As for the status of Kure Fleet, the reason everyone you can see right now is unscathed is because those hit by the initial strike are currently left behind to provide AA cover at Kure. The air attack for some reason targeted military storage, civilian and other Buildings instead of directly hitting the docks. The counterattack fleet was led by Ise, and the rough distance they had to go to hit the Abyssals was roughly 100~km. Topspeed of Ise-Class at 25~ Knots, so the whole battle happened in roughly 2 Hours.
More like Pearl Harbor in the inverse. They didn't really hit the ships or the docks; they attacked the supplies and logistical stuff. In other words, the exact opposite of what Japan did.

Anyway, that was a pretty fantastic showing for a completely green carrier using fucking biplanes.

Well let's see what happens when we meet other shipgirls, and what happens later when Kaga sees our "screw form, just get planes in the air" approach to carrier ops.

Oh, she knows her form is terrible, but she still nailed two carriers with fucking biplanes on her first day. Had no idea what she was doing; still managed to pull off a major win with massively outdated and obsolete equipment.
Kaga will probably be stuck between immense pride in her sister and immense chagrin/horror at her mind-numbingly bad technique (or complete lack thereof).
Akagi sulking before she will also get her sister back...
... and her cry of BUUUUULLLLLSHIIIIIIT when her sister returns... as battlecruiser. Because Tosa going carrier and Amagi not would be complete bullshit.

Eh, Tosa saw how the winds were blowing; Battleships were on the way out and Carriers on the way in.
Cruisers on the other hand never went away. Hell, in the 1970s-80s the Soviets made a brief attempt to revive the concept of the Battlecruiser with the Kirov class.

Battlecruisers were obsolete in their design well before WW2...well, kind of.
See, the original role of battlecruisers was to be a ship that could either hunt cruisers with superior range and firepower (while matching their speed) or successfully outrun them while conducting other operations. Naturally, they ended up doing nothing of the sort, and were instead used like fast battleships (and thus saw heavy losses, being glass cannons going up against battleship-grade firepower). Then came WW2, where the number of natural predators for such large, expensive ships grew ever larger: battleships, submarines, aircraft, and carriers. A battlecruiser escorting a carrier isn't a priority target, so it's fine in the escort role, but a battlecruiser acting as a standalone main force? Easy prey (lesser torpedo protection? Check. Thinner deck armor, plus large magazines for huge shells, and thus being especially vulnerable to the "plunging fire" of dive bombers? Check. Aircraft, which could not merely outrun battlecruisers, but make them look like fucking snails by comparison? Check).
The true irony of it all is that battlecruisers could have been especially useful in the same roles that fast battleships almost always found themselves in: escorting carriers and providing shore bombardment. After all, thick armor isn't needed in either of those roles--the carriers are the primary targets, so only AA fire is needed, and shore bombardment is generally done from standoff range if the enemy can hit you back, or up close once the enemy has lost its ability to fire back.
The US didn't have any battlecruisers--they had converted the two they would have had into fleet carriers. Japan had up-armored its battlecruisers into poor man's fast battleships, and they saw a lot of duty in escorting fleet carriers (not that it did them much good, ultimately; Japanese AA and AA doctrine sucked).
The Kirov-class was something of a bad joke, since it didn't really offer anything that a cruiser couldn't do--but cruisers were cheaper, and you could build more of them, making them more flexible and expendable.
Amagi would pretty much have to come back as a carrier. She has even more justification for such than Tosa does, and she was slated to become the converted carrier that Kaga ended up taking the place of.
This. Tosa was built--initially--as a battleship. Then, partway through her construction, a treaty dictated that she and Kaga be scrapped before completion. Then an earthquake happened, and Amagi was wrecked so badly that she, the second of two ships slated for conversion into a carrier (she and Akagi were originally being built as battlecruisers), had to be scrapped rather than completed. So then the IJN looked at Kaga and Tosa as the two closest candidates for conversion into a carrier. Since Kaga was more incomplete, her conversion would have been cheaper and easier, so they chose Kaga for conversion and Tosa for scrapping. If Akagi had also been wrecked by the earthquake, Tosa would have been the other carrier convert.
Hm. I wonder if any of the parts/material taken from Tosa (from her scrapping and construction) was used to complete Kaga, or even Akagi?
Given how Nagato-like Kaga turned out to be (personality-wise), I'm also starting to wonder if Tosa--who, along with Kaga, was originally intended to be a battleship built around the same time as Nagato, and using a similar design, too, IIRC--would have a personality like Mutsu. It'd make a strange amount of sense.

