You ponder the decision. It wouldn't be easy, pulling your punches versus fighting the government. You could switch to non-lethal weaponry pretty easily, and the number of designs that you had to cut out from the restrictions you could count on one hand. It still felt that you were weakening yourself, somehow. Eventually, you came to a decision.
"The Commander agrees to abide by your restrictions," the GDI Infantryman reported. "He also agrees to having a PRT Squad on-base, and is willing to provide whatever essential services he could provide."
"We're also moving the captured Merchants here." The Nod Infantryman cut in. "Past that, you'll have to transport them yourself."
You couldn't say anything about the PRT Officers, but Miss Militia and Assault relaxed a little bit. "Great," Assault said. "What about the other things we talked about?"
"We're not going to tell you where we came from." The GDI Infantryman spoke. "Maybe in the future, but as of right now our only contact with you guys was a skirmish, a truce, and this meeting."
The Nod Infantryman spoke next. "The Commander would also like to inform you that while the meeting with the Director was appreciated, he would rather like to talk to the Mayor instead." Assault frowned at that.
Miss Militia started talking. "Director Piggot is overseeing most of the reconstruction efforts right now. Supplies, shelters, rebuilding - all of it's being done under her watch. You would have to talk to the Mayor and Colonel Jordan for both of those, and with the way things are it might take a while."
"Like we said," The Nod Infantry pressed on, "The Commander, if possible, would like to meet with the Mayor."
You are forming a response when your Virus noticed a glint on one of the nearby buildings. Focusing in, you saw a man in urban camouflage on top one of the buildings, looking at the meeting with a pair of binoculars in his hands. There was an Assault Rifle with an attachment next to him, and with the range of the weapon you doubt he was there to attack you. More likely, he was just watching the meeting. The Protectorate and PRT Officers appear unaware of his presence.
You take action immediately.
In case of trouble during the meeting, you kept a Grizzly Battle Tank nearby. It was patrolling the nearby area when you assigned it new orders - at once it turned around and started moving towards the meeting. You quickly survey the nearby area: no other enemies in sight, just the lone observer.
With the conditions of the meeting set in place, you couldn't just shoot the man with a deadly plague and be done with it. You had to get creative.
While the Grizzly was en-route, the NightHawk lifted off the ground. Miss Militia and Assault turned to look, and you could see the PRT Officers ready their weapons. That might be an issue.
"Spotted someone watching us on a nearby rooftop - urban gear, no patches." Your GDI Infantryman spoke quickly. "Might not be a problem, but better safe then sorry."
"Where?" Miss Milita asked. Your Infantryman pointed, and she looked right at the suddenly very still observer.
His cover blown, he instantly began moving. Putting his binoculars away in a single, swift motion, he jumped off the side of the building, sliding down a pipe. Now on the ground, he began sprinting away.
Miss Milita and Assault broke off into pursuit. "That's not one of ours!" She called out. "One of Coil's Mercs!" That was all the information you needed.
Your forces (barring the Virus, who was still on the rooftop and unable to assist due to the nature of her weapon,) advanced. The Brute was in the front, followed by the Infantrymen. The Initiates, standing behind and away from them, formed up the rear.
The elaborate formation was all for nothing, however, as the fleeing mercenary was swiftly cut off by a tank rolling in front of him.
Stumbling back, he was met by Assault, who had bounced ahead of the rest of your force. Tapping him on the shoulder, the Mercenary was pushed to the ground, where Assault held him there.
"Let's see here..." he began. "Old issue PRT armor, Assault weapon with tinker-tech laser attachment..."
The mercenary stayed silent as Assault continued talking.
"I think this is enough to take you in. What do you say, our fearless Leader?"
"Put him in cuffs." Miss Milita ordered. She turned to the closest soldier next to her, the Nod infantryman. "How did you spot him?"
"We had someone on overwatch." He reported truthfully, "When they spotted the Mercenary, they reported it into us." From her eyes, the explanation didn't really satisfy her, but she nodded and accepted it, overseeing the arrest.
On the edge of your vision, you saw a small team of identically-dressed Mercenaries. They watched, for a bit, outside of your response range before vacating the area. Smart move: infantry don't tend to perform well against tanks or aircraft.
In the meantime, your Prisoners were nearly here, escorted by your men. Before the hand-off, is there anything you want to add?

Once the prisoners were transferred over, your forces returned back to base.
On the way back, they were greeted by the flickering streetlights and homes. It wasn't perfect, but with the repairs you had restored a trace of normalcy to the community. Goodwill gained from the Docks!
You are now ACCEPTED in the Docks. (You can find people looking to join up, and people trust your organization.)
You still had a few men patrolling out in the area, but by this point any opportunistic gangs had got the message: Stay out.
Most of them, including John, were back at base carrying out the food that the Engineer had grabbed earlier in the day. He was able to travel to a nearby city (Newburyport,) and thanks to the stealth features of the NightHawk he was able to go in, purchase food and water, and return before any authorities noticed. How he had managed to stuff so much into the NightHawk, you have no idea, but it was enough to that EVA adjusted from counting in Kilograms to days.
Other spoils included a little bit more funds from your Brute's salvage operations. They were able to achieve a moderate amount, nothing terrible or amazing, but it increased your treasury.
Your mind darkens, however, as you think of today's events. The Protectorate had made it abundantly clear, and while it would be easy to switch your bullet-using soldiers to rubber munitions, it still bothered you. Your units went from "lethal" to "lethal," with varying degrees of lethality. Even the miners could be used as weapons, running over enemy infantry. You don't have a unit dedicated to non-lethal takedowns.

for the next riot actions we need to have some brutes and war miners start harvesting rubble to toss in the grinder so that we can set up the GDI facilities. i think the PRT troopers would favor living in a GDI barracks then a Yuri one.
