Yes, the game will be reasonably combat heavy, as the Empire is at war. With that said, there will be plenty of places where it is words, rather than swords, which will win the day. You have until Sunday afternoon to put a character sheet together.

Well time to build something new, you needed a Courtier you said. I could offer a relative new Scorpion Bayushi Courtier, but I am more used to bushi so I might have a moment of blindness there. The Assago loremaster would work with lasts desire to have a charge but I would need to think about it a bit longer to get a good concept there that isn't just going for the worldlost scholars there, which they after all are not.
On the other side the Guiliable Bushi and the in over her head Scorpion charge sound like a interesting combination.

HISTORICAL BACKGROUND:
The year is 1165.
THIRTY YEARS AGO - The armies of the Lying Darkness were defeated at the ancient Troll city of Volturnum, deep in the Shadowlands. However during the battle Oblivion's Gate was opened, allowing the spirits of the ancestors to return to the mortal world. Among those spirits was Hantei XVI, known as the Steel Chrysanthemum, who declared himself the rightful Emperor of Rokugan and declared war upon the forces of Toturi I. The resulting civil war lasted for a further 18 years, sparking plagues, famines, and other hardship for the people of Rokugan.
FIFTEEN YEARS AGO - The civil war finally ends with the defeat of Hantei XVI's army at Beiden pass. As part of the treaty, Toturi Naseru (the son of Toturi) is adopted into the Hantei family and studies under the Steel Chrysanthemum.
TEN YEARS AGO - Hantei Naseru returns home missing an eye, with the news that Hantei the sixteenth is dead. He refuses to explain how he lost the eye, or the details of the Steel Chrysanthemum's death, but swears that he did not kill the returned Hantei. Also, the Akodo family claims that one of their members, a former ronin known as Akodo Kaneka, is actually the son of Toturi I by a geisha.
SEVEN YEARS AGO - Toturi I is assassinated en route to meet with Akodo Kaneka for the first time, possibly (or so it is claimed) to acknowledge him as his son. While his wife, the Oracle of Void, took over as a regent briefly she could not reconcile the practical outlook that the Empire required with her spiritual duties, and disappeared into the Void to restore balance to the elements. The Empire is left with no clear successor to the Imperial Throne. While the Courts argue over which of Toturi's four children (called the Four Winds) should take the throne, the Empire devolves into chaos.
The Dragon and Phoenix go to war with one another, after a volcano eruption forces the Dragon to take Phoenix lands in order to house their refugees. The Lion and Unicorn soon become involved.
The Crane and Crab war with one another over the lands of the Yasuki family.
A hidden conspiracy within the Scorpion attempts to subvert control from the Clan Champion.
In the midst of all this, the dread lord of the Shadowlands Daigotsu launches a massive attack upon the Kaiu Wall. It falls, allowing many oni and other monsters into the lands of Rokugan proper.
SIX YEARS AGO - The various wars continue, but are made worse by the addition of a civil war among the Mantis. In the midst of all of this chaos, Daigotsu makes a stunning attack upon the Imperial Capitol of Otosan Uchi by sea, traveling upon corrupted gaijin ships belonging to the treacherous pirate Garen Hawthorne. The Imperial City is burnt to the ground, priceless artifacts belonging to all of the Clans are corrupted or stolen, and faith in Imperial power is badly shaken.
Worse yet, Daigotsu uses the opportunity to summon the Fortune of Death, Emma-O, and forces him to restore the dark Kami Fu Leng to a semblance of life. Fu Leng gathers an army of Oni, and invades the Celestial Heavens themselves.
FIVE YEARS AGO - Daigotsu is finally defeated in battle, creating an uneasy peace and putting Naseru on the throne as Toturi III, having posthumously granted his sister Tsudao the title of Toturi II. The corrupted Otosan Uchi is razed, and a new capitol erected in Toshi Ranbo. With the defeat of Daigotsu, the other wars in the Empire are finally possible to quell, and the Empire returns to a much-needed peace.
However, the faith of Rokugan in the Imperial throne has been badly shaken. Naseru's bastard brother Akodo Kaneka wins the personal loyalty of many Clan Champions, and uses their support to declare himself Shogun, the supreme commander of the Imperial military forces. Some come to think of Naseru as a mere puppet Emperor, with Kaneka the true power of the throne.
THIS YEAR - Though an uneasy peace has held on Earth, the war in the Heavens still rages. Using the chaos of the heavens, the dread sorcerer Iuchiban manages to slip his bindings and return to life once more, usurping Daigotsu's rule of the City Of The Lost. With a dread spell, he summons a Rain Of Blood that covers Rokugan.
Most who are exposed to the Rain are tainted, becoming Bloodspeakers. The chaos sparked by the Rain of Blood causes war to erupt once more between the Clans, even as the forces of the Shadowlands unify under Iuchiban's banner.
In this time of darkness, many are placing their hope in the Imperial Legions...

