You're the Queen - Now What? [CK2ish Character-Focused Quest]

[X][ROAD WINDFALL] Take the speed. Roads Between the Grand Duchy and Westcrown will be complete at the end of turn 15.

Speed please

[X][ROAD WINDFALL] Take the speed. Roads Between the Grand Duchy and Westcrown will be complete at the end of turn 15.

Extra cash for the budget or benefits for the whole kingdom? (or at least that region) I'll take the roads finishing earlier.

looking at the propaganda, the roads seems more liked than handling the banditry. Pain. But probably to be expected.

There's probably an investment option to be made in investing in a distillery or some other alcohol producer. Still, the trade with the necromancer kingdom buying spirits from them, and improving Halruns farming outputs and roads should help make trade cheaper.

Definitely some room to find some red meat for the rural areas.

Spies helped in the zarsim civil war, that's good. But I'd like to recruit some professional soldiers to cover losses, plus, fix up the levy situation.

Things are proceeding steadily, if not astoundingly.

The propaganda could have went better, and the judgements, but that's minor in the grand scheme of things.

...I think I missed a week again. Second time I've done this. I apologize.

Admittedly this time I have the excuse of the holidays but still. Post incoming this weekend, earlier rather than later fwiw.

Turn 9: Finances
(tonight and tomorrow I'll be editing in the changes from the finished roads, more currency contraction removal, etc, so by the time you see this, some numbers may not line up.)

Starting Treasury: 50
Pre-Income Expenses: 46
  • Heralds: 4
  • Standardized Farming: 2
  • North Zarsim Spies: 5
  • Westcrown Roads: 30
  • Sanctum: 5
Income: 274.5
  • Crown Holdings: 135 Dureks
  • Free Cities Taxes: 49.5 Dureks
  • Counties Taxes & Dues: 46
  • Lordships & Towns Taxes and Dues: 42 Dureks
  • Other Revenue Sources: 2 Dureks
Expenses: 133.75
  • Royal Administration: 45 Dureks
  • Wages & Supply of Royal Army: 70.25 Dureks
  • Basic Maintinence of the Crown & Palace: 11 Dureks
  • Subsidy to South Zarsim: 7.5 Dureks
Final Income: 140.75
Final Treasury: 144.75

Outstanding Debts 705.5 Dureks
Owed to the Axecavern Bank (Lortan Dwarves): 321.75 Dureks (10% Interest) (32.25 Dureks)*
Owed to the Redhammer Bank (Lortan Dwarves): 101.25 Dureks (11% Interest) (11.25 Dureks)
Owed to Assorted Individual Wealthy Merchants/Etc based in Eaglecrest, Port Lest and Westcrown: 138.5 Dureks (8% Interest) (11.25 Dureks)
Owed To The Goldaxe Bank: 144 Dureks (9.5% Interest) (13 Dureks)

Total Interest To Be Applied If No Payments Are Made: 67.75

As before, no need to propose too many possible repayment plans, but here's two:

[ ][LOAN REPAYMENT] Domestic Debts Downpayment (50 Dureks)
-[ ] 50 Dureks to Assorted Individual Wealthy Merchants/Etc based in Eaglecrest, Port Lest and Westcrown

[ ][LOAN REPAYMENT] Get Down The High Interest (70 Dureks)
-[ ] 70 Dureks to Redhammer Bank

Vote On Funding for Royal Wedding Using the Following Format:

[ ][ROYAL WEDDING] X Dureks to Wedding Fund.

Current Wedding Fund: 15 Dureks

In the interest of noting that we tend to want a treasury of at least about 50 Dureks, and to throw a bit of a bone to the domestic merchants..

[X]70/20 Split
-[X] 70 Dureks to Redhammer Bank
-[X] 20 Dureks to Assorted Individual Wealthy Merchants/Etc based in Eaglecrest, Port Lest and Westcrown

We can finish off Redhammer next turn, and start on Axecavern, but this should at least keep the domestic merchants from grumbling.

[X]Redhammer Repayment Plan
-[X] 101.25 Dureks To Redhammer Bank

I think having a little less than the preferred 50 Dureks is worth it to completely eradicate this leg of the debt. Next up would be Axecavern, then Goldaxe, and then the merchants, assuming we don't need an emergency loan along the way...

The reason for the 50 Dureks is because it provides the stuff for new roads + leftovers. Holding off on the Thornmarch road for one turn isn't that big a deal, especially when we're finishing off another loan in one fell swoop.

[X]Redhammer Repayment Plan
-[X] 101.25 Dureks To Redhammer Bank

[X][ROYAL WEDDING] 10 Dureks to Wedding Fund.

I made that argument repeatedly. Other players disagreed. But thank you.

70/20 wins, and 10 Dureks to the wedding fund.