Unanimous vote. Huh. Close in 1 Hour 30 Minutes. Notices vote. Er, by Section, do you guys mean 3 Fighters? Or is it Squadron at 9 Fighters? If no clarification is given, I will follow the exact wording and Tosa will launch a Small CAP of 3 Planes.

Well, if we can launch 9 fighters for CAP without penalty, then let's do that. I had thought you defined sections and squadrons as the same thing, but perhaps I misremembered.
When I first cast my vote, before editing, I said 'Squadron'; but we all ended up following @SaltyWaffles . If we don't put up a full squadron, I'd say one section airborne, one spotted as 'ready to fly', and a third as 'next in rotation'. But I favour a full squadron, to give our fairies airtime.

Currently, I use this system for defining Plane Units.
Unit Ratios for No. of Planes
Section - Base Unit; 3 or 4 Planes
Squadron - 3 to 5 Sections; 9, 12, or 16 Planes
Air Group - 1 to 4 Squadrons; 12 to 36 Planes
Air Flotilla - 2 or more Air Groups; Est. 24 or more Plane
Air Fleet - 1 or more Air Flotilla; Est. 48 or more Planes

...yes? Once Salty said launch 9 Planes I understood the intent behind the vote. So Tosa will put 9 Planes up for CAP while heading to Kure. Barring the (very) unlikely landslide change, that is what will win.
The air units thing was mainly a an aid for everyone to know what I am talking about should I say Air Groups incoming or somesuch.
Japanese carrier doctrine had planes organized in base units called chutai--comprised of three planes each. This is in contrast to the four-plane sections of American (and, IIRC, British) carrier/aviation doctrine, which proved to be a lot better (because it allowed for easy splitting into pairs of wingmen, and could thus be broken down into an even smaller unit--pairs--at a moment's notice, without confusion).
I wouldn't expect the Japanese kanmusu to have adopted the better practice yet, given how early it is in the Abyssal War. Hey, maybe we could start it with Tosa? It's a pretty simple, rational, and logical argument/conclusion to make.
[ ] Launch a section of fighters as CAP (and to watch for enemy submarines).
-[ ] Recall and Land all of your other planes, then head to Kure Naval Arsenal. The Fleet from Kure will make short work of what remains of the Enemy Fleet.
There's not much you have left to do now. The surface fleet would undoubtly defeat the Enemy, so there is no more need for you to insist on staying to fight.
With that, you issue a recall to all of your planes. As Section 8 turns away from the Kure Fleet, Ise gives a final wave before her eyes also settle on the direction of the Enemy Fleet.
However, it is better to be safe than sorry. Roll for Launching Planes. Skill poor gives 1d6. 1 Check, Fail at 1.
Another arrow is notched on you bow, as you pull and release. Rolled 2, Success.
Soon, the entirety of Squadron 1 are flying overhead, eyes on the horizon while some are also looking for glints indicative of a Submarine. As you let your aching finger rest, the first of your recalled planes arrive. Roll for Landing Planes. Skill Poor gives 1d6. 5 Checks. Fail at 1s.
You hold the deck mounted on your left arm level with the seas, as Section 7 comes in for their landing. Rolled 1, 1, 1, 2, 4 (3 Fails) 7th, 8th Section and Squadron 3 in Dangerous Landing.
However, it was then that disaster struck. Section 7 came in too close to each other. They had assumed that you would have been able to store each plane quickly enough that the second could land immediately afterwards. This assumption was erroneous. You had assumed that your fairies could cover for your lack of skill. This was also in error. Rolling for damage done in total. 13x 1d10. (1, 2 means lost, 3, 4 means damaged, 5+ means still OK)
It was these assumptions that resulted in all three planes colliding into each other on your deck. The pilots managed to bail from their planes, but all three of them are damaged beyond repair. It is with a heavy heart that you give the order to push them overboard. [Section 7 Lost] Rolled 2, 1, 1, 8, 7, 5, 3, 5, 9, 3, 5, 3, 3 (Section 7 lost, 4 planes of Squadron 3 not airworthy.)
This nearly happens again, as 4 of your planes damage their landing gear, wing or some other part while performing their landings. It was a lucky thing that no plane overshot or undershot the deck, but there were close calls. [Squadron 3 has 4 Planes rendered not airworthy] Roll 2d50 for timing. An 65 means Tosa arrived at the same time as the 5th Mobile Force.
