I had an idea for a second that could of been a suggestion for one of your roll the dice stories that came to me this chapter, and then it was just gone.

I remember a mention of a Movie Theater and it reminded me of an idea I had for a Builder power like Nora in your other fic, only the person can upgrade the building to have certain effects. For example making a level one Movie Theater that makes Popcorn that heals and nourishes the body for a tiny amount, movies that passively heal the mind and mental trauma for a small amount, and soda that basically refeshes the body.
Anyways I wonder what would happen if Karina rolled Republic Commandos? Would she get all of the Republic Commandos, or just the main characters from each novel? On that front, what if she rolls Kamino at a high number? Or at least the cloning facilities from Kamino with the Clones already being produced?
What would she do with Clone Troopers native to the Planet? She wouldn't be able to send them back from what I have seen from the rolls before, because they would be produced from the facility itself. Maybe produce clones passively over time in large batches as she tries to figure out how to master the thing...

A/N: I had this rough plan plotted out before the Neo-Bowser roll that Regan was going to meet some raiders in a city and this way we'd have tons of background lore being explained to him and to the readers by extension. The Neo-Bowser roll derailed that plan, but it seems that we're now back on track for that.
This is a Regan chapter, but the focus will be more on the lore of fallout Montana instead of Regan himself. So I hope you give this chapter a shot. My feelings won't be hurt if you choose to skim, however. There's also a TDLR at the bottom with the second A/N section if you only want to see a summary of it.
Somewhere in Montana, there was an old pre-war city called Great Falls. Back then, it was mostly known as the city that had an unusual abundance of giant painted buffalo statues scattered all over the city, with the weirdest one that's like a cross between a rainbow trout fish and a buffalo.
It was also home to a lot of museums, each museum devoted to a theme such as hosting only CM Russell's artworks, a museum dedicated towards children, etc.
So you would think that a city so thoroughly devoted to the arts would be full of nothing but yuppies and artistic hipsters, right?
But this was also a city that was surrounded by beautiful wilderness, with mountain-like hills whose sides were naturally eroded by the elements to reveal beautifully layered rocks in the dirt, all of them in varying colors, from bright red volcanic rocks to plain brown rocks, with the occasional green rocks now and then. All of this gave the hills a naturally striped look that you could only find in Montana and the west side of North Dakota.
And nearby, there was a place called Rainbow Falls, which had dark red cliffs and waterfalls that gave off a never-ending rainbow due to how so many waterfalls there were that it constantly gave off a fine mist in the air where it hit the light just right. It gave way to the Missouri river There was also a nature park that was open to camping and hiking.
As a result, the city was also home to nature lovers who were the outdoorsy type and often camped out in the wild all the time.
Thanks to the war and the food shortages, this kind of hobby also gave way to survivalism, where most people learned how to live in the wild long term or even live off the grind.
So as a result, when the bombs dropped, the fine folks of Great Falls were more ready than any other cities to rough it and ride it out. It was also rather lucky that they hadn't been hit by any direct bombings, considering that they also had a freakin' missile silo and an airforce base here just mere miles outside of the city which had sent out dozens of missiles against the bombs during the Great War.
It also probably helped that they had a vault numbered the 100th one here.
What wasn't so lucky though, was the fact that this city was a mere 90 miles away from Helena, and there was an hour's drive between the two cities. So when Helena got bombed, they still suffered the fallout from that despite surviving the initial finale of the Great War.
The following nuclear winter and radiation killed off a good chunk of the local flora and fauna making it harder for humans to hunt and survive, yet years after the nuclear winter was over, the landscape itself actually hadn't changed much beyond the fact that there were a whole lot of dead trees and brown grass nowadays. The striped hills and mountains retained their natural beauty, only slightly marred by the dead trees everywhere.
The rough terrain made it an excellent defensive city to live in though, so the only thing that had truly changed about the city was the fact that the city was now divided up by various defensive junk walls turning each walled section into separate districts. The population numbers swelled or dipped depending on whether there was a famine or not though.
As a result, it was one of the biggest surviving cities in Montana today and also a strong trading hub, and so Great Falls now became the new capital of Montana because of that. The former capital city Helena, now known as Hell, had shrunk considerably thanks to the bombs during the great war and the watery sinkholes that had formed in some areas over the 205 years and was now a total slumlord town.
