North America had perhaps two years on the west coast and four years on the east, while the trade winds would see South America beginning to be covered within three. Europe and Russia were both furthest away and out of the path of the spread respectively, and could likely be expected to see at least four years before it began to encroach severely.
We will have slightly more time in Europe and Russia than we will have in America it seems, but Persica herself said that the situation is likely to get worse in a year or two, which means stronger starting power might make a significant difference, but take or give a bit of time to these estimates due to Persica being hurried here
Europe is both where most of Persica peers are and is remarkably well rounded, with its main disadvantage seeming to be the need for either politics or some other method to both gain access to information about the Fluid (mentions espionage) and possibly do our more controversial actions, while it does not have as much starting power as America does, it also won't lose as much to the global collapse, and it still has room to grow better
Russia is the conservative option, capable of more easily resisting the collapse of the world but adding restrictions to our movements and possibly having some problems with leadership(?) it does have immediate access to Collapse Fluid research and is by a landslide the most capable of growth, no mentions of military power though.
The biggest red flag with Russia is actually the lack of knowledge we have on The Void That Looks Back, not knowing what it does and having nothing to leverage against it might make things difficult, its the most likely option of surviving everything, but its also the least likely to reduce the effects of everything.
America is the go big or go home one, massive military power, great ability to research, Collapse Fluid research is available, and... its the most likely to die when things start going to shit and have some complications even when if we successfully avoid the worst
Although it's possible for us to not feel the food shortage much at all due to the "civilization is ending" thing, not being the most capable alone has the problem of either needing to stockpile on unperishable food or finding another way to get it during the collapse, It can absolutely fuck up anything that looks at it funny though.

Sealed structures need to be constructed, along with enough resources to sustain their populations, all production must be shifted to automation and either remote or fully automated drones need to be created to take over harvesting resources."
Thoughts rapidly whirl around your mind as you take in the immensity of the problem before you, speaking more quickly as you continue. "It is certainly possible to create sealed suits that would allow humans to operate out in the world, but they would be bulky and impractical to work in. But well..." The problem you had been furiously thinking about on your flight over, running the numbers again and again. "The vast majority of the population is going to die." You let the words settle in. "It's not possible to construct the quantity of specialised housing required to save everyone, let alone the sealed agriculture to sustain them. If you give me a few days I can get back to you with more accurate figures, but for now the best I can say is 10 million people." You had no doubt your numbers were very wrong, but it's the best you could do in the scant few hours you had available.
Your second exit from the room is much quieter, a heavy silence following your footsteps before the doors behind you seal shut. Ignoring the soldiers to either side you lean back against the door, a sense of bone-deep exhaustion settling into your body as you stop repressing and internalise the news you had just given so confidently. The headline of the starkly clinical report has you blinking as you check it again. Recorded Interdimensional Creatures. You quickly scan through the document, quickly putting the pieces together. Collapse Fluid in high concentrations causes exotic changes to the fabric of reality, up to and including breaching into other dimensions. A clear image shows some kind of quadrupedal creature that you are completely confident has never existed on Earth, it is bleeding from hundreds of small injuries, the sickly green of Collapse Fluid visible mixed in with it's pitch black blood.
You read further and see the piece of information that makes things click. Note: These creatures have only ever been spotted near concentrations of the exotic material known as "Collapse Fluid" [Report X-CF-1951]. This, along with the presence of small amounts found within the body and blood seem to provide irrevocable proof that they are native of whatever dimension is leaking Collapse Fluid into ours. Considering how intensively normal nuclear reactors were studied, redesigned and scrutinised, it felt somewhat ironic to have the bulk of your work on the new plant design be cutting safety features rather than adding them. Frankly, it doesn't really matter if these reactors have a minor leakage in five or ten years, it can't make the radiation problem any worse. Accordingly, most of your effort goes to cutting down the time it takes to construct.