Post incoming on probably Tuesday, as I have a late-scheduled unavoidable event on Monday that will be eating up most of my prime writing time for that day.

Turn 10: Council Meeting New
A bit rushed, I apologize, but I at least tried to work that into the narrative to make it read a bit better given that. Hopefully it works

"We only have half the day today, too many minor things keep piling up as we deal with the wedding planning, so we'll have to move quickly through the meeting," Vanessa said, arriving late to her own Council meeting for the first time in... ever, possibly?

She wasn't directly handling most things related to the wedding, of course, but enough extra matters piled up, so there'd been a delay in her holding court, which meant she would have to do so for longer than usual today in hearing the usual spread of minor petitions and requests and adjudications. Stuff that made it all the way to her, but wasn't quite important enough to make a massive production of. It was remarkable how much of that was.

The entire reason the Keepers exist, in essence, is to take up some of the monarch's work and I still have so very much of it. She flexed her hand and fingers for a moment - she'd signed and sealed a lot of documents over the last few days as well, and her fingers felt like they were going to fall off. She sat down in her chair, organizing a pile of papers in front of her and starting to go through them.

"You'll have to pardon my abruptness," she added, gesturing to Rykall to start.

"The Heralds appear to have been successful. They'll still be going around the towns for a while longer, but people are getting the word of your accomplishments, and with the roads resolved around the capital completely, they're feeling it. Could be better, by all accounts there's people who expect you to have done more,"

"In ten months?"

"People are unpleasable sometimes, your Majesty," Rykall pointed out, and Vanessa nodded.

"I have been receiving some odd... indications that something may be unusual in Port Lest or near Port Lest, but I haven't had the time to collate all the reports to say for sure. There's something off about the volume and direction of trade, but I can't put my finger on it."

"There's no issues with the Crown's share of the trade taxes," Rucdorn observed. "That's something my people would have noticed."

"Agreed. But there's something off. It would also be worth taking a look at our foreign trade. Thanks to Arandel we've gotten some good deals with Zedarsh and Veldros, but there's still our other neighbors to consider. Trade in general is picking up, now that the civil war is increasingly behind us, but exactly who is trading how much with whom is still a touch unclear." Rykall added.

"And if nothing else, there's always more room to try and sway the people with more efforts to spread the word of what you've accomplished and undermine that 'she could have done more' mentality."

"Noted. Rucdorn," she gestured to the dwarf. He looked like he'd been sleeping poorly the last few days, but he hadn't given any reports on what might be an issue that might be causing him stress with the job, so perhaps it was a personal matter." His wife is pregnant... Dwarven pregnancies were 14 months... she might actually be close to giving birth.

"We're ready to start leasing out land in the reserves, if that's what you want to do, but with so few people living in them, that will raise the costs of anyone doing work there." Vanessa gestured for him to elaborate. "Not enough local farmers to supply food for any workers, so they'll have to spend more to bring some in. That will reflect what people are willing to pay to lease out land for anything, but we have very clear ideas on what the Reserves have to offer, and thanks to Lady Balmain's efforts, what passes for roads within the reserves have been repaired, as have local outposts and watchtowers. So we're well situated to regulate them."

"Also, I will need to request a leave of absence for next month." Rucdorn added.

Close to giving birth, Vanessa repeated the thought, taking that as confirmation. Which Rucdorn did indeed give.

"My wife is pregnant, as you know, and she's expected to be due sometime next month. I would intend to be there. I have been readying a small team of people who can manage in my absence for a month - none of them are ready to be my replacement, gods no, but they should function reasonably well for just the one month,"

"I see no reason to deny the leave," Vanessa nodded. Well, she could see some, but alienating her Keeper of the Royal Vaults seemed a bad idea, and Vanessa had no real problems with him wanting to be an involved father and husband.

What this means next time is that the 'Keeper of the Royal Vaults' for Turn 11 will not have access to Rucdorn's trait, and their stewardship will be 7, rather than 10. Just for Turn 11, however.

"In the meantime, the banking community continues to be pleased with our progress, interest continues to decrease. There's been a marked uptick in transactions with gold and silver coins, so all that minting has indeed helped correct the shortage of hard money in circulation. Thing will continue to improve on that front."

"Good news indeed. I assume none of our creditors are concerned about the expenses for the wedding?"

"There's a few minor grumblings, but the people that actually make the decisions at these banks are playing the long game, my cousins at the Axecavern Bank are the ones we need to be most concerned with since we owe them the most, and they've got enough experience with human royalty and nobility to grasp why you're spending so much on your wedding."

Did dwarves not spend a lot on their weddings? It wasn't as if they were immune to flashy expenditures - see all the gold and jewels woven into Rucdorn's beard and on his fingers - but perhaps their culture preferred showing off wealth and power in ways other than weddings. Vanessa's knowledge of dwarven culture in that regard was... minimal.