But now a lot of people were starting to wonder if Great Falls should be renamed the new Hell, considering how thoroughly miserable this great city had become ever since one of the Raider Warlords conquered it and seized control over it 10 years ago. They had pretty much enslaved every citizen here, and things had just gotten worse from here on as they pilfered resources that belonged to the citizens of this city.
Regan, of course, knew none of this and thus he was unpleasantly surprised to find out that the road to Helena, which normally ran through Great Falls, was now blocked off by a large wall that encircled the city and there was a large closed gate on the highway road leading into Great Falls.
The raiders keeping watch over the gate blinked when an honest-to-god pristine-looking, purple-colored car slowed down to a stop in front of the gate. That thing looked like it came straight from the pre-war Era and hadn't been damaged by time or the bombs!
"Yo, check it out" one of the raiders mumbled as the two of them came down from their posts to inspect the car thoroughly, while another two remained behind on the watchtowers ready to snipe a bitch if the travelers tried anything funny.
The black-haired and green-eyed man in the driver's seat was sitting there strangely relaxed, waiting for the raiders to come close enough so that he could ask casually, "Is there a problem, officers?"
He said this rather ironically because it was clear that the raiders weren't exactly officers of the law in any way at all, with the way they were dressed.
The dirt-blond man just shot the black-haired one a strange look when he asked that question.
Unknown to the raiders, Regan's SCP-6963 roll was now starting to affect them, as they found themselves strangely liking the stranger without knowing why. They rationalized it as being more the car than the stranger because somebody who had something like this car must be someone quite special.
"Hah! Officers, he says. We got a funny guy here." one of the raiders chuckled.
The other one said, "Sorry for holding you up but it's standard business. Rules set forth by our boss, ya see. So you gonna state your business and why you're here. Also, you must give us a certain tax for letting you through. That tax also goes straight to our boss, ya see."
Regan saw this for what this was, this place was no doubt held up by a bunch of no-good hoodlums. But, he supposed he could play along and get a ton of information this way.
Regan smiled his best charming smile, as he replied, "I understand perfectly, so I won't hold it against you two gentlemen. We're both traveling traders, you see, but we're new to the arena. So while we give you some of our things for the tax, would you mind exchanging some information with us?"
He then nodded at Kevin, gesturing at him to grab some of the groceries they had packed for the trip. Kevin quietly obliged.
The first raider found himself warming up to the man quickly. "Well, gosh. Considering that you're being so cooperative with us, I suppose that won't hurt. What do you want to know?"
"Well, mostly where's the best place to trade our stuff, and the best place to hole up for the night? We also don't mind doing a few odd jobs here and there locally for some good stuff. We were originally on our way to Helena, or as you know it, Hell. Is that place still safe to trade with?"
Raider one shook his head. "Nah, that place's being run by the Blood Scorpions and their Warlord Tommy-Gun. His people's more likely to just kill y'all and take your stuff. You're better off staying here and trading with The Bulletproof Coyotes… that's us, by the way. We allow traders to come here and leave safely. Our leader, the Warlord Axel Warren, is nice like that."
Regan raised his eyebrows. "Well, I'll be damned. I'm mighty glad I took this road and not the other one that took us directly to Helena, then. But you didn't really answer the rest of our questions."
Raider Two then interrupted the conversation as he called out while holding up an open bag that he had looked in earlier. "Holy shit, they've got fresh fruits. Some I don't even recognize. I can't remember the last time I saw fruit this fresh, if at all."
Raider One blinked. "No shit?" He turned to face Regan again. "Where the hell did you get those from?"
Regan smirked. "Trade secret. If I told everyone where I got them, then I wouldn't be able to sell them at a good price because people would be going there for themselves, eh?"
Raider One chuckled. "I can understand that, got to look out for yourself after all. Back to your question, you should be selling your wares inside District Three at the old pre-war school building as they've turned that into a trading hub and they've got stores inside there too. Uh… by the way, did you rebuild this car or did you just find it somewhere?"
Regan kept on smiling pleasantly as he answered, "I did make it myself after a fashion. I'm pretty good with machines."
Raider One whistled. "You're pretty good then because this beauty looks like it's prewar and brand-new. Then, in that case, you should be heading over to District 11 instead of District 10. Go to the old airport center and ask for Old man Theo, tell him you're willing to do work on machines and the like in return for lodging. District 10 has the pre-war university place and next to that is the hotel that outsiders typically visit, but that's a somewhat dangerous place. We do normally let traders come and go, but if some raiders take a shine to you or your skills they might decide you're better off working for them as a slave forever. But Old man Theo will keep you safe from that. Nobody messes around with Old man Theo, not even Warlord Warren. That's our leader by the way. The two of them have a mutual understandin' going on, ya see. Go right in, follow the signs and you'll be fine."
