On the subject of the bloodlines (at least sharingan and dead bone pulse): would it not be correct to model them as being godblooded (well, Otsutsuki-blooded) rather than a mutation? The eyes are a result of Kaguya's ancestry, after all.

However, rereading the intro of the Gates/Lotus in the manga shows they effect chakra flow in the body, so you have a point there.

Than again, it's been suggested at other points that Lee's taijutsu style doesn't use chakra (with the exception of the Gates).

Let's chalk it up to a combination of Kishimoto not being completely consistent and unreliable narrators

I think a good way to look at it is that Lee can only use chakra for physical enhancement, and the gates simply crank it up to eleven. I think the issue with his chakra is that he can't mold it for jutsu. I could very well be wrong about this as it's been some time since read the manga.

As far as I remember that's the issue. He has it, it's in his body, he just can't get it to flow into Jutsu or something.

Which, if you think about it, means he is almost as much a chakra monster as Naruto, because he's constantly carrying enough weight on his legs to put holes in the ground just from dropping a few feet. That's at least hundreds, if not thousands, of pounds.

No, he's just talentless. As in "he sucks". Not a condition. He is just not talented enough to get jutsu to work.
In point of fact, he's supposed to be talentless in nin, gen, 'and' taijutsu. Gai just had him focus all of his attention on Taijutus, and with a do or die mentality, was able to work hard enough to become one of the top gennin in the village.
 
Apologies, but no. Mutations are essentially a way of representing low power modifications to the body. For example, stacking damage and soak mutations, you can become about as dangerous as someone in full plate armour carrying a two-handed weapon. Which you could also do by just wearing armour and carrying a big sword.

Medium-power modifications are well within the reach of the mutations described here.
Shintai stuff is well outside the normal mutation index though.

What Cursed Seals do is outside the scope of what the Mutation system can support - at least in the ways that matter.
This I disagree with.
Awakened Essence is a given example of a 6-point positive mutation. To quote the Mutations intro on TAW redux:
The mutations presented in this section are heavily customisable, but not a comprehensive list. The Storyteller is encouraged to create new effects as necessary, comparing existing mutations to cost them appropriately. Some magic exists that grants enlightened Essence or status as a creature of darkness. Though not listed here, these conditions are considered a six-point positive and four-point negative mutation, respectively.
There are elements that might be better represented as Charm-like abilities/jutsu than mutations, but those are Curse Seal Level 2 abilities.
Nothing in a Level 1 curse seal even comes close.

And this matters for Lunars, because... well, you know, it's kind bad (and disrespectful to the Naruto setting) if Hinata can just get the benefits of a Curse Seal as a mutation that she can turn off.
I do not feel qualified to argue disrespect to a setting fairly; that's for the GM to determine.
But every Curse Seal user has always been able to turn his/her seal off at will.
How different is this from being able to turn into a polar bear, complete with heat intolerance and turning it off when the heat gets much?

Whoops, I apologize for the confusion: the punchy caste gets punchy powers and the magical caste gets magical powers. I really should have double checked the no moon/full moon difference. Like I said, I am not mechanically great Exalted. >_>;

Also, this update is pretty much ready save for the anticlimatic finale against Neji (and don't expect such quick updates in the future), but it appears that the vote is now tied again (wingnut's tally machine invisible betrayal tossing one vote to warp flesh).

While I wait for the tie-breaker (and if there isn't a tie-breaker in the next twenty minutes, I'm defaulting to Warp Flesh and going to sleep), here's what I have so far as my tutorial for tiers.

Chakra and Physique Tier Rating

There are ten tiers of advancement in both Chakra and Physique. Each Tier is sub-divided into three ranks: Earth, Heaven and Perfection. So you can have Earth Academy Students, Heavenly Lower Genin and Perfect Upper Genin and so on. No one in-story will refer to each other as such, this is purely to avoid any confusion from having overly similar terms.

Here are the Tiers:

0 - Civilian

1 - Academy Students

2 - Lower Genin -

3 - Upper Genin - Hinata is here. She's a Heavenly Upper Genin in Chakra and Physique.

4 - Lower Chuunin - Neji is here. He's a Heavenly Lower Chuunin in both Chakra and Physique. Most active chuunin are at around his level.

5 - Upper Chuunin - Despite the name, most ANBU and newly minted Jounin are at the upper reaches of this Tier.

6 - Lower Jounin - More experienced Jounin and certain teenage geniuses are at around here.

