It was with resignation that Alpharius ordered a mere constant watch be dedicated to the Void Feeder. While certainly a fascinating anomaly the time and men required to crack that oddity of physics would be far better spent preparing for the two-fold initiative of exploration being undertaken by an increasingly united system. Exploration within and exploration without-- that was the vision shared by the twin leaders of station and fleet. All that remained was continuing to convince the populace and to actually explore the nearby interstellar space and the afflicted station.

Omegon more or less agrees with Alpharius that a constant watch be dedicated to the Feeder, but that nothing else can be done at this time. It frustrates him that despite all the vast intellect at their disposal, this passive observation is all they can do. Or more accurately, all they can come up with. It is a doubt that has often plagued the transhuman giant and something he has kept hidden from his brother as much as he can. The possibility of being not good enough.

And yet what can one do in life but see to their duties and what must be done, even as doubts slowly eat away at their innermost thoughts?

In much headier and perhaps happier news, the situation among the Void Dwellers was such that Omegon decided they were ready to launch a grand expedition of their own, commanded by him personally. A collection of the most capable ships, crewed and captained by the best among them would be sent to explore the old coordinates located in the stellar-charts of both Station and Fleet both before the warp-storm had isolated the Dwellers from the rest of the galaxy.

Much preparatory work would be needed to be done first, of course, and Omegon threw as much of his transhuman genius as could be spared to the task, working day and night to ensure the expeditionary fleet got everything that it needed from the smallest cog to the most qualified individuals that could be spared by Fleet and Station both. Extremely skilled in diplomacy, deception and infiltration, at least in comparison to many of their other skills, Omegon also took the time to specially train several agents who specialized in the above three skills.

Last but not least, training. Omegon considered himself a fairly decent commander at Fleet action, but his understanding of the logistics lagged behind. That was a mistake to be corrected and he flung himself into the task at hand with gusto while also taking the time to better understand the concepts of governance. Both Alpharius and Omegon had one another and the base level of transhuman genius to rely on during their time as Station and Fleet Masters respectively and it helped that ultimately the Void Dwellers, for all that the two factions disliked one another historically, had no immediate external threat to deal with. Governance and Administration was relatively easy. But now the twins would be separated and wouldn't be able to rely on being directly available to aid one another in person. Actually having a deeper knowledge of governance and administration could only help them in the long run...

Training up worthy followers, clearing out danger zones beyond the mortals, and recovering any potential boons for his engineers to breakdown and analyze were among the endless preparations taken by Alpharius. Whatever productivity not spent on other critical projects were poured into the forthcoming expedition to cut even deeper into the core of the station.

A strange walked into Balor, the guards on duty simply nodding to him as he walked through, nothing seemingly strange beyond that he wore no armor nor held a sword at his side. He merely wandered the city, and asked around regarding the ruler of Balor nodding genially to those that answered his questions. Eventually he found his way to the Lion.
Within the depths of Arcturus a device that had been invented by two humans thrummed into life as the containment systems began to fail. Automated systems active and expelled the failing machinery into the void of space but it was too late as the device meant to compress dark matter into impossible densities ruptured. A shockwave of energy lashed outward, the very fabric of reality jolted as spacetime rippled, the immediate area around roiled and flexing as the Astral bucked and twisted under the influence. Arcturus' great shields capable of absorbing the fury of entire fleets shattered under the strain and the great city ship suffered damage to almost all areas.

Yet, this was but the herald of the coming doom as the cult of Kaiben that had been growing for decades beheld this and saw the time prophesied. Weapons forged in secret were active, plans set in motion over decades activated as the religious tension within the great city erupted into conflict. Brother against Brother, Sister against Sister as the city boiled over into war even as the Marines of the Starlight Brigade watched from the sides for their Primarch had given them no orders and they saw the actions of the people of Arcturus as imitations of their noble primarch. For he was known to be distant and at times harsh as he followed strange ideals and paths of logic, none of them could know that this was not his plan coming to fruition and so they waited watching.

Ferricus Ordius, Giovenco Ordius, and Caeso Ordius three identical triplets born only a few hours after the completion of Arcturus, none knew of any life outside its walls. They have lived their entire lives with the Song of the Astral flowing through them, they grew up surrounded by plenty and idolized Kaiben in their own way, but over the years they divided along differing lines, the preachers of the cults capturing their minds until they had grown apart and now lead the greatest of the religions of Arcturus.

