The Exarchate of Anyi (or its formal title, the Protectorate-General to Pacify the Frontier) is a position that has been considered strategically important for centuries,being the sothernmost Mastery world on the route from the Bastion Worlds to the Dark Passgae. During the various crises in the wake of the Rmasters' departure, Anyi managed to remain an oasis of loyalist control in the region against rebelling Exarchs and later the EEF, bolstered by ex-Frontier Fleet detachments withdrawing from the abandoned Verge.

Exarch Wu Wenguang served honorably as part of his predecessor's staff during the war; however the newly-appointed incumbent has always been seen by his peers in the fleet as more akin to a scholar-official than a traditional military scion, with his penchant for studying history and the mysteries of the Mastery's murky past. While the Treaty of Vangor means that peace has come to the Protectorate for the first time in decades, the responsibilities of the Exarch remain the same; to secure the southern flank of the Mastery, ready for the next Enduscaran assault and as the springboard for the loyalists to once again establish dominion over the lost territories.

Exarch Lockwood's domain is the orbiting city of High Sofia. Lockwood is not considered the most powerful or influential Exarch by his peers but is well-regarded and has a knack for spotting talent and is in many ways the archetypical Exarch. The Lockwood Garden on Spire 3 of High Sofia is his gift to his people and a popular recreation spot for the inhabitants, though the elites and his guests often spend time in the restricted access Conservatory on Spire 7.

High Sofia is Exarch Lockwood's seat of power, a large orbital city home to more than two and a half million people. Of fairly representative late Mastery construction, High Sofia consists of several dozen hexagonal plates, each one forming the foundation for one or more large pyramids. The ones on the topside are mostly made of polarized glass used for towers and parks while those on the underside are instead monolithic structures.

Originally intended as a modest industrial center to supply goods for Narbonilla's growth, High Sofia has long since expanded vastly beyond these humble origins into a city unto itself.

IF we take Raider Base and Citadel of Doom, is the Doom Citadel mobile?
Not in any convenient sense. In theory you could tow a space fort around but it would be a time-consuming hassle. If you want something mobile then you'd want a flagship.

Sophia is the protégé (and adopted daughter) of the late Archon Manuel de Carvajal. It is his masterful politicking that she owes much of her current standing and political backing from. An Elder Statesmen amongst Statesmen, de Carvajal was a contemporary and rival turned long-time friend of Archon Fontera, and up until his death a handful of years ago he was a titan amongst the ranks of the Mastery. It was he who welded together the ruins of five separate Clone Sanjaks into the eclectic entity that is the Black Hand Sanjak, which proved their worth in the civil war and beyond, and saw potential in a young Sophia (both magical and otherwise). A talented and charismatic, albeit young, military leader, Sophia has taken up the reins of the Exarchy of Vega after her mentors passing.

Exarchy of Vega

The Vega Archipelago was first discovered and settled, like many Bastion Worlds, during the Tyndall Missions. Where its temperate climate and convenient location astride one of the major shipping lanes through the Great Wall made it a prime location for the construction of refueling ports for military and civilian ships headed to and from the Mastery's colonial holdings in the Verge. Now, the various islands of the Archipelago are covered in port facilities and Vega remains an important site for commerce in the rump Mastery, though its role has significantly diminished over-time as the flow of plunder from the Verge has ceased. Now its most notable features remain the Citadel of White Flame, the headquarters of the White Flame Coven, one of the last remaining Covens of the Mastery's Order of Magi, and the Transistor Guild which owes them patronage and produces many of the technomagic computational machines that serve the Mastery.

The Exotic Materials Lab was a research center during the height of the Mastery. Examining the mysteries of Dark Ether and practical applications of knowledge of the aerospace, the fruits of the EML served the Mastery as a whole. Following the departure of the Rmasters and the erosion of the Mastery, the Exarchy of Shattered Light, the overseeing and protecting the EML, operated with increasing autonomy. The prior Exarch had been an erratic and paranoid figure, seeing nefarious intentions behind everything, and plotted to utilize the resources and research of the EML to strike against their enemies. Only their mysteriously sudden death prevented the planned attacks from taking place.