"As long as no one complains and we can keep making payments, then we seem to be in good shape." She nodded to Rienne.

"Nothing out of the ordinary to report, just the usual. We expanded your Royal Guard, as discussed, and there's just the myriad of other proposals and projects we've discussed. With the prospect of War with Morvak largely settled for now, and the pending marriage alliance with Darkmoon, there's less immediacy to some of the concerns with the levies. If you forced me to pick what I think would be most important, I'd say taking a closer look at the northern defenses. As it stands, Ashdan March and the Eaglecrest Border are the biggest likely spots for trouble as things stand now. General Trins has had a few thoughts for Ashdan March in particular, now that the Nourvois have definitively hacked out their new pecking order."

"Anyone we should be worried about?"

"More of the usual, by all accounts, just a change in which clan is on top." Rienne shook her head, "The Nourvois are fairly simple. I don't think they've ever, in the time since they were pushed into Ashdan Forest, done anything but raid."

"Broadly correct. During the last days of the Crusade of the Golden Throne, they did take the chance to sack the city that Eaglecrest is built atop the ruins of," Arandel offered, "But they did have many centuries of grievances against the Necrotic Empire to work out. And they didn't take the chance in the years before Halrun to ever try to reclaim their old homelands."

The Nourvois had once been nomadic horse-riders and herders in what was now Western Halrun, before the Necrotic Empire had come, conquering the region and forcing those who would not bow into Ashdan forest... and eventually conquering Ashdan Forest, though by Vanessa's recollection of the history Cyril had taught her, it had been an imperfect conquest at best.

"So not much threat of them trying to make any serious effort in force?"

"No, but their raids could disrupt trade and farms in the area, and if a Nourvois nobleman gets especially bold, they might strike out as far south as the road between the Grand Duchy and Port Lest. Not for long, but if they happen upon a work crew..." Rienne trailed off.

"I wouldn't be too concerned about that. My people in the criminal underworld that know people who deal with the Nourvois haven't given any indication any of them are considering anything that bold," Vallefor suggested.

"It may be better to have them and not need them than need them and not have them," Rienne countered. Vallefor didn't seem convinced, but he didn't argue the point. Vanessa nodded to him and he gave a quick report on his penetration of North Zarsim.

"As it stands, we could cause them more mischief, however, the more we do to them, the more they might be inclined to do to us. So escalation is a concern. That said, I don't have much respect for North Zarsim's spies. So there's not much threat of them doing much back to us. Selissan spies on the other hand... if Selissa decides to make use of them. I think the best option would be to strategically kill a few couriers after we identify which ones will create the most chaos in the lines and maybe sabotage a supply warehouses rear areas. Let animals into the stockpiles of food and the like. But we could start killing key officers and utterly destabilize the front."

"Why didn't King Gaius try either of these?"

"Largely having his hands full preventing North Zarsite, Selissan or Morvakian spies getting too far into his forces." Vallefor answered Vanessa's question.

"King Gaius is also perhaps a bit... monofocused. He's a soldier's soldier. He doesn't have an issue with ambush on the battlefield, but I suspect he wouldn't consider assassination of enemy officers quite... appropriate." Arandel suggested. "Nothing that would jeopardize our alliance, of course, he's not that scrupled, but still."

"No one's tried seriously to kill me yet, and I suppose it might be useful to keep that as far back as possible. Speaking of Selissa, do you think there's a chance we can convince them to pressure North Zarsim into ending this war?" Vanessa asked Arandel.

"A chance. Even a fairly solid one, but we may want to give it a few more months, let King Gaius score a few good victories and negotiate from a position of strength. But Selissa's primary interest in Zarsim was to prevent Morvak from adding South Zarsim back into their orbit. Gaius's effort to jump patrons has neatly resolved that. On the other hand, Selissa has sunk a great deal of money into this war."

"And they might want to see as much return for that as possible." Vanessa nodded.

"Quite."

"What could we offer Selissa to smooth the process?"

"Money, more guarantees about our interests in South Zarsim long-term, and commitments to hostility to Morvak. The latter of course would require violating our agreement with Regara, in spirit and most likely eventually in letter. On the other hand, Selissa could be convinced that whatever they've spent, there's no need to throw more money into a bottomless pit. There's a reason Zedarsh pulled out of financing North Zarsim after all."

"Which side do you think has more influence?"

"At this time, no way of knowing."

"I could see if I could get more agents into the Selissan inner circles around key leaders of Parliament and the King's court." Valefor suggested. "That would let us know for sure."

"A sound idea, worth considering. Nothing else locally or out of Menthura?"