Ferricus walked through the great door as his personal Titan was revealed in all its glory, plates of astral energy meters thick proclaiming its mastery of construction and his power before his people. We have to prove to him that we are worthy of his protection, that our Souls have value. Who marches with me to war for all?" Thunderous yells answered his question as the walls fell and revealed Worldstrider Knights waiting for their pilots and thousands of suits of armor with Void Energy Shields installed.

There were no cheers this time, merely resolute nods as people wearing shadowy robes left the room to begin their plans and plots across the city, from their actions millions would die but their deaths would ensure the God would be free to act as he saw fit. Kaiben ended Ages and Protected those within, his grace would see them successful and protect those that held true to His will.

Deep within the Stellar Nursery surrounded by the growing stars of Astral might, Caeso opened his eyes from the meditation lasting for years and began to stand. "My brothers have lost their way among the darkness and proclaim the Living Star as a mere god and devil. Prepare the Stellar Forge, prepare the Infusion Altar, we will not let their foolishness interfere with the Celestial Plan at hand." He drifted over to a wall opening it and revealing an astartes with gleaming lines of astral energy drifting through their flesh and eyes of burning light, "The time has come my favored child, for you to fight those that dare sully the name of your Primarch." The Astartes eyes flared with fury as astral energy rippled into form revealing a suit of armor and weapons at hand, "I will fight for him gladly." He rumbled with a voice of cosmic might before leaving the room to meet with the others.

On the return trip from dropping off the Titan, Rogal received a letter from Inwit which as far as he could tell was surprising honest for what it was informing him of. The governor he had installed had attempted to create an improved system of governance for the Inwit Cluster, but has managed to expand meaningless bureaucracy by roughly three fold and was currently trying to bring everything back into order. However, at least they had not tried to hide or shift the blame for it was on them and them alone, Rogal growled for this needed to be solved.

An unwelcome event occurred as men and women from the cities had began to hunt those broken by his work in the past, and armies were gathering to in their words "Deal with the Insane." It was sad to see such an event come to pass, but it would require his intervention without doubt for as strong as those with him were, they could still be slain and many had been.

As Lorgar wandered through the bustling streets of Zerzura, the White City, he greeted his citizens warmly, stopping to chat with merchants, craftsmen, and children playing in the streets. Despite being the King, Lorgar had a genuine interest in the lives of his people.

While walking near the edge of the city, Lorgar noticed a stranger among the crowds. Unlike the others, this man seemed to move with a purpose, his gaze lingering on the city's architecture and its inhabitants. Intrigued, Lorgar approached him with a friendly smile.

"Greetings, traveler," Lorgar said, his voice carrying a warmth to put the man at ease. "I am Lorgar, the King of Zerzura. What brings you to our fair city?"

Kaiben was returning home from a decade long training montage at the time of the disaster. His shuttle had just come in visual range of Arcturus when a bright flash and a warping of spacetime greeted him. He watched his city nearly get destroyed. This would set the tone for the next few days.

Upon seeing this disaster he ordered the pilot to double time it and started trying to get a picture of what was going on by raising Arcturus and more importantly his legion over comms. The image he got was bleak. 3 different sects of a religion worshipping him, preparing to go to war. This was not an ideal situation, but from the sound of what they'd made he was grudgingly proud of what his people had accomplished.

As soon as he landed he called for a ceasefire and a meeting of the heads of each religion to try and resolve this because it was not his will for Arcturus to be destroyed.

"Genefather, I am..." Bjorn, once as tall and broad as any two boys, now as tall and broad as any two Astartes, shuffled awkwardly on his feet like the 16 year old he still was, "I don't want to sound like I mind Svetlana getting more of your attention so far. I am Astartes now, and she is not, but..."

"Bjorn, you are also my apprentice, and I have not been able to give you the time such status affords before now. But we are here now, the three of us, and as Svetlana has received a gift from me, you shall as well," Leman pulled a krakenbone shield and warhammer from his belt, the items looking rather small in his hands... But the perfect size for Bjorn. Their intricate, black-stained carvings gleamed in the sunlight, under subtle mechanical components that looked recently installed, "The hammer is Wisdom, and the shield Resolve. I carved them from the skull of the first kraken I ever slew, when I was but a boy as old as you. They're a bit small for me now, but they cut out the Father of All Krakens' eye, and the Tech-Priests have fitted both with power fields to help them keep up with a more modern battlefield. May you wield them with the glory of their namesakes."

