This looks pretty functional but I am rather uncomfortable with leaveing River uncovered. Is monitoring Marble Arch is more important than River?

Well there is this "Whether through deception, spying, or force, monitor and control the situation on the River to the Freehold's advantage. Or likely a combination of all of these."

We would not be leaving the River unobserved and if something bad pops up we can react to it swiftly.
 
@The Laurent This may be something that we have to find out IC, but will new changelings that escape the Fae show up in the hedge here, or will they end up back in the WOD-verse? Or does it depend on which place they were stolen from originally or something.

This is a first come first served thing. The information can only be 'sold' once, for massive gains, but it gives loyalists a temporary advantage, as they would not learn this otherwise.

It sets us up in a position of influence and pretty much everyone, especially the smaller freeholds who can't spare the effort to figure it out, would owe us a favor, whether they acknowledge it or not.

[] Send it only to those Freeholds that are allied or are nearby.

The worst of both worlds middle ground. This means any loyalist spies inside them would still carry word to loyalists around the world...but the freeholds would still be confused.

[] Do not send the message out, the risks are too great and the Freehold needs to focus on itself.

Security first, leave the loyalists to flounder for as long as possible, but other freeholds would not have the luxury of figuring out what happened. It gives us a comparative advantage at the cost of other changelings being relatively vulnerable to dresdenverse surprises.

Priority. As Booster said, losing this means we lose the foundation of our strength.

She's Master of the River, and early control of this situation gives an edge which can be applied elsewhere.

Almost certain to face this given that I'm voting to spread the news.

This...is worrying given that it's a Freehold defining element. On the other hand it's paranoia, there's a low probability that the Arch will cash in so early on. If it DOES cash in, things will go to hell though.

Easier choice here. We need to make sure things are stable at home before reaching out.

It's his area of familiarity, so let him cover this. Close off external threats.

As @veekie said, the compromise gives us the worst of both worlds and the turtling option ensures our strength at the cost of other Freeholds. Also it is information we can sell only once.

We need to protect our earthly ressources, get a handle of what we lost and ensure that we don't lose more. Also Maggie told us on the phone that there is a commotion on the river, we caused some of it but we have an ongoing operation there already and we should ensure that nothing dangerous of our own making slips through.

We need at least some clues in how this new world differs from our old one. I think it would also help in reestablishing our mortal networks and earthside power.

We have two assets in our phrophet circle at the moment that are not working properly, Roy and Layla. We should start working on that, for now.

This is Cora's absolute specialty, she sould refamiliarize herself with the Dreamscape and the local laws of magic. Also if Cora blocks another possible avenue of attack or danger all the better.

Issue #3 Panopticon Blinded?

The 'Panopticon', as King Stoneguts calls it, the network that Cora and he share and use to monitor events, has no doubt been severely weakened in its sight of the outside world, and yet at the same time it has to also focus to monitor the politics and people within the Freehold, both keeping them safe and influencing the direction of events.

A focus has to be chosen, whether it is internal (repairing the networks and making sure the agents are all working in the right way) or external (monitoring the outside world with what assets they have and keeping up their full surveillance over the Freehold.

Asset (Allied): King Stoneguts

Now, tutorial time. Some of this was covered in the previous post, but to clarify, Cora can choose to advise him to do one thing, or ask him for help on one major matter. He will then use his own assets as well as himself to work on it.

Basic rule of thumb. If someone counts as an Asset, you the voters can trust that they are largely competent, and they will use the means they see best to solve it. Micromanaging is not allowed.

Options can be chosen that weren't picked above, which would represent 'well, we can't spend the Freehold's resources on this, but could you maybe look out' while choosing something already done is having King Stoneguts reinforce it.

[X] Help protect and expand earth-bound assets.


Issue #4: Perchance to Dream (Choose 1)

So one issue is that she can't use Oneiromancy in the middle of a Prophetic dream. This applies to those whose prophetic dreams she rides as well (any change to the dream eliminates the prophetic bit), but in that case she can always just leave when the fun parts are done. So she's not constantly having visions, plus there's the fact that it takes effort and a bit of luck to call one up. But it is a tool in her arsenal. This morning, she's going to sleep for five hours (the minimum time) in order to have a dream to ask a question. But what does she ask the Wyrd?