Masaldus dra Menok, Director of the EML, then stepped in to assume the exarch's duties, receiving little opposition due to chaos elsewhere in the galaxy. Though a reclusive man, his continued provision of support and research items to the new Mastery has so far bolstered his position. That he has retained a few exceptionally powerful "research items" under his direct control can be interpreted as either insurance, or a potential threat.

What do Mastery Ships look like?
I've added a small blurb for communications, to provide some setting notes. I'll add more as I write them. I can't work on the map at work but I can write stuff!

If there's any setting notes people might want to see first, fire away. Specific neutral and antagonistic worlds etc currently mostly exist in my head and will follow the map.

Shrike also does some art of the setting, which you guys should check out. Youu probably won't be beholden to follow Mastery designs he's put up but they'll give you an idea of their distinct aesthetic, which is the double-hull.
Not exclusively, the double-hull was supposed to be just be one shipyard/corporation/whatever. But it's a common style anyway.

Overview:
During the last days of the Mastery era, the island archipelago of Xuanchun was known for being a pet research base of a particularly influential Rmaster. For that reason it was an eyebrow raising event when nothing less than the entirety of Sanjak Leizi among others were called upon to the area, though not much more. It is unknown how many of these elite troops were called into the area, but a common joke at the time was that the stream of arrivals continued much longer then some of the continent-islands were in danger of tipping over into the ether.

What was unusual was the lack of further direction as the Sanjaks' masters slipped away into the night. Bereft of direction, the gathered Sanjaks stood ready and waiting for further orders that never came, the unflinchingly loyal troops not daring to go against the words of those who controlled them. It would be years before Archons and Exarchs would begin exerting control, as the intrigues of the Interim Enclave swallowed the floating islands just like it did the rest of the former Mastery.

However idle, the presence of such legions made Xuanchun both all but unassailable directly as well as a preferred destination for refugees as they fled upheaval elsewhere. Within a generation the formerly sleepy island chain became home to teeming masses of citizens that quickly established large and bustling cities across several of its continents. The post-Mastery era has not been all beneficial however; first the Interim Conclave and then the fight against Endus sapped the fortress world's strength as elements of the Sanjaks there were peeled away, either through intrigue or simply through sheer necessity when it came to fighting the EFF. Overall though, Xuanchun stands firm against all threats from beyond the borders as it always has, it just needs to ensure that the threats within are handled the same.

Exarch Overview:
One of the largest of the Mastery-era Sanjaks if not the largest, Sanjak Leizi historically has and still does dominate most military-relevant affairs on the islands. Indeed in the modern era when one thinks of Xuanchun, it is often the distinctive brightly decorated uniforms and imposing statures of Leizi that come to mind for many in former Mastery. To that end it is only natural that the current Exarch would come from its ranks, albeit perhaps to some chagrin of the other Sanjaks making up the Islands' military. Pasha Jiang is both the newly appointed head of Sanjak Leizi as well as new Exarch of the Islands after the abrupt announcement of the previous Pasha taking their vows. Although thrust into the role the new Exarch is as skilled and bold as any Leizi should be, and it is expected that her abilities will be able to navigate Xuanchun forward if not to the potential return of their masters.

Noanna is a dangerous and unpleasant world, yet a vital one; the constant stream of casualties from the planet's toxic atmosphere and unrelenting vulcanism are a small price to pay, as far as the Mastery is concerned, to dredge out the exotic minerals and - especially - rare aetheric geodes that the planet's lower crust is so unusually rife with. It may be hard to sustain life on the surface, but it is very, very easy to make money, and so over the last century a small industrial and commercial population have settled in a series of deep rift valleys, where the earthquakes are infrequent and the air is more or less breathable. The city-states of the Confederation are both wealthy and fractious, and any representative of the Mastery exerting control over them must walk a fine line indeed.

