Don't know enough about the myth to say, but even if she does get to be a True Ancestor, she'd still be weaker than Arcueid, since Arcueid is explicitly stated to be the most powerful of the True Ancestors. Arcueid wouldn't do too well against most Servants.
You forget, we don't care much about the Grail war. She is a great healer, gets us money, and her five treasures will make her capable of holding off most servants.
 
It's not that Casters in general are unfriendly, it's that the Casters in the Fourth and Fifth War happened to be anti-heroes, summoned due to the corruption of the Grail. Could've been any class. Also, being skilled in one subset of magecraft does not equal being skilled in other subsets; Tamamo is good at curses and blessings and stuff like that, I think, but I don't think she's ever even interacted with a homunculus. If possible, I'd like to summon Justeaze Lizrich von Einzbern. If she actually qualifies as a Heroic Spirit. For a catalyst, just using Irisviel or Illyasviel would work, given that they're basically clones of her, and she has unmatched knowledge of homunculi. And she's a good person in general. This would be ideal, although I kind of doubt that she qualifies for summoning at all. @Random Tale, can we summon her?

The most powerful mage of her time in Ancient Belka, her actions and death caused the creation of the Saint Church on Mid-Childa. Due to the Cross, followers of the Saint Church have skyrocketted in number on Mid-Childa, though followers are few on Earth. A relic that is said to belong to her in the past, the Shroud of the Saint King, is kept a hold of by a religous faction that stays a day or two away from the Cross, in hopes of guidence to find a way to defeat the Cross. The Grand Cathedral that was housing the Shroud was destroyed by the Cross four years ago.

Abdul Alhazred is a name that Yuuno has come across while studying the inhabitants of Earth, abet one he discovered accidentally. He believes the man is related to Al-Hazard, a civilization that predated Ancient Belka. Although he has no evidence, he believes that Abdul Alhazred may have been one of the original rulers of Al-Hazard, and may know things about that time that archeologists may never learn otherwise. However, considering on Earth that he is known for writing the Necronomicon, it might be a good idea to just pass over that idea. There is also the matter that, according to Yuuno, he may actually be still around, or at least someone using his name seems to have checked out the local copy of the Necronomicon from the local library. Tracking the book down could provide a catalyst, abet one that you may be reluctant to use.

Lambert Adler and Ralf Blumenthal, two warriors in Ancient Belka. Lambert is said to have single-handedly killed a hundred men of Blumenthal's after the death of his wife, going into a berserk rage. Later, when his castle was under siege, Ralf disguised himself as a woman to be 'rescued' from his own dungeons, later tricking Adler into drinking from a goblet that 'she' had poisoned. The Lamthal Goblet likely waits somewhere in the ruins of a museum that the Cross has destroyed.

Wendel Steube was a man who, stripped of his Intelligent Device, crafted a spear from stone and used it to kill a dozen mages over the course of a dozen nights, all without any magic use of Staeube. It is possible that the spearhead survived the many years since then.

Eleonore Kruger was a swordswoman who commanded a mighty ship of loyal crewmates, despite the fact that there seemed to be a high fatality rate under her. She and the crew of the Jung traveled far and wide among the stars, exploring new worlds on the way home to their own after an experiment with some Lost Logia placed the Jung on the far side of the galaxy. What was assumed to be the nameplate was spotted in a museum back on Mid-Childa, but no one knows whether or not it is the actual thing.

Getting use of any of these artifacts requires not only TSAB support, but also payment in 1 Resource's worth of mundane Earth Weapons. Of note is that almost none of them are known on Earth, so they likely would suffer a drop in power. The only one that Yuuno would suggest is the Shroud of the Saint King, and even using that could cause its own problems.

You will be able to make modifications to the summoning ritual to try for a certain class, but it would likely depend on a number of factors to get the results you want. Some of those factors will be out of your control.

The difference is that Archer can be summoned because Shirou will die in the future, Merlin can't be summoned because he hasn't died and won't die in the future.

Yes, the Throne exists outside the flow of time, but that still means that in order to reach the Throne you need to die at some point in time.

Paracelsus sounds cool and all, but we probably wouldn't get along very well with him and he doesn't seem bullshit enough to survive in a grail war that's been powered up by crossover elements.

Honestly, our best bets so far in terms of the combination of combat ability, body manipulation, and getting along with us are probably either Sankt Kaiser Olivie or Link. Link depends greatly though on if it's a specific Link or a Composite Character of all of them.

Getting a good catalyst is difficult though.

That would work, yes. I was just going to have him do a little quick research at the local library, and then decide to grab a catalyst he discovered in the hope that he could at least deprive others of it.

You can also use whatever you have on hand as a catalyst, from someone's living body to a random stone to a pair of sisscors. However, results would likely be a big surprise, from a random Servant to a weak Servant that matches the catalyst for some reason.

Of the listed Catalyst so far, Sessho-seki, you would be able to attain for free with a War Focus (just wait until everyone nearby is looking away at night, take a piece, and then hypnotize anyone that you missed to make sure you aren't remembered); there would be no resource cost since it is easily obtained in Japan.

