President Hoch Consolidates His Power
Paraguay has always been an interesting case for a regional power. Despite being a relatively small, landlocked nation, she has always boasted a strong army and a large mining industry that allowed it to remain economically relevant and used the money and prosperity to prepare itself for war. With a dedicated and well-trained officer corps possessing a fantastic martial tradition and numerous historical victories over the Spanish, the Argentinians and Brazilians, the Paraguayan military was a fairly well regarded military force. With an ample population, in which most of the men over the age of 16 were given some level of military preparation and firearms training, a large, conscripted military led by experienced officers and generals, the Paraguayan National Army becomes the terror of Paraguay's neighbors. Where the Paraguayan military may lack some of the more technologically developed weapons and equipment, or a large economy like some of her neighbors, she still held her enemies off and even pressed her claims in some instances.
By the 1920s, the civilian administration of the country had essentially yielded itself to army influence. The National Army held a unique and central position in Paraguayan society now, censoring papers that criticized the large defense budget (a suggestion very much frowned upon in the eyes of the, very nationalist and militarist, culture in Paraguay), occupying ministries with active or retired military generals (who were very much still working for the military) and even taking control of state and private corporations. The Paraguayan people, by and large, the product of numerous conflicts where the civilian government allowed the military emergency powers even in times of peace, are desensitized to this internal shift in the balance of power -- most don't even notice. The Silent Dictatorship of Germany during the Weltkreig is perhaps a comparable situation -- ratcheted up by a factor of ten and one in where the dictatorship doesn't end, merely taking control of the organs of the state and large portions of the private sphere as well.
The Junta Suprema of the Paraguayan military, a cliquish and "private" group of generals and other military officials that run the Paraguayan military -- and by extension, the country -- have continued their intrusion into civilian institutions and civic life, heavily backing a former Lieutenant, grandson of German immigrants, Alfonso Hoch, with millions in direct support from shell companies and a positive narrative woven for him by an almost completely hollowed out and co-opted news media, mostly in print, though moving to radio in the cities. He wins the election in a landslide, one where many of his opponents were "dissuaded" from running or outright silenced by bloody beatings in the streets and bureaucratic nightmares to attain permits for public political displays and rallies. President Hoch, in 1918, is expected by many to simply be another mouthpiece for the army, which is how his administration begins. His so-called "grit", charisma and his political prowess, along with ingratiating himself as a "brother solider" in the hearts of many enlisted men and officers (even being immensely well-liked, personally and professionally, by several members of the Junta) while being a radical nationalist in public, rallying against the nation's enemies from Lima to Buenos Aires to Madrid, on the radio (being the first Paraguayan president to utilize the medium to speak directly to the citizenry) and bringing forward a program of social welfare and reform, essentially building up a welfare state around the military, much to the Army's liking.
Every Paraguayan family is given a radio (mostly so they can listen to Hoch, he loves to talk. A lot), hospitals and schools are built across the nation, many in places with solid indigenous majorities, an often popularly venerated, yet neglected, section of the country's population, which have long languished in poor conditions, and roads, rail lines and the country's first airport are constructed. The reforms to the government are a smokescreen, appearing to make it more transparent and resistant to corruption while in reality simply granting the military more possibilities to assume influence over civilian institutions, now from the new Ministry of Health and Public Services or the new military pension programs. The welfare programs for the poor and veterans of former conflicts are often a pittance, but they don't mind, it was more than before and they're only happy to vote for a military man, just like them.
All this costs a lot of money, forcing the country to run very large deficits, while also having to account for the amount of money members of the military take up, whether its from corruption, pensions, etc. For now, Hoch is ignoring the deficit and the mounting debt the state is taking on, he's managed to truly carve a role for himself in the general running of things in both the civilian and military administration, while also becoming beloved by the average Paraguayan, subtly forming a cult of personality around himself and his Presidency to ensure he can't just be discarded as easily as he won the Presidency. The military balks at the costs, but continues along with Hoch's scheme, believing him when he says that the profits from the economic booms currently occurring as a result of his modernization and reform program in many historically neglected provinces and rural areas, the industrialization and urbanization of the economy, just as it had in European and North American states, will eventually generate enough prosperity that the debt can be paid down. Eventually. Privately, these generals are making millions off their alliance with Hoch, more than ever, they're in it for the long haul.
Summary:
After almost a decade of his presidency and his reformist programs, President Alfonso Hoch has carved out a role for himself in Paraguay's political structure.
The military regime disguises itself as a civilian run administration, having control over vast swaths of Paraguayan life, political or otherwise.
The state, before Hoch, is a bureaucratic and arcane mess, Hoch has alleviated that somewhat and greatly improved living conditions across the country, utilizing increasing demand for coal and other minerals in great abundance in Paraguay (such as copper) and the deep military coffers, creates a brand new social welfare state and streamlines the bureaucracy (making it more pliable to himself and ostensibly loyal to the military).
Great public works programs means that spending and the national debt goes up, but the Paraguayan people love the unmarried (living alone with his dog, Karin, a symbol of the new state and the reformist program) former Lieutenant like a father, and they become economically dependent on programs sponsored and generally controlled by the military.
Hoch himself meant most of his campaign. He is a virulent Paraguayan nationalist sharing more in common with European right-wing movements than anything else. This concerns some generals and members of the Junta, but generally he's perceived privately as a nice, disarming, "well-intentioned" man who will help lead the country to glory. The fact that he's a bit of a nut, has an, at times violent, temper and likes the sound of his own voice (a lot.) is kind of just brushed over.

After a few days of negotiations the governments of Brazil and Argentina have signed a friendship treaty. In doing so both governments have made it clear that the days of the Argentinean-Brazilian rivalry are long gone. Henceforth Argentina and Brazil will stand strong as partners and friends. While the Louisiana Gubernatorial election is going on which is getting coverage, the national election is receiving attention for the Confederacy. Already almost finished with his two terms, it's traditional for incumbents to only server two terms, but not a law. However for President Davis, he announced earlier last year that he will be running for a third term, and now, the Democrats have another potential 4 years of a Whig presidency due to his approval from the public. Opposing John Davis is a man named Sam Rayburn. A Democratic representative from Texas, he rose through the ranks of influence and is currently a popular figure, at least in Texas. Whether that's enough to get the Democrats out of malaise is another story. Whoever wins will share the victories and defeats to come for the Confederacy. Besides the presidential elections, the congressional elections are also coming and it's likely that the Democrats will be taking back the House, but the Whigs will keep the Senate.