Raider Two took a good chunk of their food stores, much to Kevin's irritation and loud grumbling, but they still left just enough for Regan to sell and make a living off. and with that the two Raiders went to activate the gate mechanism, allowing the motorized gate to open.
As the car drove across the open gate opening, Kevin then hiss-whispered to Regan, "Did you really have to let them take our food like that, dude? Now we won't even have anything to last us a month while we travel."
Regan then said quietly, "Relax, Kevin. This might be a good opportunity for us. This is the first sign of actual human civilization I've seen, even if it seems to be run by criminal scum. I think if we were to get in good with them, we could learn everything we need to know about this world. And if possible usurp them from behind the scenes without them knowing until it's too late? I need to rebuild up my power base from a city with people, and slowly take over things. This place looks like a good place to start now that I know Helena's a total bust. Plus it's also reasonably close to Neo-Bowser city enough that I can build up an army to take it back one of those days after I find a way to get rid of that fog."
Kevin blinked. "You still haven't given up on Neo-Bowser City? I thought we were abandoning that place for good."
Regan scoffed. "Of course not. That place's MINE, Kevin. And I don't give up on anything that's mine so easily. Like I said, once I find a way to get rid of the fog and those monsters…. Then I'm coming back."
Kevin held up his hands. "Okay, then. I'm still pretty peeved they took our food, however."
They slowly rolled down the road, with people moving out of the way and staring at them and the strange purple car. A great deal of the crowd wore metallic collars with beeping lights on them and had dirty tattered clothes.
Regan figured those were the slaves that the raiders at the gate mentioned.
Kevin didn't seem terribly impressed by them, wrinkling his nose as he noticed how dirty and unwashed a lot of them looked. "Ugh, it's like they've never heard of a shower."
"They're slaves, Kevin. I'm not sure they ever get a choice in whenever they get a shower or not." Regan said, "See, this's the problem with petty criminals like those ones. They think too short-term and don't even realize that owning literal slaves is economically bad. You see, they have instant profits off the bat from the moment they start having slaves, and thus all that money blinds them to the fact that long-term unwilling slaves actually destroy the economy over time. It's better to have willing paid servants who'll be happy to work themselves raw for minimum wage, instead of having unwilling slaves as that method's proven to be far more economically successful than having slaves is."
Kevin raised one eyebrow. "Really. I've heard the opposite though. Like, America was built on slavery and that's the reason why it's one of the biggest powerhouses decades even after we abolished it."
Regan chuckled. He then waved a finger while he kept his other hand on the steering wheel, still moving slowly down the road as he looked around for the signs pointing towards District 11.
"Aha, that's probably the party line the racists and the slavery apologists used at the time to try to justify why America did it. But the reality was, that although slavery was highly profitable, it had a negative impact on the southern economy. It impeded the development of industry and cities and contributed to high debts, soil exhaustion, and a lack of technological innovation. People aren't going to be willing to innovate anything or even help fund life-changing inventions if they can just have the slaves do it for no money instead. That was also what led to Rome's downfall, they weren't willing to change with the times… they became all about owning slaves so much that they eventually led themselves into their own verison of the dark ages and never recovered from it. Likewise, The south was heading towards that problem as well. They were against things like the railroad, for one thing. And the railroad was one of the most important aspects of American civilization." Regan lectured.
He then smirked heavily and leaned sideways towards Kevin to whisper, "That doesn't mean I'm against exploiting everyone for all they're worth, however. You just have to exploit them in such a way that they're happy to be exploited, and even thank you for doing it. Also exploit everyone equally regardless of status and skin color, so you never become a racist this way. Most importantly, do it in ways that won't destroy the economy. Luckily, my parents taught me how to do exactly that. And they were millionaires, so they knew what's up."
"I... I see." Kevin didn't know what to say to this.
They both lapsed into silence as they looked around the city itself.
It seemed that Great Falls was now a city that was heavily sectioned off with junk walls and other barriers, resulting in each section becoming its own district, which explained why there were signs pointing the way to every numbered district.