The Exarch-Governor du Earica, fortunately for him, is well accustomed to walking such lines. When the previous Exarch's many cruelties and indiscretions unexpectedly became public - prompting a wave of civil unrest and political displeasure that toppled him from power - Connat, his lieutenant, was perfectly positioned to step gracefully up to the high office and ensure that none of the ensuing disturbances interrupted the flow of commerce. Since then he has controlled the Confederation with deft political maneuvering, bribery, the ever-present threat of his personal legion of inhuman Skavidian janissaries, and the occasional judicious murder.

Prehistoric beings built to an inhuman scale, the nine-foot-tall Skavidian lizardmen would be a fearsome foe to a human even without their wargear. Clad in massive powered battlesuits and armed with aetheric blast-cannons suitable for a light armored vehicle, they form a ponderous but crushingly powerful infantry formation, the heavy iron fist that enforces du Earica's rule. Where the Exarch learned to speak their peculiar, whistling language is unclear, but the results are not; the Skavidians are well-paid and unflinchingly loyal.

Every state has malcontents, but only the Anduins seem to breed entire fighter wings of them. Du Earica has carefully avoided taking official notice of the fact that the pilots of his planetary defense squadrons are wanted criminals from a halfling empire far, far away; they in turn provide loyal and effective service against strikecraft and larger warships alike from the cockpits of their heavily-armed fighters.

The mountains of Noanna are high and the valleys where the townships sit are deep; any attack against the Confederation must navigate through this extreme geography to succeed, and du Earica's professional dwarven siege engineers have taken that well into account. Batteries of heavy aetheric cannon dug deep into the cliffs, cunningly-disguised magmafall traps and shoals of floating pulse torpedoes ensure that access to Noanna's docks and mines is granted on the Exarch's terms or not at all.

A more affordable warship, the armored frigate is the largest warship regularly built in today's Mastery. They do not have all the features of full capital ships but are nonetheless respectable combatants. Armored frigates are normally in the 20-30,000 ton range

8x Light Frigates
These were the workhorses of the Mastery's fleet (particularly the High Skies Fleet), capable of landing troops in hot spots or chasing down smugglers. Light frigates generally mass around 10,000 tons.

1x Warbird Squadron
These deep-sky attack ships are small but potent, being mass-produced by all sides during the war. Each squadron is typically about a half-dozen ships, they are not doctrinally meant to operate as individuals.

Ribeira was by all accounts unimpressive for much of its recorded history in the Mastery. Save for visits from officials and enumerators, there was not much to do or much to see in the system or the planet. By quirk of aerography however Ribeira became an integral part of the Interim Council's redoubt plan. Ribeira was not too remote to be reinforced nor too close to the boundary of the redoubt; and it had enough untapped natural resources to sustain an industrial system and its population. Over the course of decades, the sleepy system was transformed into a bustling metropolis where raw ore became guns and ships. Where there was only dirt there are now entire manufacturing complexes and cities. Though it could not turn the tide for the Mastery alone, it halted the fall of the remnants by keeping it supplied with troops and supplies. In the fragile peace that followed, Ribeira these days is still a military industrial system but it has been branching out recently into dual use consumer goods.

Ruling over it is Epifanio de Arechavaleta. A loyal administrator and general, he was granted his Exarchy in order to help tip the political balance into the radical reformist's favor. He has ruled over Ribeira since it was a mere rural world and had turned it into the magnificent jewel it is today. Using a mix of material improvement and incentives, cultivated rhetoric, and the light touch of repression, Ribeira is as loyal a system as it can be in the Mastery Remnants. Combined with his new model legions, Epifanio awaits for the day when the Mastery is able to liberate its worlds from the foreign invader and traitorous rebels.