After the agonising process landing was finally completed, you wipe away the sweat that had accumulated. Maybe it was because you were not used to performing landing operations. Hopefully you can surmount this problem with training. You do not want a repeat of this ever again. 25 Total. Tosa arrives earlier than 5th Mobile.
With the landing operations done, you turn against the wind, and sail towards Kure. Within an hour or two, you could see the city Kure had grown into. There were still several plumes of black smoke, but the rest of the airspace is now clear. Roll for Landing Planes. Skill Poor gives 1d6. 1 Check. Fail at 1.
With that, you give the order for your escorting planes to land. Rolled 1
Maybe it was because you were still too shaken from your many failures, or maybe it was because of something in the air, but the landing did not go as planned. Rolling for damage done in total. 9x 1d10. (1, 2 means lost, 3, 4 means damaged, 5+ means still OK)
Again, 3 of the fighters damaged themselves landing on your deck. Rolled 8, 4, 4, 8, 6, 2, 8, 4, 5. (1 Plane Lost, 3 Not Airworthy)
But the final failure was the greatest, as the last plane overshot your deck, and landed in the sea. Was your skill at handling landing planes that bad?
By the time were close enough to examine Kure, the sun was already starting to set. Scanning the city, you see that most of the fires had been put out, most likely by the valiant firemen. Buildings that towered over the land, made of Steel, Concrete and Glass instead of wood. Some were tilted, as though a Typhoon had blown at it too hard, while some had outright toppled or collapsed, revealing foundations of metal.
Kure Naval Arsenal has changed so much. You don't even recognize it, as you approach the docks. Gone were the factories that built warships. In their place, Civilian Freighters loom, rectangular boxes arranged neatly on them, like well-stacked logs. Only a few had been bombed, but those that were had sunk, in the civilian harbor. They had settled on the shallow bottom, and the cranes that were still intact quickly haul as much of the intact containers off the bombed ships as they can.
As you come closer to the Naval Base, you find another Ship-Girl approaching you. She appeared to perfectly fine, and you examine her with your Ship-Sense. A Destroyer. She was bigger than the Kamikaze-Class, though they were of similar appearance. She was most likely to have been built after your time.
She sails up alongside you, while maintaining her completely blank expression, before speaking up. "Destroyer, Wakaba. May I ask, who are you?" Curt and to the point. You should respond in kind, then. "Aircraft Carrier Tosa." She does not recognize you at all. Or perhaps she is someone who is completely and utterly stoic? "May I ask to speak with the Commanding Officer of Kure Naval Arsenal?"
She blinks, before making her response. "Kure is not a Naval Arsenal now. It has been so for some time. As to your request, indeed, you may. The Admiral sent me to guide you." You follow her lead, as she moves towards an unoccupied dock.
As you start to slow down while approaching the dock, you see some other ship-girls nearby. Some of those who notice you take a brief look, before continuing their work. Others keep staring at you. Was it something wrong with how you look?
As Wakaba reaches the dock, her propellers stop. She lifts her left foot out of the water, and steps onto dry land. Her rigging vanishes as she walks onto the dock without even breaking her stride. Then she turns around to face you. "Try to lift your feet. Take a step onto land with it. Once you feel stable, take the second step with your other. Do not rush."
You are quite tempted to try and mimic her, but decide to not risk falling. It would be embarrassing if you were to try and make an impression on the ground instead. You stop completely before the dock. You slowly lift your left feet out of the water, before stepping onto the dock. Briefly, you feel like you had completely lost your balance, and your foot slightly sinks into the concrete floor of the dock as a layer shatters. You cringe a little, but manage to steady yourself. Then, you walk onto land, and your rigging disappears with the second step. The ground does not take any further damage.