General Orders For Fall (Choose 1)

Being general orders, they are a lot less focused than Asset orders. This can be good, in that a broad net is drawn, but there is no moderately focused control, and it all depends on how well they do as individuals. It's not a scalpel the same way an individual asset is, and not a toolbox the way an Institution asset is. Still, it can be useful.

The Prophet Circle (Asset, Institution: Subordinate) (Choose 2)

Normally, they'd get only one action, but Cora's mothering hackles are up, and she's worried about some of them. One of the two actions must be to help someone through a problem or begin to do so. A Circle that is half broken isn't good for anyone, which is *clearly* the real reason behind things, and has nothing to do with her concern for them. Nope.


[X] Try to help Roy Taylor with his problems.

[X] Ride the Prophet Circle to get increased knowledge on upcoming events as well as the past and future. (Results somewhat random).


Personal Actions (Choose 3)

[X] Check up on Jonathan. She'd said she wouldn't do so to herself, unless it was an emergency, but this counts. Just...look into a few dreams and maybe a bit of Omen-reading and monitoring here and there, just to make sure he's alright and see why he's torn up. And how to help him.
[X] Track down Lillian herself, rather than leaving it to others.
[X] Begin researching the changes to the magical and the supernatural.

I'd rather just reach out to our allies instead of reaching out to everyone. This setting doesn't exactly lend itself toward expansion so the number of allies that stay relevant are limited. Telling everyone tells everyone good and bad.

Internal security is good as is having King Stoneguts help with that. The thing we have to remember is that there is very likely a supernatural presence already here, and they are probably going to start panicking when a huge group of Outsiders suddenly shows up at their doorstep. To the Dresden Universe, the sudden infusion of Changelings with Magic that doesn't play by the same rules is going to cause major alarm bells to all the major groups, Winter Court, White Council, the Church etc. It implies a major breach of the Gate, of weakness in the winter court, and end times. We need to absolutely ensure we have St. Louis completely locked down and monitored before someone starts shooting first asking questions never.

I'd rather use Mother's dreamtime to check on Layla as that would free up a slot to Ride the Prophet Circle. We've gone through the trouble of checking up on them, why not use them especially as they give us information on future events.

Information gathering is Autumn's Forte and history is ever shifting. Having dozens of eyes poring over similar documents allows for smaller chances of missing changes.

Finally for personal actions is checking up on Jonathan. He's worried about something and he is Cora's son. Tracking down Lilian herself and watching for supernaturual changes herself are voted on because as the closest person to being an ectomancer and having a library chockfull on magic, Cora is the best person to investigate.

Yep, it's something you have to find out IC. It's a pretty big mystery, actually, if also one that honestly will probably end up taking the IC backburner compared to the issues of the moment.
 
Also, those with BP, remember you can spend them to get one extra personal action (max 1), or to 'reinforce' any option chosen this turn to make it more likely to succeed.

I'm thinking the reinforcement will be 'reroll and take whichever is best.'

Actually, alternate universes all exist within the gates, it's just that they're spaced ludicrously far apart in the Never-never.

Less "Elder God Invasion, everybody panic!" And more "Britain just moved from the Atlantic to the Pacific ocean! Everybody panic!".

Everything hangs together, but it is a risk, as Cora is aware.

I'm more worried about the fact that Changelings, a literally never seen before race with never before seen powers that do in fact come from a completely alternate dimension will be likened to the Outsiders and respond with nuclear NOPE.

A wizard can just soul gaze us. So not really a problem.
 
Can they? How do you know Changelings will be affected?
I am pretty sure Changelings are just changed humans so it will work. Espacially when you consider half Fae and like too can soul gaze.

And even if it doesn't work Wizard can use their 3rd eye to confirm we are not outsiders.
 
Done, I swapped out the Johnathan action for a BP buffed Arch personal action.
He PROBABLY is fine within normal bounds and we don't need to break our promise to ourselves not to pry into his life too deeply.

If you wanted to do both you could do so by spending 2 BP. One for an extra personal action, and one for the bonus to that action.

Then again, they are your Bonus Points, and it takes work to gain them, so it might or might not be worth it to blow two on turn 1.

Well, looking into Johnathan is...mostly just to reassure ourselves. He's fairly stable, if stressed, and has as much support as a nearly literal witch queen could do without his notice.

So not urgent enough for BP compared to literal gates of hell.
