Pretty sure that a large portion of it is due to the sheer unintuitiveness of the stat system. The lower your level is the easier things are is NOT what people expect. Drawing magic from enemies countless times also leaves a bad taste in many peoples' mouths.

They thing is though, they don't actually tell you that leveling up is bad. Standard practice in an RPG, especially a JRPG, is to level grind if you're stuck, but in FF8 they don't warn you that doing that will only make things worse. That leaves some people pretty salty.
Note, I haven't actually played 8 myself. The first FF game I played was FF6 Advance, emulated on Android 1.5.

So far, the FF games I've played (in order played) are: 6, 10, 10-2 (dropped after like 3 hours because I hated it), Tactics Advance (dropped even quicker than 10-2), 12, Record Keeper, and 7 (got bored near the end of what would be disk 1 if I wasn't on Steam).
When I eventually get around to playing another one, it will most likely be either 4 or 15.

"It's a fair suggestion, but there's just one little problem - in our time, Ultimecia apparently hasn't even been born yet!"
That statement brought both Reactor and Driver up short. "Wait, what?"
Were she on the ground, Vita might have stomped her foot in agitation. Being that she was airborne, such wasn't an option. "Like I said before it's all a bunch of too-complicated crap, but from what I could get out of the local eggheads, it sounds like she's got some kind of... mental time travel power, or something, that lets her send her consciousness back to possess Sorceresses in this era of time."
"I... see," Thoma said. "...so, ah, First Lt?"
"Yeah?" came the agitated response.
"...I've been wondering about this for a little while now, but..."
"Dammit, rookie, just spit it out!"
"Um, well... is it normal for the moon here to look like a gigantic demonic eyeball?"
"...oh. That." Vita paused for a moment, before landing on a balcony of Balamb Garden. "Actually, you can ask someone else about that while I get a sit-rep from Xu. Now c'mon, we're going to dash through the Training Center on through to the main hub."

If you get lost, there's a very high chance of a random monster encounter. Which, while not "training" per se, well.... every little bit of practical experience counts.