"Allfather's beard!" Bjorn whispered in awe as Leman placed the thunder hammer and storm shield in his hands, "I- I was being foolish, I-"

"Bjorn, it is not foolish to bring your concerns to me. It is not foolish to be aware of your feelings. And it is a mark of your strength that you did not allow this to color your relationship with Svetlana," Leman corrected the boy gently, "I have met many men who would have allowed their pride to overcome their good sense, but you did not. I am proud of you, and that is why I know you shall bear Wisdom and Resolve well. Now..." The Primarch smirked, and gave Bjorn a swift kick over the railing, "Why don't you give them a workout?"

Shouting with surprise, Bjorn tumbled over the edge of the raised catwalk and plummeted to the training grounds below. Svetlana, halfway through delivering a punch to a rather battered block of steel, was caught entirely off-guard when her fellow apprentice took the hit instead, sending her original target rocking back with an earsplitting screech as Astartes armor met mundane metal and the metal lost. "Ohmigosh, I'm so sorry, Bjorn!"

"Whoever loses the spar has to give Geri a bath!" Leman called down. Svetlana started kicking Bjorn while he was down without a single instant of hesitation, until he managed to grab her by the ankle and throw her across the arena. "Hahaha! That's the spirit!"

"AAAAAAAAAH!" Svetlana screamed, throwing blades of ice skyward as quickly as she could conjure them.

"THEY SAID I WOULDN'T KNOW FEAR! WHY DID THEY LIE?" Bjorn shouted over the thunder of his bolter and the war-cries of the swarming fire-drakes, "I AM FEELING A LOT OF FEAR! WHY ARE THERE SO MANY DRAKES?"

"You're doing great, kids!" Leman declared breezily.

"I HAVE TWO MAGAZINES LEFT! THEY'RE STILL BLOTTING OUT THE SUN!" The young Astartes shot back.

"AAAAAAAAAAAH!" Svetlana continued, snuffing a barrage of flaming spit from the flying menaces with a blast of frost.

"Lift with your legs, not your back!"

"THAT DOESN'T MAKE ANY SENSE!"

"Svetlana, MOVE!" Bjorn tried to shove her out of the way, but only succeeded in mashing her against the bars of the rapidly descending cage as it fell with a deep, final-sounding clang to trap the pair of them inside.

"Ow," She groaned from underneath a good 600 pounds of armor and Astartes, "Thanks, Bjorn."

"Um, sorry?"

"Wouldn't have minded so much if it had worked, now get off me!" With a burst of wind and pressure, she threw her fellow apprentice back to his feet, just in time for a shadow to loom over her, and a chainsword to rev. "Uh oh." Neither of them had a chainsword.

Bjorn found his footing just in time to look into the eyes of one of his battle-brothers, bearing a rather vicious grin. "Oh kraken balls, we're in a fighting cage."

"And you know the rules of the cage," Champion Servigo of the 8th company declared with feral anticipation, "Nobody leaves until there's one left standing."

Svetlana will also be trained in runic magic and healing, as is traditional for Rune-Priests, while Bjorn will also be trained in hunting and leadership, as these are the most useful skills Leman can teach for an Astartes warrior.

"Brothers, would that we could meet in happier times," Leman's smile as he draws Kaiben and Sophos into a bonecrushing hug was a bit dimmer than usual, "I'd hoped to give this meeting a bit more joy and ceremony, but with the scourge camping on our borders, and the muster in progress, we cannot afford such luxuries. So instead, I shall have to simply give you these. I've heard your sons Ezequiel and Gadiel are gifted craftsman, and we shall gravely need their work in the times to come. Just, ah, if either incorporate magic into their works, make sure they don't try to reverse-engineer these? They're likely too... Too civilized to get more from my runes than frustration, and possibly psychological damage if they persisted."

The set for Gadiel is designed for mid-combat crafting, with pressure controlling runes that will blow away contaminants from the work-site, and runes of temperature and effective weight-manipulation that will slow his targets down with hypothermia and intensified gravity, allowing him more freedom to work on hostile targets. The set for Ezequiel is runed to control the tools' effective weight with utmost precision, allowing them to always strike with exactly the correct amount of force for the materials involved. With the same chisel, you could engrave tissue paper and adamantium with equal ease.

