"They" as in the government knows what vampires are (and probably has a few of us pretty entrenched in there), but these CDC people found out this morning and got the "basic supernatural stuff rundown", which probably focused more on zombies, necromancers, and sorcerers, rather than vampires (as those are the most immediately relevant to their situation). Vampires were described as serial killers though, which isn't ideal, or pleasant, but probably not inaccurate, unfortunately.
That said, we're in front of them and don't have to compete with a hunter arguing against us. We could also probably use background telepathy to get a better feel on how to handle them.

Definitely in favor of presenting that we are A: more than willing to work with them on just how we feed, that we can do so without direct contact with the donor, B: we are not being proprietary about the ritual, if we can present enough information that their own magic folk can repeat it then that is a very good thing as far as we are concerned, and C: we view *everyone* surviving the night to be the ideal outcome. We don't want anyone to die, either to the zombie infection or feeding us. Although maybe not quite so blatant on the last one. If they think of us as a serial killer then waving that in their face will probably just reinforce it.

Ok, Normally I am all about honesty and clear communication, but this is going a few steps too far in my opinion.
We are, before anything else, a predator. They are, before anything else, our prey. We are doing them a pretty big favour here, but we still are more powerful than them, they have no rights over us. This is the government of a species we hunt, they will grasp the opportunity to "protect themselves" from the threat we pose if we give them such a big opening.
Mentioning the Torpor thing translates to "Here, I'll help you in such a way that you will not need my help in the future (we're letting them film the ritual), and I will also reveal that if you don't pay me for the help I'm going to pass out and stop being a problem, never eating a human again! I really hope you pay me, because I'm not demanding it or anything, hehe"
I know I'm exagerating a bit here, but that is how I really believe humans work, especially since the current situation means fear of the unknown and survival instincts are the foremost motivators.

I disagree with the details of your reasoning, though not trusting the intentions of the government when it comes to the well-being of vampires is a pretty good rule of thumb. That said, the explanation we're presenting is for the mundanes we're currently interacting with. The government should already know about torpor-- and blood rages, for that matter. If they've been studying and/or experimenting on vampires, one of the first things they should have learned about was the blood rage, and the first thing they should have learned right after that is torpor. They aren't exactly subtle or hard to trigger.
If the government gets anything new out of this (and that's assuming the mundanes either volunteer the information or some agent takes the time to ask, despite being in the middle of a national emergency), it's that vampires require blood to perform magic and that we're tactful enough to try spinning our situation in a way to make our potential blood donors less nervous.

That said, the explanation we're presenting is for the mundanes we're currently interacting with. The government should already know about torpor-- and blood rages, for that matter. Yeah, I'm with DeepWaters here. I don't trust the US government either, but Morgan is in a town full of vampire hunters. If folks don't already know about torpor, it's gonna be REAL EASY for them to find out. Morgan's not trying to win over the whole government, just the people in their immediate vicinity.
Presenting Morgan as a predator or a mercenary is just going to reinforce the "affable serial killer" stereotype. Morgan's biggest problem now is the zombie apocalypse and the necromancer that caused it; they need to stop the zombie apocalypse, or at the very least, protect their own little part of the world from the worst effects of it. Making the humans around Morgan distrust and fear them because of their power and need for blood ain't gonna help with any of that.