An Azoth Sword is also easily obtained, having no resourse cost for it.

We care about preventing more grail wars from occurring, and doing that pretty much requires essentially winning.

Also, regardless of what we want to accomplish in the grail war, we NEED an absurdly powerful Servant in order to survive. Don't forget that there's almost certainly going to be one or more Servants under the control of the Einzbern-Testarossa alliance. Remember, Precia by herself is capable of launching lightning spells powerful enough to disable a TSAB spaceship that's in another dimension, although doing so is very bad for her health.

When dealing with the team of Precia Testarossa and the Einzberns, its probably a good idea to throw "capable of holding off most Servants" out the window as not strong enough.

Also, good to know that we at least have a really good fall back option of catalyst if we can't figure out a good way to summon something better than Tamamo for a reasonable cost.

If the prana cost was shared between the adults, and practicing children, we could support one servant indefinitely, and I expect to be able to figure out a way to manifest t the servant completely after the Grail war ends. Ideally, we would get dual class caster assassin, then assassin with skill in magecraft. Like Medea, Kaguya-hime, or any other number of heroes.

That's not what I was saying. We need to function under the assumption that our enemies have more resources than us.

Under that assumption, it is highly unlikely that we can get enough time to help Illya unless all the other Servants are busy, and attempting to destroy the Greater Grail will likely make many of the other teams band together to eliminate us. Destroying the Greater Grail before the end of the war also requires getting a Servant who doesn't actually want the grail for themself.

Considering that canonically, Waver is one of the two leaders of the project that dismantles the Greater Grail, it stands to reason that it should be possible to form an alliance with him and Iskandar to destroy the grail. The problem is, that still leaves at least 5 Servants unaccounted for.

tldr, we can't safely destroy the grail or heal Illya until the combined strength of our team is greater than or equal to the combined strength of all the teams who want the grail. The difference between that condition and winning the war is almost academic.

Not know does he know how to fight. He also is well versed in healing arts if he trained THE Greek healer. Although he might be a bad match up against Heracles.

Hmm, possibly worth a shot, but if she doesn't have a fix for Ilya we'd need to win the War for the Heaven's Feel and the lack of fame debuff would be bad on a power-type Servant in a Caster chassis

Taiyi Zhenren - Very likely to have a solution to the problem, and ALSO sort of an expert on the Third Magic(since that's what he did to revive Nezha). Main complication is he might be too badass.
King Solomon the Wise - While he doesn't have a direct solution in his legend, he's absolutely the man with all the solutions in his legend.

Well, to be detailed, he was described as THE father of both Modern Alchemy and Homunculus system. With a side dish as only an expert at restoration/healing magic, and pretty much suspected as a quite talented magus himself.

No, precious update says it's happening early. It's THIS YEAR. We also know that Waver has already resummoned Iskandar.

The war will happen next January, the very beginning of Year 6, five years after the previous war (which was just before Year 1). You have one year to prepare; as soon as Year 5 is done, we'll skip the focuses of the adults and go to the War, before finding out the results and then going back to the yearly turns.

Also, Catalyst Research does NOT actually give you the catalyst to use; it locates possibilities for them and identifies if they have been grabbed or not (and, in the case they have been grabbed, who grabbed them). It also serves as a shortcut so that you don't have to identify a catalyst to grab for Catalyst Hunt, just who you are after a catalyst for.

In example, if you listed 'Tamamo-no-mae' as a targetted Hero to research a Catalyst for, I would point out a few potential Catalysts for her summoning, and then note whether anyone else has grabbed them (and, if someone did, who they were).

He's qualified to both fix the Grail and Ilya, as well as being a mentor character like Chiron and also pretty high up on the scale of badasses.

Yeah, kaguya home is powerful, but it doesn't guarantee winning the war.

@veekie has a good point of what servant we should take, though I'm partial to Paracelcus.

Paracelcus is an expert of modern homunculi, he is the most likely to
has a chance of successfully curing Illya.

I don't think Taiyi Zhenren has expertise in this matter, to be honest.

If you can't find any catalyst for any of the three heroes, I'll give a quick update so you can decide what to do with the action that would be wasted otherwise.

I honestly think it's really wasteful to spend an action on Catalyst Research unless it's used on heroes whom it's impossible for Kiritsugu to already know about IC.

Keep in mind that Kiritsugu probably already did a ton of catalyst research before the 4th war.

He made his own demigod homunculus from his student by transferring the soul over.
He can be considered an expert at either fixing Ilya or else moving her to a new, non-defective body.

He already died in the flesh. Taoist immortals ascend by imbibing an elixer and shedding their mortal body, which is more or less what happens to Heracles and Medea on their own ascensions. And if it didn't work I got two backups.

Fixed version by adding a war action for Irisviel. We originally picked 1 war action for Kiritsugu and Maiya, then none for Iri. Adding one for Iri should fix that.