This project benefited immensely from the data on Collapse Radiation and as with the others the finished design was completely useless, but redesigning it was not a monumentally difficult task. In look it could be compared to the mutant child of a Hazmat Suit and a mixture of the local ESA Space Suit combined with Space Suit designs requested from NASA. Said hybridisation was incredibly helpful for the project, since space suits already need to shield the wearer from cosmic rays and for some reason they had notes on a project to combine the suits. The majority of the changes made were cutting costs wherever possible to make the hybrid suit cheaper and adjusting the materials to better resist Collapse Radiation. New models of cheaply made CFR detectors are handed out to your factory contact, who sends you a box of fine teas as personal thanks. What was previously a job that required hundreds or even thousands of workers could be simply and efficiently automated and run from a central machine. When you first examined your new organisation you found it positively teeming with useless busywork creating even more useless bureaucrats. Cutting out the slow, inefficient and clumsy humans from processes wherever possible drastically increases the effectiveness of the organisation as a whole.
You are happy with the increased performance, but this is only the start, in preparation for the world after you know you need to go much, much further.

The modification you made for the military was both cutting edge and incredibly depressing. Militaries worldwide had just begun seriously dabbling with wearable exoskeletons, so the fact that you managed to put one together in a few weeks and a couple of calls to a robotics researcher you knew was just sad. Still, it provided the performance that was needed right now, allowing soldiers to survive within Collapse Radiation, provided that their suit remained sealed. Considering their job was to get shot at, it was something of a glaring problem to you.

Any kind of combat inside Collapse Radiation is insanely perilous for human operators. A sharp edge or a single bullet will compromise their suit and spell certain death for them. You know just the thing. Robots do not tire, they do not bleed and they do not care about Collapse Radiation.

You'd seen the current prototypes on offer and were note impressed, you could do better. This was the only time where the substandard models designed before the away team data didn't have to be bludgeoned out of your hands. The revised filters were quickly put into production, the military had a vast amount of mismatching equipment with mismatching standards that all needed to be brought up to scratch. The prompt delivery of this and the militarised radiation suit certainly won you a lot of friends amongst the military, even though the nagging from base commanders grew even louder afterwards.

The mission out to get proper recordings of Collapse Radiation was apparently incredibly eventful, it all of the best and worst ways. They got the measurements alright and during your next meeting with the council you had to deliver the bad news, your previous estimates were off by nearly a year. The cloud would begin encroaching on the borders of the Union by 2028 at the latest.
Arguably of just as much import were the... encounters the team had while studying.
The recording starts fairly simply, a few scientists sitting around in their vehicles while they fly off their drones to go take measurements and recordings, where things start going strange is when one of the rear cameras of an APC catches a soldier getting out the back for something. He only moves a short distance away from the vehicle before stumbling over his feet, or so that is what he claims, because through the recording bright as day you can see the large form of some hideous creature stalking amongst the camp.

Somehow none of the thirty or so people seem to notice the three meter tall abomination slowly moving amongst them, not even the soldier that had bumped against it's thick leg and stumbled. As the thing stalks through the camp, it eventually comes across a researcher hunched over his drone controls, hidden from view from the rest of the camp by the side of the APC he was leaning against. The camera feed jumps to a different angle as it moves, allowing you to see the other, much bigger horrible abomination looming over the camp, what passes for eyes locked firmly onto the now clearly lesser creature.

The bigger one very carefully leans over the camp and snatches up the smaller in it's giant maw. The slight gust of displaced air that ruffles the researchers hair is the only evidence that touches a human, as everyone else in the camp continues to be completely oblivious to the scene playing out above them, the larger creature slowly moving away as it chews on it's victim. The rest of the video is a series of short clips where the same giant creature is spotted off in the distance at multiple different sites, some hundreds of miles apart, seemingly following the team around and using them as bait for the lesser creatures that flock towards them.
This entire ordeal was only discovered when one of the guards started looking through his vehicles recordings so he could find an image of a view he wanted to frame, but the knowledge has deeply shaken every member of the expedition and some of them have taken to looking through a camera at all times.
The council room was very, very quiet after you played the footage back to them.

You suspect a much larger chunk of your contacts were also dead, but for now you had no news on them at all, and it wasn't that unusual for some of them to not reply for months on end. It was good to talk to some of your colleagues again, just to see that they were still alive. Most of them were alright, in moderation.

Getting Dolls seems like it'll be very useful, they are theoretically human intelligence in robot bodies and can be saved for back up data. Well, they were in canon...and after a lot of development. Still! We've got their creator. Probably? I don't know if Persica was responsible for Dolls in general, the T-Doll program or if she just headlined making the AR-Team.