7 - Upper Jounin - It is rare for shinobi to make it to this level. The Sannin, when they made their name, were only 'Heavenly Upper Jounin'.

8 - Lower S-Rank - Everything above this Tier is considered Kage-level.

9 - Upper S-Rank -

10 - Legendary

In combat, you compare Tiers and Ranks. Opponents with the same Tier but different ranks add +1 auto-success/rank to the combatant with the greater rank. Opponents with different Tiers also count the differences in rank, but double the number of auto-successes per difference in Tier. (A Perfect Civilian fighting an Perfect Upper Genin would have a difference of 6 ranks, and a difference of two tiers, 2^2x6= 24 auto-successes for the upper genin.)

Physique is less formidable than Chakra. In a clash, Physique is always considered 1 tier lower than Chakra and there are many shinobi who do not rely on physique at all (on the extreme end, Sasori of the Red Sand simply did away with having a body altogether, relying purely on puppetry and ninjutsu).

However, increasing your physique permits greater upper limits and faster action. Although genin max out at five dots, each Tier above Upper Genin adds 1 dots to all physical attributes and skills as the new maximum as well as +10 feet to their move action. So the new maximum for physical attributes would be 8 for lower jounin and 12 for legendary shinobi. Chakra Ratings, on the other end, permits access to greater and greater stores of chakra as well as more formidable techniques, many of them exotic and the ability to add a dot to max Willpower per tier, as well as half as many dots per tier for mental attributes.

Finally, any difference in Tier, accompanies a difference in speed. Whether Physique or Chakra, a shinobi is permitted an extra action for each Tier they are at above their opponent. In this case, Physique is not penalized: the two opponents compare their maximum tier and for each tier difference, one additional extra action is permitted. An exception to this rule exists if the difference in tier is equivalent to the difference in rank - aka, a Perfection to Earth, in which case no extra action is permitted.

FINALLY, to put an exalted spin on all this Narutoing -

An Exalted's Anima acts as their 'super mode,' increasing both their physique and chakra rating. This is purely for combat purposes: an exalt cannot learn new, previously restricted techniques by increasing their Chakra and Physique through anima flare, nor will training allow them to increase their physical stats past their current maximum.

At the 8-10 mote level they increase their chakra and physique by 1 rank.Due to Hinata's inexperience, the one dot Anima display will bleed 1 mote per action.

At the 11-15 mote level they increase their chakra and physique by 1 more rank (cumulative 2).Due to Hinata's inexperience, the two-dot Anima display will bleed an additional 5 motes per action.

At the 16+ mote level they increase their chakra and physique by an entire tier. (Cumulative 5 ranks). Due to Hinata's inexperience, the Totemic Anima display will bleed an additional 5 motes per action.

Also, because the anima does not need to be some weird 'Call A Wyld Hunt Beacon' you can turn it off at will, though in order to get it back up to snuff, you have to re-spend all those motes again.

Hinata's gained 5 ranks in physique and chakra, catapulting her from heavenly upper genin to earth upper chuunin. Compared to Neji's Heavenly Lower Chuunin, this gives her 2 ranks and 1 tier advantage, in other words 4 auto-successes, an extra action and some other miscellaneous benefits.

Also, honestly torn here. Turning in to a Lion-Dog is cool af, and Changing Moon definitely fits Hinata's character...

But I like protagonists struggling more with social aspects over physical aspects in quests.

If we can take a build that makes social easier for a character that otherwise sucks at it? Fucking take it.



Turning into a Tyrannosaurus sized lion dog while winning at social is icing on the cake.

Being a jyuken using giant lion dog with the Byakugan covers the physical side of things and special eyes anyway.

There's a bunch of combat charms that'd fit in, like Transgressive Blast Strike + Crowd Pulping Shockwave, Rip-and-Tear strike, Scarred for Death... Look, I want those strength charms, ok?

Plus, if we don't pick up an absurd Celestial martial art at some point I'll be shocked.

Hinata has the Byakugan and maybe even potential for the bullshit of the tenseigan. Her son does, after all....

Jyuken is devastating but with the speed, size, and power if a giant lion dog...hehe

And when are we going to have another chance to turn into a giant lion dog?
 
Eh, I haven't looked through the mental section, but I'm not too torn up, and I like the gorgon glare ability. I absolutely want shapeshifting as a part of our toolkit above and beyond the standard lunar ability, but we can get it later.