The way it was set up made sense to Regan somewhat… it seemed designed to slow down invaders and the like, making it nearly impossible to take over the whole city. But it did make Regan wonder how the hell this 'Warlord Warren' had managed such a feat if this city had those walls for decades.
They were going past the famous chain restaurant Drumlin Dinner, when some raiders decided to get cheeky and stand in the middle of the street, blocking off the roadway that Regan had been driving on.
"Holy shit, look at that. The rumors were right, somebody did come into the city with a working car. And I thought Old Man Theo were the only ones that had a working vehicle." one of the raiders said loudly.
Regan frowned. He guessed that the raiders at the gate hadn't passed on word to the rest of the city that they weren't to be messed with, and there were so many of them blocking the road. And the way they wielded their weapons was making him feel nervous.
Two broke off from the human barricade to walk towards the car now that it had stopped in front of them.
"That's a mighty nice car you have there." The raider said very covetously, "If you play nice and let me have it and everything else that's in it, I'll let you and your friend live."
"Come on man, why are you like this? And here I was gonna provide my services to the raiders for free. You know, find a few old cars and repair them for you guys so that you could travel the world in style. Are you really going to be the one asshole who ruins it for everyone else?" Regan complained, stalling for time while he pulled on his power.
The raider blinked, not having expected that bit of comeback as the answer.
Effect: For four hours, Darth Vader will appear and wander around Great Falls.
A mysterious-looking helmeted figure dressed completely in black from head to toe appeared a few feet away from the purple car, and he looked around. Was he actually wearing a black cloak too?
Regan couldn't tell if he was armed or not, so he figured that he might as well pull again.
Meanwhile, the raider hadn't noticed the black figure yet and was asking, "So you're joining up with us, then?"
"Sure, yeah," Regan lied as he pulled on his power while trying to remember all the relevant details that the gatekeeping raiders had told him. "The Bulletproof Coyotes are where it's at. The other factions are just so weak and such assholes. Like the Red Scorpions! Fuck them, right?"
The second Coyote raider standing by the side of the car where Kevin was seated chuckled loudly. "He's got that right."
Effect: This man, who stress-tested games and reported bugs in said games for a living, now finds himself in a real-life universe eerily similar to the fallout games for up to 7 hours. Poor guy.
A regular-looking civilian appeared close by, looking rather confused as hell. Unfortunately, he seemed to be unarmed like the other one.
The raider who stood by Regan's side of the vehicle looked unconvinced at Regan's words and was about to say something when the mysterious figure in black finally spoke up, distracting everyone.
"I demand to know where I am. And I will have my answer one way or the other." He said loudly and clearly. His voice was deep and breathy, yet somehow creepily robotic-sounding at the same time. It was strangely menacing and intimidating.
Regan couldn't help but think that this man must've practiced a long time to get his voice just right like that, especially if he had to use intimidation to get his way.
The other raiders just stared at the newcomer strangely, because they weren't sure what was going on anymore. Especially the ones who had seen two people pop into reality out of nowhere somehow from where they were standing in the human barricade.
The other one he summoned, blinked at the man in black as if he recognized him.
"That's Darth Vader." the normal-looking man said pointing to the one in black, as he looked around and saw everyone else in full raider gear and the junk fences. He then asked, "Is this a cosplay meetup or what?"
Regan had been nerdy enough in his old pre-war life to know the term cosplay, but it was such a niche term that not many people knew what that was. It was only people who ever went to comic and sci-fi conventions who dressed up, and it wasn't exactly popular as anything seen as being out of the norm was often accused of being un-American. Heck, Regan had sometimes gotten bullied a few times when it was found out that he had dressed up as the sliver shroud's archenemy Dr.Valdis (who was like Professor Moriarty to Sherlock Holmes) when it wasn't even Halloween yet.
So he couldn't help but burst out laughing when the unassuming-looking man said it, as it was so unexpected to hear a term like that out of somebody's mouth, especially one that looked as if they had only ever been into mainstream stuff and not the more niche stuff out there.
But it seemed as if laughing loudly was the wrong thing to do, because Darth Vader seemed to think this was directed at him and took it personally.
Darth Vader's hand shot out towards Regan, and he had it out in a choking gesture. Regan suddenly found himself choking as he was slowly lifted into the air out of his purple hoodless car.

Otoh Gunga is a fictional underwater city, which is located on the planet of Naboo. Located at the bottom of Lake Paonga, it appears in the Star Wars film The Phantom Menace. It's also the home city of Jar Jar Binks.
