If you think any of that makes sense then you don't know much about exalted. You don't make an organization to control them because they aren't going to be controllable for very long. Governments have consistently failed to make exalts do what they want but exalts are very good at making new governments lead by themselves. Also having that many exalts in a single city is very unlikely even if New Wave and Marquis's gang are dragonbloods (the inheritable exaltation).I know there's a metric ton of Exalted/Worm crossfics out there, but any of them have both the Exalted powers and the parahuman powers as two separate things? Like say, you have the Protectorate and another organization that oversees the Exalteds?
I have a fic idea that involves an Exalt!Sophia, her follower Emma, and canon!Taylor reigning in the chaos of Brockton's many parahuman gangs (Marquis, ABB, E88, Merchants of Venice) and the 'tough on crime' Exalted Wave (New Wave, except as Exalteds...with a romance between Vicky Dallon and Amelia Lavene because I'm evil and wrong). I need to do some more research on Exalteds, though.
Current plan for the fic is thus: There WILL be both Scion and Eden, although they will be reduced in power quite a bit (and divorced, mwahaha). The Endbringers will be more like proper kaiju than canon (Behemoth is an Efreet, Leviathan a sea serpent, and Zis is a giant bird); they can be killed easier than the canon!Endbringers, but that doesn't make them go away, only puts them to rest for a time. And other craziness. Like, say, Antihero!Coil...

If exalted have been a thing in the setting for long they will be in charge. Sort of like how in eclipse there is only 5 exalts in the setting so far and china ruled by 3 of them and Danny is well on his way to rewriting the economy of Brockton Bay.

Working on the next update for Something Completely Different, and I want to double check whether any other canon characters were confirmed as members of the original Wards team other than Armsmaster, Chevalier, Miss Militia, Mouse Protector, Myrddin, and that Reed kid from Chevalier's Interlude. Names, in particular, are what I'm interested in.