Wakaba nods. "Better than most 1st tries. Follow me."
That said, she turns around and continues walking. You follow her, while feeling quite odd that a Destroyer is leading you around. You look around as Wakaba continues walking onward, not noticing your quick examination of the base. There are quite few staff members around. It may have been because the city was under attack Hours ago, and they were aiding the city.
Within minutes of walking, you reach a room helpfully labeled as the 'Admiral Office'. Before opening the door, Wakaba pauses a little. "The Admiral is slightly busy. This meeting may be brief." With the quick sentence done, she pushes the one side of the heavy door to the office open with only one arm.
The first thing to come to your mind is that The Admiral likes pink colors, despite the furniture being as expected of a naval office. The Admiral is reading the documents in his hand quite thoroughly, with the paper so close to his face. You stand still while Wakaba moves to stand at attention near the desk before speaking up. "Admiral, I have brought the newcomer."
The distinctly female voice that speaks up was quite a shock. "Just let me finish this page… a ha! Done!" With that said, the female admiral puts down the paper and signs it with a quick flick. She abruptly looks at you, before frowning and turning towards the Destroyer. "Wakaba. I believed that I asked you to guide the newly returned ship to me after she has arrived. Kaga has already been around for some time now."
Wakaba give a small sigh, crossing her arms before responding. "Admiral. She claims to be Tosa."
You speak up. "Indeed, I am Aircraft Carrier Tosa."
The Admiral blinks. "Tosa?" She faces you again, her brown eyes examining your appearance, most likely trying to figure out who you were. It continues for a minute or so, before she finally sighs and relents. "I apologize, but I do not know of a Tosa who fought in the Imperial Japanese Navy."
As you start to identify yourself, you heard a loud group of people approaching the office at high speed. Suddenly, the door slams open. And an unidentifiable voice speaks up. "HEY Admiral Shizuka! We have not MET for some time now! HOW are you doing? Oh? A NEW FACE has-"
As you turn to face her, her sentence cuts off. All it took was a brief look with Ship Sense for you to confirm the identity of the one who just charged into the room. And she also seems to recognize you, too.
Kongou(-sama), the flagship and pride of the Imperial Japanese Navy. However, right now, she seemed to have forgotten what was it that she was going to say, her face frozen completely. A Destroyer, most likely running after Kongou, ran straight into her back. "Ah! Kongou, please stop running in t- itai!" You pay no heed to the Destroyer, as the third person enters the room grabs your complete attention, as your very presence grabs hers.
Brown eyes widen in shock, as you look at your Sister Ship, Kaga just as she looks at you.
What Say or Do?
[ ] "Long time no see, Kaga. I see you are doing quite well."
[ ] "Sister."
[ ] Bow. "Hello, sister."
[ ] Just go and Hug her already. There is no need to say anything.
[ ] Tackle-Hug Kaga. It has been so long since you last met her, and vice versa.
[ ] Write-Ins and Vote Customisation very much appreciated and encouraged.
GM's Note: Things were going well, until they were not, when the rolls failed, hard. More planes were lost in the landings than the attack. Whoops. At least Tosa gained some skill… right? When you guys push the Skill rating from Poor to Subpar, launching and landing planes in calm and normal weather will become an autosuccess. Still, to launch in rough weather will need Sufficient Skill to autosucceed.
Also, Wakaba is stoic as hell. Like, she could outstoic Kaga for god's sake! Any comments on writing are appreciated. I admit, I never really wrote Character Interaction of SOCIAL ACTIVITY much back in school, and this inexperience shows. I prefered factual essays instead, and my English teacher complained that my Essays were dryer than the Sahara. And since I don't exactly have a beta, so yeah. Also, I have already preallocated the Kanmusu to each naval base with a different Admiral in each one of them. So each base has different people you can encounter. Kaga and Co, is currently stationed in Yokusuka.