Effect: the closest, deepest water source is now modified to have a ridiculously deep bottom, allowing room for the underwater Otoh Gunga city to appear. As it was a roll 16, it's slightly worn down as if it's been abandoned for a few years. And it just so happens that, West of Whitefish in Flathead National Forest, Tally Lake is the deepest natural lake in Montana. So the newly formed underwater city is there.
"I shall not tolerate disrespect." Darth Vader spoke, "when I demand information, I expect to be told right away, not laughed at."
Kevin jumped up in his seat and stood on it as he tried to grab Regan and pull him out of Darth Vader's grip and he yelled, "Hey, leave Regan alone you asshole!"
Meanwhile, all the other raiders started taking out their weapons as they eyed Darth Vader warily.
Darth Vader noted this, and he telekinetically tossed Regan aside, causing the black-haired man to fly over the hood of his car and land on his ass. He then whipped out what looked like a handle thing, and a glowing red saber popped up out of it while he readied himself for battle.
"Owch!" Regan yelped as his ass hit the ground rather forcefully. That was definitely gonna bruise badly.

Rodi Gale, Night Guardian is a creature in the Kaijudo: Rise of the Duel Masters series. It is a living creature but strongly resembles a spaceship design and is slightly bigger than an Eyebot… making it look more like a flying drone.
Effect: since we rolled a 12, this permanent creature who protects Regan is rather weak and can die easily.
A strange-looking, drone that looked like a miniature spaceship appeared and promptly started charging straight at Darth Vader for even daring to attack Regan.
At the same time, the raiders started opening fire on Vader.
Vader effortlessly flicked all the bullets aside with his glowing red sword, as he spun it about in a rather impressive light-show display. The bullets themselves popped and exploded into hot plasma that Vader was able to shield himself from using his personal force power as an… well, forcefield.
Meanwhile, his black cape thing billowed behind him rather dramatically as he twirled his sword about taking out the nearest raiders.
And when the strange white creature Regan summoned came close enough to attack him, Vader cut it down into two parts with his sword, and it fell to the ground uselessly.
Kevin dragged Regan over to safety while staying low to the ground so that they could use the car for cover while all of this was going on.
The other guy Regan summoned seemed to have died, as a consequence of being in the way of stray bullets. He seemed so horribly shocked to find out that all of this was real, and that this wasn't some cosplay meet-up like he had initially assumed. His shocked expression was forever etched into his face as he lay there on the broken pavement, blood slowly pooling outwards from under his body.
'Sucks, but better than you than me,' Regan couldn't help but think, as the two of them tried to get back into their car so that they could escape now that the raider barricade was broken up and thoroughly distracted by this new enemy that had come out of seemingly nowhere.
They managed to clumsily climb back onto their seats, with Regan wincing as the shift gear handle got in the way of getting to his seat in a smooth manner.
And just like that, he hit the pedal and they highlighted it out of there fast as they could, not even caring if they ran down a bunch of raiders that were in the way. Hey, if the main leader of the Raiders asked, they'd say it was totally Vader's fault and that they were just a bunch of innocent traders!
A/N: and there we have it. User Pen-Pen came so close when he guessed it'd be Jar Jar as the permanent summons, but no it was Jar Jar's underwater city instead. XD
I've been noticing that Regan and Karina's summoning pattern seems to be mirroring each other. Karina got an underwater kingdom to her name earlier on, and now Regan gets an underwater city of his own, etc. likewise with the star wars thing. And the stargate/star trek thing.
It's an unexpected pattern but not an unwelcome one as it does give the impression of dueling RNG systems at work.
A shame that Darth Vader wasn't permanent though, I can imagine the possibilities had he been permanent. Although, Vader would probably bully Regan into sending him back home when Regan wouldn't even normally do that? I find it very unlikely that Regan would be able to get the best of Vader.
And for those who didn't read the chapter but only wanted the summary:
They arrive in Great Falls, Montana. The city is now cut up into sections that are labeled and numbered Districts 1 through 13 with a portion of the Districts holding mostly houses for the enslaved citizens while Raiders have the run of the rest of them.
Regan then reveals to us that he thinks slavery is bad, but only because it holds humans back in the economic and technological sense, and not because it's morally wrong. He's totally okay with exploiting others in a different way that isn't unwilling slavery, though. Also, he exploits everyone equally regardless of gender, status, and skin color so he's no bigot, far as he's concerned. Kevin has no idea how to respond to that.
