@Kerashana in regards to the soldiers, do you want equipment, skill trees, both, and/or something else?
 
So, what do need to really get going? 1.) Easy access to large bodies of water. 2.) Lots of resources. These two can be easily solved by going for a base on the ocean floor near a volcanic vent or an island formed by a volcano (Hawaii, Iwo Jima). However, while the UNSC also needs a lot of resources, they're also land dwellers, and kinda need air to live. So, a way to compromise a bit to get in their good graces would be to choose a location near the mouth of a river near the equator and start setting up there to assist them when they start coming down. We'd have to ration our resources until mining can begin elsewhere, but we could get a lot of brownie points if we play nice. So, we could either go full industry or cut back on building stuff and go for diplomacy. Dragon might have some ideas on what to do if we ask her.

A major short-term goals I can think of include getting a permanent base set up and initiating diplomatic talks to start sorting out issues and collective plans to survive whatever happens. And for specialization, I think that doing either or would be fine. The UNSC has some serious industrial capability and Dragon/Armsmaster are bullshit-tier in terms of stuff they can conceive of.

Hmm. I didn't think about Masamune. We'd still have immense production capabilities from the UNSC colony and our own. I guess that just makes it all better! Yeah, I think doubling down on research is probably our best bet in the long run with the large amount of production we'll be having anyway.

We'll be wanting redundancy if we can at all manage it anyway. It's too soon to make a decision on where else to expand though. Also, IIRC, the tethers for a space elevator don't have to be directly on the equator. They can be up to roughly ten degrees offset from it and still be fine.

so based on this site, Space Elevator: Expert Q&A , we can put the elevator anywhere up to 20 degrees off the equator, but closer is better.

and i agree, redundancy is essential but that can come after we get our basic housing, resource production, and finished product production up and running. We have an ideal starting location but we have some room for variance

Think about what weapons you want. Im partial to Psi Support, MEC Assault, Gene heavy and Normal sniiper. the only major thing we lose from this is the shotgun, and we really want the various rockets and support weapons of the heavy. We agree on the Psi Support. and i think i agree with you on the aug'ed heavy. i normally would not, but i dont want scout augs, i want tank augs.

In regard to which mods exactly, here is a list of possible mods: Gene Mods
The ones i would grab are: Neural dampning, hyper reactive pupils, secondary heart, mimetic skin, and adaptive bone marrow. I would normally get the muscle fiber density over the marrow, but im looking for long term use, and improved base healing is really good

Note: assuming 2 misc equipment slots per soldier

Well, I'm not sure how much we are going to find from where we are out in orbit. We can certainly try to find something with the available sensors and equipment, but what we're going to find is stuff like the geography, weather patterns, gravity, mass of the planet, active volcanoes, likely sources of required materials, and stuff like that. It's not going to give us the information on why exactly this world is so incredibly deadly. In order to get that, we're going to have to land or send advance scouts.

Also, the only thing I would add to the current plan is to answer most questions they have in good faith. Be truthful, but leave out the whole 'Fog took over Terra's oceans killing millions directly, ' bit unless they press it for awhile. I want a two-way information exchange rather than just us pumping them for info.

I/We couldn, can, and have (a tiny bit) but we have Naval (sea) sensors right now. That is in fact one of the things that will have to be upgraded. However, I/We can ask the UNSC ships for/if they can scan the planet and send you a copy.
 
So, people. I need a few small bios. The two ~Captains~ of the Phoenix classes, and one for the highest ranking ground pounder. (Assume roughly 2,000 Marines are spread across the two ships, of those 236 are ODST) Also some kind of small bio for the UNSC forces? Are the Pre-Covenant War? Are they from some evac during it? They can not be post-war.

im actually fine with not having any UNSC AI as we don't ever have to deal with rampancy then. we can just make the more limited ones similar to the ones that Andrew Richter made. more advanced expert systems than true AI

That's actually exactly what the UNSC's Dumb AI are. Which is pretty cool, and pretty sad. But I won't go on a rant about it.

Try as he might to minimize casualties, he eventually ran out of men and ships and was no longer able to launch any more operations against the Covenant. Down on her luck and desperate, Elizabeth held onto whatever she could and somehow found herself in the military. She was no soldier, but her academic leanings locked her onto the path of a Officer. It wasn't long before she was promoted to the rank of 1st Mate. Her first battle had went swimmingly enough, but her second was her favorite. The Captain died of poisoning just moments after the ship was launched into combat and she took command, showing everyone just why she deserved her rank. Her third battle was by far the grimmest with their numbers thinned and evacuues dragging their forces down but she was sure she would find a way to win.

It didn't quite work out that way.

Feel free to edit both apps to your hearts content. They're pretty horrible since I wrote them on the fly without giving much thought to them.

I've been told I'm a good writer, but I'm not really. I have trouble with certain personality types and making bad joke (which I enjoy in IRL I'm not all good at when writing.) My writing style is more around going with the flow of the stories causality.

Well, if you're really having a hard time writing Elizabeth, feel free to edit those things out. If her entire character is the problem, then I could always try and make another cliche character. Really just wanted someone to contrast Alexander "Srz Biz ahl teh tem" Vastrov.
