I am really curious what the fourth hand is. Also, four different ways to ruin MAs for someone is really excessive, the creator of this style must have really, really loathed people that abuse their Martial Arts.
Well the first two Hands: The-Ninety-Nine More and The Agony-Of-One-Hundred-Hells are about screwing over the Body in different ways. The Soul-Scarring-Embrace is a spiritual and mental effect, so to balance out with the two physical ones, the Fourth Hand is probably a spiritual one as well.

I was gonna chose Soul Scarring but Mothematics convinced me.

Damage to meridians and chakras was something I was thinking of. A spiritual Hand meant to specifically fuck over Essence users in particular. Though I'm not sure there's much point since non-Primordial essence users (and only some of the Primordials are too strange for this to apply too) still need their bodies and drive in order to really fight.

Unlike the other two, The Ninety-Nine More is scaleable. You get to choose exactly how much punishment befits the crime. The others, while worth getting later as greater and greater crimes need to be redressed, have only one setting. It would be as if the only punishments for a crime was life in prison or brainwashing respectively. Plus, if it is like The Ninety-Nine More from the actual Martial Art, then it comes with it's own reason not to use it unless necessary, since that grappling attack requires you to dislocate your own limbs to accomplish, harming yourself and experiencing a shadow of what you inflict upon them in the process. This is only good and just, for it ensures that the Magistrate does not become unable to empathize with their foe's humanity and feels the reminder of the terrible punishment they are about to inflict. None of these maneuvers are humane, but this is the one that reminds us of the value of acting humanely.

To be honest, both the Agony and Soul Scarring are just more horrific than I want in a protagonist. Permanent lingering agony and psychic trauma are both very close to moral event horizons.