Aurelia Archipelago

A realm of lush rainforests, vast cloudbanks, and grand waterfalls, the verdant Aurelia archipelago is an archetypical throwback to the golden age of exploration centuries ago that followed the post-Ragnarok dark ages. First occupied by the Frontier Fleet in the latter half of the 500s as a major fleet and logistics base, it was subsequently abandoned after the better part of a century later when the Frontier Fleet was folded back into the High Skies Fleet as part of the Mastery's overall consolidation away from the Verge. It was only after the disappearance of the Rmasters that the Mastery would return to Aurelia, as numerous Exarchs and Archons staked out their positions in anticipation of the coming civil war.

Control over the Aurelia archipelago would exchange hands no less than three times during the Mastery's devastating civil war, with the last siege ending when loyalist forces led by Exarch Rafael cut apart the defenders after a prolonged battle amidst the winding ether currents between islands. It would remain in his hands until the signing of the Treaty of Vangor between the much reduced Mastery and the Enduscarans.

Today even with its extensive military infrastructure Aurelia remains largely untamed, a scene of picturesque natural beauty with a number of Pre-Ragnarok ruins interspersed throughout its forest. Built atop of an ancient fortress, Port Orel remains the sole exception, an imposingly vigilant monolith as its extensive dock facilities service expeditions deeper into the reaches of the Periphery and beyond.

Once, a visiting military adjunct described Eschaton as 'Sitting far above the clouds'. A series of islands held together by unseen tidal forces, sitting atop a sea of clouds, the landscape is dominated by mountainous greenery. Hamlets dotted each island, but the only true sign of settlement was the vast fortress that gave the archipelago its name: Eschaton. A fitting place, many believed, for the ancient codger in command. Far removed from the core of power and politics, it was believed to be a punishment post.

Mikelus Dorn found it quaint, and a good way to go about his long road to eventual retirement. His chambers had been expanded to encompass multiple floors, include the command chamber itself. Now it seemed more a library than anything else, though perhaps museum was a strong contender. Still, he does not shirk his duty. His flagship, Lemegeton, stands ready at all times to defend the realm.

The last Exarch of the Frontier Fleet, who swore a vigil to secure the Verge for the Rmasters and the Interim Conclave. The dissolution of the Frontier Fleet and the Mastery's abandonment of the Verge has not deterred Lazarev from his oath, though he was, briefly, an Exarch without a fleet to command.

How Lazarev found enough retired deck crews to staff the Aeromilitia; the provenance of his carmine battlecarriers, when the much-reduced Mastery has not built a fresh battlecarrier hull in a generation; and the promises he made to which powers and robber baron; those mysteries Kirill has not shared, not even at the most private ritual banquets -- and if his fellow Exarchs know, they do not share. Whether it is out of jealousy, spite, or a deeper prudence, they have stonewalled every request he has made to Absolute Defense. -- and for now, that is sufficient displeasure.

Elite Infantry (10 points) - Elite infantry come in significantly smaller formations but come with a broader selection of supporting and mobility assets (such as flight-capable transports) and of course a significantly higher degree of training.
Special Forces (10 points) - Special forces are the most highly trained soldiers an Exarch generally fields. Many have trained in basic body magic and various skills not normally found among line infantry. Unless they have an appropriate trait, no Exarch may have more than one unit of SOF for every five other conventional army unit.
Armored Legion (20 points) - Consisting of a mixture of tanks/battlewalkers and mechanized infantry, the armored legions are the hard-hitting offensive fist on the ground.
Legion Battery (20 points) - A Legion Battery is a powerful support asset, made up of long-range artillery and heavy anti-air weapons. Lighter ships in particular would be ill-advised to try and duel such a formation.
Interceptor Wing (5 points) - A large wing of land-based aircraft made up of several squadrons, an Interceptor Wing is the primary method of "homeland defense" as well as tactical striking of enemy ground units.
Bomber Wing (10 points) - The heavy bomber is a weapon that has only a short history in the Mastery, the first of them actually having been inspired by similar aircraft flown by the UAN and then other Verge states.
