The reason the griffin is the national symbol of the Empire is because it was the Coat of Arms of Magnus von Bildhoven aka Magnus the Pious.
It's the same reason why the Eagle became the national Animal of Germany. It was the Coat of Arms of Friedrich Barbarossa.
