Timor not even being capable of producing any helium filaments is a slap to the face. We fought hard for that place, we lost countless troops on it, and numerous actions. We developed tech specifically to help out with that situation for Traveler's sake.
And we got nothing out of it, apart from maybe possibility of turning it into one of our bases.

I took off C&C cost and Servitors from calculations and @Tabi? does Timor Refinery produces given numbers while it's damaged (aka at peak it produces more than 50k)?
I was under the impression that Helium-3 units are the stuff used to MAKE helium filaments? In that case that refinery is useless, and it's upgrade is also useless, considering our generators already produce as much as can be processed in a turn.
@APL 123AZ You would be better off going for spartan four augmentations. Those are less costly and can be used on more people. You should also get the human experts in biology and cybernetics involved with that.

I'm thinking the fact that we're growing clones means we can actually go with the two's process instead. If the first generation gets crippled then all the Splicers would need to do is make a note of what went wrong and not to grow them that way again.
As for experts in Biology and Cybernetics, do we have those? Couldn't hurt to add them I suppose.
