Robb and Robert are basically the same name, just regional variations of each other. And Robb's last name, and his childrens', will be Stark.
But this is about what Robb's dynasty will be based on. Robert II is a statement of being the rightful heir to the Baratheons while being Robb I is establishing a new dynasty by force. We just crushed Renly who just tried something similar.

That's not how names work. There's never been a King Robb before, we couldn't be the second one.

Different or regional variations of the same name are usually considered the same name for regnal numbering purposes. Hence why William III of England was William III and not Willem I of England, and I'm sure there must be other, similar examples.