They gain a lot of attention thanks to having an actual working car, and one that looks so shiny and brand new looking like it's a prewar car.
He summons Darth Vader and a real-life dude who once worked on Fallout 76 the game, as well as some creature from a card game. He also summons the underwater home city of Jar Jar Binks while getting injured by Darth Vader. A fight breaks out. Regan and Kevin escape in the car in the ensuing confusion and violence.
Four hours of Vader rampaging, finding himself coming across slaves like he once was, and just basically causing hell throughout the city. Yeah, Regan just shit in the bed he was hoping to sleep in, cause four hours is a long time, and he just unleashed Darth Vader on those least likely to screw him over.
Kind of hoping that Karina rolls something to counter that SCP thing Regan has going on, or Regan rolls an SCP that messes up or inverts that effect. Well that or if he rolls the right villain, then it could twist the effect into a fear aura instead...
Who wins if Karina rolls the Open Circle Fleet by the way? Since it seems to be coming up Star Wars a lot...
It would be kind of funny if the fleet was damaged, and seemed to come from a reality where Palpatine won without Anakin getting involved. Maybe conveying the sense that it would be best if the fleet stayed here rather than go back home...
The goal of the game is to see which one affects the world the most, for better or for worse. so the rolls that impact the world the most have the most "points" so to speak. the game is automatically over when one of the rolls manages to affect the world in such a way that the other party couldn't possibly undo it no matter what roll they pulled on.
like the Sailor Moon example I talked about earlier in past posts, with Karina getting the silver crystal which had the power to purify the whole world. if the entire world was completely purified of nuclear radiation, FEV, and all the other dangerous stuff there's no way Regan would be able to pull on a roll that could undo all of that.... unless there was a villainous counterpart similar to the sliver crystal I don't know about.
likewise, if Regan pulls something that would infect the whole world and make the fallout Earth ten times worse than it was before, then Regan wins.
edit: who would like to see pictures of Western North Dakota? I took those during my trip last weekend and it might help those to visualize what most of Montana and Western North Dakota look like so that they know what Fallout Montana might look like in a game setting.
So if Regan rolls a low number weapon of mass destruction like a Fallout Nuclear bomb, at such a low number it explodes right there and then and takes him out... He loses. But if he rolls the T-Virus from the Resident Evil film series, he wins unless Karina manages to roll something like the Silver Crystal or Sailor Moon?
That would suck for everyone, unless Karina rolled right. Similarly if Regan rolled Thanos from the MCU when he was doing the Snap, he would win even if Thanos snapped him away as well.
So basically Regan just needs to take himself and most of the population out to win, whereas Karina just has to significantly aid the World or at least the North American Continent's recover.y.. Would rolling the UC Century in Gundam work? Cause technically it would transpose things like the space colonies and such from the Universal Century, maybe even throw in landmarks like Jaburo...
To be fair, Zeon wouldn't even need to contemplate Colony Drops just based on how crappy Fallout Earth is...

3: Would rolling Hoth have any effect on whether they win or lose? Would it bring the planet into existence in the Solar System or turn the world into a ice world like Hoth?
4: If Karina rolled Cybertron what would the effects be, and would that make her the winner?
5: If they rolled Kaiju, Negaverse, or Super Sentai... would either of those act as something significant enough to win?
1) No. but it would help Regan score points significantly as he'd turn half the state into a black volcanic plain. he'd be so far ahead in the race Karina would need to catch up.
2) depends on the rolls' numbers. a high roll might terraform Earth into those planets. that would definitely have the most impact.
3) again, depends on the roll's number.
4) I dunno if Cyberton would have a positive effect on the Earth. it's a planet made out of metal and machines. Humans need things like plants, etc to survive. Karina would win but it would be pretty bittersweet.
5) We've already had some Super Sentai... they count as minor points. but the plot largely depends on how high the roll was.

1: probably 16 to 20. but to keep the delicate balance of the sol system in place, they would have to be placed very far away like just beyond pluto or the mysterious tenth planet X that some scientists think to exist but haven't been proven yet. That is if I decide not to terraform Earth into this planet anyhow. 16, it's a copy without any population numbers so any cities or whatever would be abandoned looking while the animals and nature overrun them. 20, the population comes with. chaos would ensure, and Karina would probably send them back if they became too much of a problem. but lower numbers would have those planets not even be a factor.