"Nothing out of the ordinary. Countess Gramaire may or may not have landed a well-heeled sponsor, I'm seeking confirmation, but either way it's hardly enough for her to invade in the near future, so not an immediate matter. I've got people looking into communications between some former rebels and certain elites in Restid, but nothing conclusive there."

"Restid?" The demon-worshipping city was a bit of a blight on the Riverlands, but they'd never really been worth the effort to squash, thanks to their concentration of conjurers and how easy summoning demons in their territory was, after centuries of wearing dimensional barriers thin. Any invasion would risk being up to their neck in blood.

"It's not as if there aren't legitimate reasons for people to have letters going to Restid. We do trade with them, and they are the foremost experts on demons as well as certain magics, as I understand it."

"Dimensional rifts, chaos rituals and witchfire, yes," Vanessa nodded. "Even Cyril corresponded with a few of the more sane conjurers there from time to time." She sighed. "One of these days someone is going to have to do something about them."

"People have been saying that since the days of the Necrotic Empire I'm afraid," Itrick suggested, to Arandel's quiet nod of agreement.

"And I'm certainly not lining up to have Halrun be that someone right now," Vanessa sighed. She nodded to Itrick to speak.

"It is traditional in many realms for, on coronations, royal marriages, the birth of royal children, that sort of thing, for commutations and pardons to be announced," Itrick said. "When you were crowned you approved quite a few of those as part of wrapping things up from the civil war. My officer has received quite a few petitions and requests, ranging for minor crimes all the way up to pleas for mercy on former Syrokis loyalists by their relatives... some of whom were rebels in good standing. Though no petitions for the worst of Syrokis's offenders, at least."

"Your thoughts?"
"I think there should be some pardons and commutations. It's expected, and, well, and the promise of the occasional round of them has historically helped keep order in prisons. And it's unfortunately the sort of thing that would benefit from you taking a look at them, at least a sampling so you can actually decide how far you want to go."

Vanessa held back the urge to sigh. "I suppose that makes sense." People expected their monarch to be personally involved in things like this, and if she was going to receive the blame in case a pardon went poorly, she should have at least consciously made the decisions leading up to it.

"I'll have recommendations and summaries prepared for you for when you have the time to address it," Itrick proposed and Vanessa gave her agreement before the Council started diving into nitty-grity details, which took up the next few hours, before she went to hold Court.

48 Hour Vote Moratorium

Since we have a bunch of income/expense changes, I hope you won't mind my second opinion.

From the Crown's Personal Holdings: 142.5 Dureks
My math adds up to 141.5. Also, if the repairs to the Crown Reserves are complete, shouldn't that mean the War Ravaged modifiers are removed - or have I misunderstood?

From the Lordships & Independent Towns: 42 Dureks
22+19 = 41.

Other Revenue Sources: 2
You forgot to include the Zedarsh deal, so the total is 5.

Income Per Month: 288.5 Dureks
Final total with the revised numbers comes out to 285.5 Dureks.

Royal Administration: 45 Dureks
My math totals 46. Silver lining, you don't need to adjust the Total Expenses, it all lines up after you make the tweak.

@Kylia Quilor is this fine?

Write in [ ][SECRETS] search the palace for any secret hidden rooms. Maybe we will fine gold, information, documents, artifacts or more.

There are no secret hidden rooms to find, I'll just state flat out. The palace was too complete by the time Syrokis came along and he's the only one that might have pulled the 'kill the architects to hide the secret rooms' thing. So any 'secret' rooms would be known by at least some people and word would have made it to Vanessa etc by now.

I mentioned before but is this possible as a write in? Idea being protection on both sides. Vanessa and future rulers gain a modest income so that separate from the upkeep of the palace and the countries admin they gain an income from the crown for personal use. While also at the same time placing a custom for a reasonable limit on how much a monarch could reasonably be able to withdraw for personal use.

And. In emergency's this would provide Vanessa with funds and accounts in her name. 'Wages' if you will for her work in ruling. While also legally being separate from the crown itself and harder to confiscate from her.

[ ][ROYAL VAULTS] Suggest additional task, subject to QM Veto (Base Chance Will be Set by QM If Approved)
-[ ] Set aside a reasonable portion of the Revenue from the crowns personal holdings to be saved in a personal account in the name of Queen Vanessa for her own personal use separate to, and independent of the crown itself, the throne, any ducal holdings or other lordships. In specific Vanessa Kolmain does formally request and suggest that a sum of no more or less than one tenth of the crowns holdings revenues be set aside. (Current valuation being 14.25 Dureks per month) Such that Queen Vanessa and her heirs may keep and hold accounts, funds and holdings for everyday personal use without drawing from the Kingdom, Ducal or other lordships treasuries.

That is an acceptable write-in, yes.
