I will say that it's legitimately kinda shocking and I think a little silly just how much this plan makes it clear that Kylie is the only one that matters?
Like, she gets 2/3rds of the free XP, which is just fucking LOCO.
Yeah, we can literally just raise Rangercraft next time we complete a mission? There's not that much of a rush, and Kylie has THREE Advanced skills while, just so you note, none of her Pokemon have even a single Advanced Stat.
Alrighty, I'm awake and done my morning ablutions, and now I'm ready to explain my reasonings and debate.
In my mind, Kylie is the glass multitool of the team. I absolutely adore B.B. and Urchin, truly, but I also accept that their responses to other Pokemon ultimately boil down to "Attack" or "Run." Their instincts are too strong and their intelligence too insufficient for anything much more complicated than that. Kylie is the member of the team who can comprehend and utilize options outside of these two, such as negotiation, appeasement, and even potentially aligning goals together. A major part of this is tied up in Rangercraft with the styler usage, which is the primary method by which Kylie can directly assist her partners in conflict besides directing them. Thus, in my mind, advancing Rangercraft to the next stage is essential, which will also make Kylie better at wilderness navigation and survival as a plus.
Next, Kylie is the brains of the team, able to research and plan ahead, so advancing Pokezoology is another must in my opinion. The fact it is so cheap thanks to the contributions from previous plans just makes it all the better.
Finally, Athletics. As I said at the start, Kylie is much more fragile than her Pokemon, able to withstand less damage than them and having no method of immediate field healing. So improving her stamina and musculature means her ability to dodge and run will be better, as well as to increase the tools that she can carry and use out in the field. Plus, we'll pick up an Advanced trait in this category, which will prove beneficial as well.
Another reason I focused on Kylie is that Kylie only this one area to advance her skills and abilities, while the Pokemon technically get two with this one improving their statistics and then later we can expand their movepools.
Also, if you tally up the targeted EXP, Kylie gets slightly less than 1/3 of that, so I feel no regret stacking 2/3 of the free EXP onto her.
However, your comments have made me look over my plan, along with everything else that we have access to, and I have changed my mind slightly. B.B.'s new Titanic Bearing Trait, combined with him already knowing Defence Curl, means that buffing up Physical Defence isn't as necessary at the moment. So I have spun up a new variant of my plan that dumps all of B.B.'s targeted EXP into Special Attack.
[X] Plan: The Kylie Trifecta, Healthy as a Starfish, and (hopefully) Advance the Sonic Cannon
-[X] Free EXP
--[X] Kylie
---[X] Athletics + 430 EXP
---[X] Rangercraft + 400 EXP
--[X] Urchin
---[X] Health + 250 EXP
--[X] B.B.
---[X] Special Attack + 120 EXP
-[X] Targeted EXP (B.B.)
--[X] Special Attack + 500 EXP
-[X] Targeted EXP (Urchin)
--[X] Health + 350 EXP
-[X] Targeted EXP (Kylie)
--[X] Pokezoology + 80 EXP
--[X] Athletics + 170 EXP
This plan, combined with mine and aimlesspolymath's omake EXP, brings B.B.'s Special Attack to 650/800, which with 380 omake EXP still available, means that getting Special Attack to Advanced is distinctly possible and absolutely guarantees that next plan will push it up there.
[X] Kamkong omake EXP
-[X] B.B.
--[X] Special Attack + 70 EXP
Still going to include my original plan here, but having another options feels good.
[X] Plan: The Kylie Trifecta, Healthy as a Starfish, and Bolster the Sonic Cannon
-[X] Free EXP
--[X] Kylie
---[X] Athletics + 430 EXP
---[X] Rangercraft + 400 EXP
--[X] Urchin
---[X] Health + 250 EXP
--[X] B.B.
---[X] Special Attack + 120 EXP
-[X] Targeted EXP (B.B.)
--[X] Physical Defence + 400 EXP
--[X] Special Attack + 100 EXP
-[X] Targeted EXP (Urchin)
--[X] Health + 350 EXP
-[X] Targeted EXP (Kylie)
--[X] Pokezoology + 80 EXP

Some comments on the chapter for
@OxfordOctopus
Shou rolls his eyes, looking back at you. "We have time before he's done," Shou says wryly. "Anyway, if you go north from Pewter City, you'll hit mountains pretty quickly, and if you follow one of the many mountain paths up, and keep going, you'll eventually arrive at a plateau just below the tree line. Up there is a dense maple forest, and deep inside of it is a vast, ornate temple, surrounded by statues of Vulpix and Ninetails. Living in that temple is a Ninetails older than human civilization."
Your job was decided for you several hours before you arrived at the house and the Altaria on it, and now up there, you find it is almost as bad as you expected.
You have been, bluntly, relegated to Altaria punching bag and box holding duties.
This transition and the next one felt really awkward to me. Unlike the other ones, where the transitions retain some chronological consistency, this one cuts away from Carson searching for treats, has Kylie fending off the Altaria, and then cuts
back in time to Carson searching for treats,
"Are you done?"
"Altaria."
"The Ninetails who lives in that temple is named Dasyus," Shou continues as the two of you watch Carson's increasingly panicked search for treats.
The whole segment with Kylie and the Altaria feels shoved into a slot where it doesn't quite fit. I'd definitely have preferred it if you just continued on with the rest of Shou's story about Dasyus and the Choosing, and then after that moved onto Kylie being the Altaria's stress toy, and then finished the day.
The proper name from the games and anime is "Ninetales". It's a consistent error though, so it's possible you had your reasons for choosing this spelling?
