Two thoughts on current planning:

- Taking the admin tech now means eating an ahead of time bonus while still working on admin ideas. If we take the idea this turn then we should be able to do tech plus an idea next turn.

- Young Basil is just about old enough to try his land at leading an army. Maybe 1,000 men to start with? I'm sure we can find somebody for him to practice his offensive charging techniques against. Don't forget to lead from the front!

[X] Plan saving money and attacking the western giant.
-[X] [80 Diplomatic] While much of Elysia's wealth comes from cotton and the tobacco leaf, the value of furs should not be underestimated. At present this industry has lagged behind the others due to lack of interest in their expansion compared to the more lucrative and straightforward plantations, but we must be prepared to grasp all advantages in our ascent to dominance over trade in the New World.
-[X] [110 Military] The square formation first pioneered by the Iberians and adopted as standard for pike and shot has proved its effectiveness on the battlefield, but the difficulty in manoeuvring the formation has become more and more of liability as opponents adapt to the weaknesses of the tactic. Splitting it into smaller and more mobile formations of the same type will reduce their protective quality, but is needed to preserve their strategic effectiveness.
-[X] [60 Administrative] While the colonial bureau has been of great assistance to our expansion efforts, there is always room for improvement. They have been slow adopt new practices in response to the actions of the other colonizers, even if there are techniques or advantages in their methods. It's time to shake up the bureau and revitalise it with new blood. [Expansion Ideas]
-[X] Prepare plans for a war of conquest against the Chickasaw, Pawnee, Ottawa, if possible also capture some Cahokia territories, but if not make them vassals and Annex them later, same for Huron.

Whose plan are you talking about? Mine doesn't feature admin tech - although I've got expansion ideas and admin dev.

I'm pretty sure I saw a few proposals with admin tech taken. If I was wrong, that's good.

Even dev seems like a waste when our big (only?) idea group eats admin points. I think we want to take an idea every turn and add a tech when we can. Spending for dev IMO makes sense when you're ahead of time on tech and don't have any more ideas to take.

Women have great influence in the Haudenosaunee historically, not only that but they have strong diplomatic traditions. Hopefully the wife they give us will not only win us closer friendship, but also give us an Empress that can cover for our sons horrendous Diplomatic score. Basically the opposite of Empress Adelaide Valois.

failing that at least teach our future lord something about diplomacy.

btw is that a thing in this? can someone like learn a skill and become better at something?
if not then here is hoping she at least teaches her children better skill then this one has.

[X] Plan: Box the Mexicans In
-[X] [160 Administrative] It has been acknowledged and known for over a thousand years that iron is a superior metal to bronze and copper, yet utilising it to full potential has always been challenging. But hotter furnaces and new innovations in technique are beginning to make it easier and quicker to melt the ore and produce higher-quality metal. This is the first step to an age of steel, one long overdue.

-[X] Send a diplomatic mission to Haudenosaunee (Arrange royal marriage for our heir, and prepare for war against Cahokia in the near future)
-[X] Send a diplomatic mission to Vinland (Prepare for war against Cahokia in the near future)
-[X] Send a diplomatic mission to Potawatomi (Request that they break alliances with Ottawa and Huron, and either become neutral or form an alliance with their co-religionists, Elysia and Haudenosaunee)
-[X] Prepare plans for a war of conquest against the Lipan and the West Indies.

Generally, the stats a ruler spawns with stay the same. Occasionally you'll get an event that can increase one of their skills but those are pretty rare.

@Zrayz10 You may have noticed that the admin tech option was 220 points last turn. It's now 160 and no doubt it will drop further next turn. Just wait until next turn and serve 40+ Admin on the ahead-of-time costs.

@Ptolemy why are you insisting on tax reform instead of the steel administrative option?
In my view the ahead of time penalties are so steep that it's not really worthwhile, particularly as it won't give us any strategic military bonuses. Generally speaking, there's no advantage whatsoever to getting techs ahead of time, unless they're key military techs that unlock certain buffs and new units. If we get tech ahead of time, the points will just be wasted really. Now, the concerns about wasted admin points are slightly alleviated by the fact we're earning such a large amount each turn at the moment. However, even then the ahead of time penalties aren't really worth it. It's better into invest in development than to waste points. If we wait a turn or two the admin tech will be much more affordable, and we'll be able to invest in more ideas. By contrast, grabbing the tech now is just a waste.

If anyone is confused about what happened with the Maya suddenly popping up and getting a major power boost, then here are the game mechanics.

Basically, it all comes down to Religion. Cocomes follows the Mayan religion (which is basically just a different flavor of Nahuatl, which the Aztecs follow, but less emphasis on human sacrifice.)

In order to 'reform' and become a real nation, Mayan countries must pass five different reforms. In order to pass a reform, a Mayan nation must be at peace, have no rebels, no over extension, positive stability, and own at least 20 provinces. When the reform is passed, the reforming nation automatically releases some of its provinces, losing all cores on the lost provinces, and being reduced to 10 provinces plus two provinces for every reform passed.

Once all five reforms are passed the religion is "Reformed" automatically as soon as they border a province that has embraced the Feudalism institution.
This also gives them up to 80% of the bordering country's tech level as well as letting them keep all the benefits their reforms gave them, as well as all the institutions they embraced. Also, they can colonize now.

So basically, this is all Castile's fault.

-[X] [100 Administrative] There is always room for tax reform, especially when it comes to poll taxes. Equally there are always projects that cost only time and effort that will improve conditions for the citizens and thus their health - public baths and aqueducts the most obvious among them. It can take a great deal of work on the part of the bureaucracy to put such plans into action, but the returns are worth it. (Increases development and tax income.) [Repeatable]

So looking at the numbers, our amount of citizens has increased by 20% in 15-20 years since we started all those subsidized farms and ranches.
More plentiful food makes people want to have more kids. Who knew?

By next census we should have passed the 2 million mark for total population.
With more people come more military forces and more taxes. Elysia is on its way to the top.

just to put a bit of a down tone on this good news.

sure we just had an upturn in the amount of ppl we have. but now we are going to war and are likely to lose a lot of men doing so!
even if with ally`s we have the 2 to 1 numbers i`m sure it going to hurt a lot for a while.

but after that yes i think the pop growth and stuff will very much help everything along after.