In the midst of all this, the dread lord of the Shadowlands Daigotsu launches a massive attack upon the Kaiu Wall. It falls, allowing many oni and other monsters into the lands of Rokugan proper.
SIX YEARS AGO - The various wars continue, but are made worse by the addition of a civil war among the Mantis. In the midst of all of this chaos, Daigotsu makes a stunning attack upon the Imperial Capitol of Otosan Uchi by sea, traveling upon corrupted gaijin ships belonging to the treacherous pirate Garen Hawthorne. The Imperial City is burnt to the ground, priceless artifacts belonging to all of the Clans are corrupted or stolen, and faith in Imperial power is badly shaken.
Worse yet, Daigotsu uses the opportunity to summon the Fortune of Death, Emma-O, and forces him to restore the dark Kami Fu Leng to a semblance of life. Fu Leng gathers an army of Oni, and invades the Celestial Heavens themselves.
FIVE YEARS AGO - Daigotsu is finally defeated in battle, creating an uneasy peace and putting Naseru on the throne as Toturi III, having posthumously granted his sister Tsudao the title of Toturi II. The corrupted Otosan Uchi is razed, and a new capitol erected in Toshi Ranbo. With the defeat of Daigotsu, the other wars in the Empire are finally possible to quell, and the Empire returns to a much-needed peace.
However, the faith of Rokugan in the Imperial throne has been badly shaken. Naseru's bastard brother Akodo Kaneka wins the personal loyalty of many Clan Champions, and uses their support to declare himself Shogun, the supreme commander of the Imperial military forces. Some come to think of Naseru as a mere puppet Emperor, with Kaneka the true power of the throne.
THIS YEAR - Though an uneasy peace has held on Earth, the war in the Heavens still rages. Using the chaos of the heavens, the dread sorcerer Iuchiban manages to slip his bindings and return to life once more, usurping Daigotsu's rule of the City Of The Lost. With a dread spell, he summons a Rain Of Blood that covers Rokugan.
Most who are exposed to the Rain are tainted, becoming Bloodspeakers. The chaos sparked by the Rain of Blood causes war to erupt once more between the Clans, even as the forces of the Shadowlands unify under Iuchiban's banner.
In this time of darkness, many are placing their hope in the Imperial Legions...

There is no 'current party' yet, so it's hard to say. With that said, I think bushi schools are typically the easiest for new players to understand. Right now we are comparatively heavy on schools from the Phoenix, Mantis, and Crab clans, so picking someone who isn't from one of those may do you some favors.

So, as someone still trying to figure out how this works, I have a question about character creation. In Step Two, The Basics, it says to "With the inherent benefits and Skills taken care of, you now must be sure to include your character's Outfit, which is all of his starting equipment, and his Technique."
However, it doesn't say anything more about Techniques. Just to double check, a character gets the first technique of his school for free, or am I totally off base?

I'm new to the system too, but I think Hida Bushi is fairly straightforward while still being very effective.
I have a question of my own. If you have the Kenjutsu skill (Kitsuki Investigators have it as a school skill, for example), and thus presumably use a katana in combat, do you also have to fight your own Iaijutsu duels or can you still get a champion?

Having the Kenjutsu skill doesn't mean anything. It's whether you carry your own katana that determines whether people expect you to fight your own duels or not.

Both of the Lion bushi schools are pretty straightforward as well. So are the schools for Daidoji bushi and Bayushi Bushi.
Basically, if you are carrying your katana when you are challenged, then you are expected to duel for yourself. The Wakizashi also uses Kenjutsu, so you can get by without carrying your katana if you are concerned about being challenged to a duel.

If you want to be able to duel for yourself, or if anyone else wants to have their katana when their starting outfit does not normally include it, you/they can choose to start with it at no penalty. (Other than maybe getting killed in a duel that you are unprepared for.)