3 Yearlies spent raising Abyssal Spells of Darkness and Hate to Tertiary and Abyssal Spells of Weight and Pressure to Lesser.

1 Grand Action spent fighting Rangdan, and killing as many of them as Leman can. Svetlana, Bjorn, Freki, and Geri will accompany him when possible.

A strange walked into Balor, the guards on duty simply nodding to him as he walked through, nothing seemingly strange beyond that he wore no armor nor held a sword at his side. He merely wandered the city, and asked around regarding the ruler of Balor nodding genially to those that answered his questions. Eventually he found his way to the Lion.
The lion is walking through the festival to honor the day he adopted his kids in his full black plate armor with his 3 kids and fenrir behind him with his body guards led by Fredrick. As he goes from attraction to attraction his youngest sorano (age 6) spotted a horse ride and turned to face him as he noticed a stanger approching him asking "daddy can I ride on that one?"
Lion nods and turns to his other two saying "sure you can, beni, erza can you please go on with her."
Bendikta (age 8) groans and responds "do I have have to father, its a kid ride erza can baby sit her on it."
Erza (7) mutters "and how are you older then me"
Lion responds "Beni, sometimes you got to do things you don't want to do and I want you 3 to spend time together doing things you the others enjoy so please can you do this."
Benditika sighs and says "alright then." Walking over and grabbing sorano's hand saying "come along." as she, erza and sorano walk of towards the ride Lion turns to face Fredrick and darts his eyes over to the trio and Fredrick nods as the guards follow after the 3 leaving just him and fenrir as he turns to the stanger who had stopped in front of him and he asks "so you been the stranger asking about me?"

While walking near the edge of the city, Lorgar noticed a stranger among the crowds. Unlike the others, this man seemed to move with a purpose, his gaze lingering on the city's architecture and its inhabitants. Intrigued, Lorgar approached him with a friendly smile.

"Greetings, traveler," Lorgar said, his voice carrying a warmth to put the man at ease. "I am Lorgar, the King of Zerzura. What brings you to our fair city?"
The man turned towards Lorgar and his smiled a thin smile, "Ill tidings etched with hope and glory. I have walked your city, I have seen your people and for the first time in eons immemorial I question if my vision are true. A shadow looms upon the horizon and yet I see it not, even the light of your woven Constellation above reveals it not." As the final word was spoken a veil fell away and Lorgar saw the burning sun before him in truth, a being Divine, a being that held a mantle of Godhood upon his shoulders stood before him, a burning purity untainted stood in humble guise. A moment later he knew that this was the source of the Golden Light, the one from whom the Constellation Of The Emperor had been carven in homage towards.

As soon as he landed he called for a ceasefire and a meeting of the heads of each religion to try and resolve this because it was not his will for Arcturus to be destroyed.
Only a few moments after the summons was sent two figures entered the hanger. From the left a man wearing robes of void and shadow entered and from the right came a floating man surrounded by a corona of light and radiance that burned the astral metal of Arcturus. The robed figure kneeled as he beheld Kaiben, "Lord Kaiben of Time I have answered your summons as foreseen. I am Giovenco, leader of the Church of Time's Embrace." The flying man to the right sighed before turning to Kaiben speaking in a voice that echoed with astral energy and power, "I am Ascendant Caseo of the Stellar Dawn, we follow the Celestial Path, oh Incarnated Star."

Benditika sighs and says "alright then." "Thank you for coming. I must first ask urgently for you to cease any hostilities, and also say that I'm proud of all of you, your accomplishments are incredibly impressive and deserve great praise. But I don't want my people to die, to be killing each other in my name, so I must ask that you cease this conflict for now." Kaiben says, before taking a look at who showed up.
"There's one missing... I will ask you, my loyal followers, to wait for a moment while I collect the erstwhile leader of the Devil cult, any tips for how I might gather him quickly?"

As Lorgar gazed upon the divine figure before him, a myriad of emotions stirred within him. The instinct to kneel, to bow before such overwhelming majesty, warred with his pride as a king, his dignity as a ruler. This being, this embodiment of divine power, radiated an aura of authority and greatness that threatened to humble even the proudest of men.

