only be true if having a gun made us a Blaster.
As for the summoning of units, I don't think it's US being special that allows that, but rather we and the units are caused by the same tangle in reality that we just, kinda blindly, interact with.

Besides, it'd be good to tell Piggot, the cape hatting bigot, that we aren't a cape.

On another note, the general definition of Parahuman is, by law, a person that exhibits powers and abilities beyond what normal humans could do. They know that Parahumans often have a Corona Potellia or Gemma, but they wouldn't bat an eyelash if someone who displays powers doesn't have one. After all, Case 53's sometimes don't have a Corona Potellia and yet they obviously have powers.