2: Karina and those closest to her would become Super Sentai tinkers, having the ability to build morphing technology that would let them transform. and yeah, the gateways between the world of monsters and the like would probably become more connected now.
3: Kaiju would be weak to radiation and die easily unless stated to have an original immunity to it in canon if it's a low roll. Medium, they have a better chance of surviving. high, they're immune to almost anything fallout earth can throw at them, and would be more dangerous. Coruscant... look at my answer for number 1.
4: if the roll is high, yes. But if it's low, then it might be just a weak tinker's ability to make titans or something.

Not going lie, little disappointed there weren't more chapters, kinda expected this thread would have gotten to a triple digits by now but it's whatever.
We of the bad guy summons table at this point that we are going on strike until such time that the idiot called Regan is replaced with a bunch better master bad guy. He really is nothing more then a Kathie selfish idiot who does not even seem to embrace being a bag guy.
Hans Grubber, Vader, The joker, any decent sat morning cartoon bad guy, any James Bond Villian, they all have the power and charisma to want to be minions under then and they all dress much better. You have to make a statement being a bad guy and your mode of dress needs to defeat that. Even Lord Vorlormot with his robes knows hot to enter a room. We also can not forget, you have to be able to monitor with the best of them. It is out job go make sure the books has the gear and man power to try to take over a city or even the world.
But this pathic piece of crap makes us refuse to work for him. Until such time, no one with be answering the summons for him. It is in our contract that you signed going into this story we had the right be summoned in some cases. This is one of them. If you do not like it, speak to our lawyers.

Fallout 1 character is Yellow, mainly because they're often known for speed. The whole game was one giant timed mission when I played it. *grumbles*
Fallout 2 character is Blue because it stands for second in command and they're known as being the smart one. the second game had less of a time limit, but you still had to be tactical and use your time wisely.
F03 character: Black Ranger. Black rangers in both American and Japanese versions are known to be very flexible and strong, acting as the core of any team.
F:NV courier character: Green Ranger. Green rangers are often unpredictable and sometimes play as comic relief even though they can be serious most of the time. I tend to play all courier characters with the wild wasteland perk and other stuff that makes them slightly comical yet dangerous at the same time, so this makes sense to me.
Fallout 4: This one really depends. I often play a female character who's often very diplomatic here, and pink rangers are often the voice of reason on their teams. So for the female survivor, I'd make her a pink ranger. for the male one, which I tend to play as being hotheaded but a good leader... I'd make him the red ranger.
Fallout 76 character: The white ranger that occasionally appears to help out but isn't part of the team, not really. XD was also brainwashed and evil at one point.
but if we were to make a ranger team for each game with the main character as the red ranger, and having the followers as the rangers instead? that's harder to do.
I can see piper wright as the yellow ranger, Hancock as green, Nick as blue, and curie as pink. Survivors regardless of gender would be red in that setup.
It's been a loong while snice I played FO3 and NV so I would have to think hard about which followers would have the ranger colors.

1: What would happen if Regan rolled Friday the 13th Victims at a high roll? Would he be forced to suffer the various deaths of the victims by their killers? Like a supernatural Pamela Voorhees?
2: So if Regan rolled the Bat Signal, would bat themed creatures attack every time he did a crime? Vigilantes armed with bats? Or various versions of Batman swooping in to bring him to justice?
3: If he rolled just Victim, would it merge with the roll where everyone who knows him likes him? Cause it would be awkward for him for everyone to suddenly grow to want him to be their victim...
Number three makes me three all kinds of killers would come about to hunt and kill him. Like a pastiche of Michael Myers who instead wears a Vault Boy head/mask, a bald killer, and various things like children toys coming to life and even robots becoming deranged killers to hunt him and kill him...
Edit: I was reading the Horror House wiki and looking up Victim and found all kinds of things but straight up Victim trope...

Brown presents the wasteland itself, since most of it is brown and dead, but also very deadly. (fun fact, there's been a few brown rangers in existence, but they're very rare)
Blue/gold highlights to represent Vault-tec. Alternatively, Blue and white to present the minutemen
Orange/Yellow color combo to symbolize the bomb explosions
Red for a red rocket-themed ranger
And for evil brainwashed rangers that could be converted over to good:
Gray/shiny steel color to represent the brotherhood
White with small red highlights to symbolize the Institute
Black/Sliver For enclave
NCR is this brownish/tan color with a strong bear motif.
dunno what to do about factions like House, though.