Yet, as Lorgar struggled with his inner turmoil, a different feeling began to emerge. A feeling not of fear or submission, but of compassion. He saw beyond the radiant facade, beyond the godlike presence, and glimpsed a being of immense power burdened with the weight of its own existence.

In that moment, Lorgar made his choice. Instead of bowing, instead of cowering, he stepped forward and embraced the divine figure. He embraced not just the power and majesty, but the loneliness, the burden, and the humanity hidden beneath the godhood.

"I see you," Lorgar whispered, his voice filled with understanding and empathy. "I see the weight you carry, the struggles you endure. You are not alone. I offer you my strength, no matter how great or how little it may be. But I have promised much to my people, and if I were to fall, I ask only that you ensure they are taken care of."

"Our wayward brother is likely preparing his attack already, having likely seen your call as a sign of support for him." Giovenco spoke with quiet conviction as he touched a jewel of dark energy upon his collar. Caeso did much the same only with a gem of burning fire and fury that died for a moment before returning to activity, "The Star Sages have been alerted, they will bring him before you my Lord Star." Giovenco shook his head, "My Temporal Shadows will bring him forth before your brutish Incarnates could hope to even find him." Caeso smirked, a seemingly strange expression for one burning with such energy, "Ferricus has super weapons that will rend your shadows apart, only my Incarnates can hold the line against his forces." The pair were clearly on the verge of attacking the other as the tension built.

I called forth The Fighter, but as it ever is with the deepest reaches it remains ever mutable even unto the past. I am pleased, Paladin. Darkness comes and your strength will be needed to protect more than this singular world, the sword that you carry sanctified with blood and sacrifice, touched upon by the Astral will serve well indeed. The time for this guise has ended and the truth shall be." In a flash of light seemingly unnoticed by any other, the Stranger transformed into a being taller than Lion, wearing impossible armor and with a sword of burning gold and a shield of gleaming gold on his back. "I AM YOUR FATHER, WELCOME BACK MY SON. I AM PLEASED WITH YOUR PROGRESS, NEVER FORGET THAT HONOR IS ONE OF HUMANITY'S DEEPEST VIRTUES, YET A DARKNESS ON THE HORIZON TAINTS THIS JOYOUS DAY AND I MUST REQUEST YOUR SWORD AND POWER AT MY SIDE AND THE SIDE OF YOUR BROTHERS."

I MUST REQUEST YOUR SERVICE FOR THIS COMING CONFLICT."

Caeso inclined his head towards Kaiben the coronal surrounding him dancing in time with the music of the stars and burning with power, "I thank you for the praise Incarnate Star, but every moment spent at hand is one more for my wayward brother to drive himself ever further into a frenzy. My people are not warriors, we merely are researchers that have crafted weapons to ensure that we do not die easily. My honored Incarnates burn their lives away already, I will not have their sacrifice be in vain." His voice echoed with cosmic energy even as astral light burned across his flesh, while his brother shifted back into the shadows.

From the shadows Giovenco spoke, "My forces are at your command Guardian of Time, they will find my lost brother and lead you to him. I will pray for your victory." He seemed to fade away into the shadows with the final word returning for a moment before throwing out a dark gem, "It will let you connect to my shadows." Then he was gone and Caeso sighed. "Both of my brothers are foolish in their own right, do you wish for my assistance? I am not trained for combat, but the power of the star bound unto my flesh gives me power."

Arcturus is already crippled, I don't want it to be further damaged. It may be, weird, for me to say this, but stay close and use me for cover, I think they should be a mite bit more cautious about firing superweapons through or close to me."

As they advance into combat Kaiben aims to take Ferricus alive, coordinating with the Shadows to maneuver swiftly to take him down.

On the journey it was clear that he was too late as the sounds of combat raged through Arcturus, and the guiding shadows lead him through many passageways that Kaiben had no memory of. Around various hard points they moved, through twisting corridors of astral energy, where it was less metal and more solid energy given form. Caeso burning with astral energy as he drifted along matching Kaiben's pace easily, "My Lord Star, my Incarnates though powerful and noble of their sacrifice will not be as potent without as they are within Arcturus. Even I would be reduced notably in might outside of this great city of the stars, my brothers are foolish indeed to not realize how much of our power and skill originates from this monument of your craft. It is the heart of the Celestial Path and it gives its power to us the ones that touch upon the stars. I have met with your astartes and outside of these walls of star matter, my Incarnates would be little more than unique psykers compared to them. Even I might only comparable favorably to the best of your legion, it is but a question to be answered. I have hypothesized that the influence of the Stars upon this city has risen the potency of me and my brothers to unnatural heights, but that without we would be notably weaker. As for Ferricus his Titan though potent indeed within these walls I question if it would even function without the same holds true for his legion of Worldstriders. Perhaps I am wrong, but the Stellar Forge and Infusion Altar could not function without the nexus of power that is the Stellar Nursery." He sighed before continuing, "It is for this reason that my brothers fight amongst themselves to rule Arcturus, believing that whoever rules will gain greater power from the Stars. Perhaps it is true, but I have no interest in such matters, the Nursery and what can be done is all I care about my Lord."

Caeso fell silent as the pair of them finally reached the battle and found it already almost done. Four Incarnates stood burning with power against a legion of knights and a Titan that was scratched and damaged, various individuals in the army with the titan lacking weapons and even armor currently for some unknown reason. Caeso stepped forward and Kaiben followed, there was no question of victory, it was unquestionable, a Primarch and a perfected Incarnate against weakened forces could only have one outcome. The Stellar Sages railed and took their revenge for the loss of an Incarnate at the same moment. In the end Ferricus survived missing his left leg and right arm, his once mighty Titan all but ruined and his army broken.

Lorgar's heart skipped a beat at the mention of a brother. He had family, more than that, he had a lot of family and the thought of reuniting with even only one brother stirred a mix of emotions within him.

"Yes," Lorgar replied, his voice filled with both anticipation and trepidation. "I would like to meet my brother, to see him once more and to know that he is well."

Lion nods and walks over to meet his children and head body guard and meets them halfway. He kneels closer to his children and asks "Now I know I promised to take you on every ride but something came up and how would you like to meet some of the family."
Erza and Sorano cheer as Benditka asks "if you had other family where have they been all this time?"
Lion responds "something happened and everyone got seperated." Bendeitka shrugs and Lion turns to Fredrick and says "we will be going for a bit so untill we return tell the council to handle matters and then meet me back here."
Fredrick nods and leaves as Lion turns back and walks over to the stranger asking "do you need to do anything to talk to them now or should the meeting happen on the way to my newly found brother."

The Emperor shook his head in negation, "THERE IS NOTHING AT PRESENT THAT REQUIRES US TO REMAIN ON PLANET. I CAN INFORM YOU OF MORE ON THE JOURNEY TO YOUR BROTHER." The man waved a hand and a hole in the world tore open in radiant golden light, casting radiance across the land, as he walked through it and gestured for the others to follow. Lion noted that the ground under the hole was slowly transmuting into gold, streaks of the metal racing outward.
 
Caeso fell silent as the pair of them finally reached the battle and found it already almost done. Four Incarnates stood burning with power against a legion of knights and a Titan that was scratched and damaged, various individuals in the army with the titan lacking weapons and even armor currently for some unknown reason. Caeso stepped forward and Kaiben followed, there was no question of victory, it was unquestionable, a Primarch and a perfected Incarnate against weakened forces could only have one outcome. The Stellar Sages railed and took their revenge for the loss of an Incarnate at the same moment. In the end Ferricus survived missing his left leg and right arm, his once mighty Titan all but ruined and his army broken.
"Alright, here's what I'm going to do. Each of the three leaders and every other member of each religion will donate 3 drops of blood. I shall use this blood as a reagent to craft a set of laws and oaths that will be magically upheld to prevent future conflicts." Kaiben begins working on the project, using a Major action to create a psitech astral relic small city scale district, the Oath Stone, with the narrative of Blood Oath, and the reagents previously mentioned. It is of Divine relic rank and Primarch quality, it is also Stellar forged. A yearly is spent to dredge up the needed Narrative. The Oath Stone is a massive series of monoliths engraved with a registry of every citizen of Arcturus, and at their center, a single monolith engraved with the laws of Arcturus that all those registered citizens are bound to. These laws are to be discussed with the leaders of the religions. But 2 specific laws will be put forwards by Kaiben.
1. Let no Citizen of Arcturus raise arms against another citizen.
2. Let no discovery made by a citizen of Arcturus go Undocumented, all inventions are to be recorded and their designs stored for future replication and use.
