If you want, you could write a Preparation trait with a value of 5. It doesn't cost any points to make, and would be better than not having it, forcing you to use a generic trait value of 4 while prepping your magic.

The idea is that yes, she knows very well about her weakness in terms of casting time, and makes efforts to improve on that.

Or maybe Olive could have gotten mis-directed and not actually reached there yet, instead ending up near someone else.
 
I'd suggest 3 Chi and a trait of 7, and maybe an Edge or two. It could always be improved the next time you meet Nabu.
 
Our Heroes: Evelyn Rice, aka Magical Girl Agent Orange
Okay, so I figure I might as well get a character sheet rolling, since it seems like there are still people working on their own character sheets.

Name: Evelyn Rice, a.k.a. Magical Girl Agent Orange

"Yup, Magical Girl Agent Orange is my name! ...you know, I don't want to have to keep saying that over and over. Do you think it'll save me time if I just engrave my name on the Moon?"


Description: She's the very picture of a statuesque mischievous freckled redhead, probably around sixteen or seventeen. When not transformed, she tends to wear designer clothes that are just a little too tight, emphasized by her straight back-length hair and her 5'8" frame. When she is transformed, she wears this outfit:


Note that she doesn't look quite like that (more freckles, for one), but that is the general gist of her outfit. Typically when transformed, she carries her personal Power Battery (which, surprise, looks like a glowing orange lantern) and makes a habit of glowing brightly orange while hovering several inches above the ground. Mostly because she can, which is really the core of her personality when you get right down to it. She's never really had to deal with major consequences, not even before she got her ring, due to being both pretty and rich. Consequently, she doesn't really think things through beyond "That seems like fun" or "oooh, I totally want that!" This makes her fun to be around (if you don't mind spontaneity), but also pretty unreliable and flaky. Not on purpose, just because she's easily distracted. Additionally, she thrives off of attention and will totally play up any personality traits that will get people to keep their attention on her.

Also of note is that she is a not-so-secret geek. Sure, she shops for clothes and other stereotypical rich girl stuff as well, but she doesn't get passionate about that the way she does about her video games, TV shows, anime, and novels.

"Okay, that's just rude! I will have you know that I am perfectly capable of sitting still and paying attention for five- oooh, you brought donuts?!"


Bio: Up until a few months ago, her story was that of the stereotypical spoiled Californian rich girl, including the general lack of attentive parenting. However, she was recently contacted by an alien named Appa Ali Apsa (whose name, incidentally, she still is incapable of taking seriously) and given a ring that contained the embodiment of all desire in the universe: the Ophidian. This granted her incredible power, but also increased her already self-centered mindset exponentially as the Ophidian urged her to take what she wanted and do as she pleased. This caused her to clash several times with other magical girls that had merged with other embodiments of emotion, though she eventually reached an uneasy truce with them.

She did find out about the Benefactors when clashing with some of their patsies, the omnicidal android Manhunters, but she really didn't care until the Manhunters attempted to steal her ring. At which point, she reacted "proportionately" and swore to go after the Benefactors and take their everything for daring to try to take her ring. (Never mind that she never confirmed whether the Benefactors approved of the theft or if that was just the Manhunters being the Manhunters.)

"Yeah, his name was Alley-Oop or something silly like that, but who cares about him anyway?"


Traits:

Wonderful Toys (9): Just by wanting an object, Evelyn can create it out of concentrated avarice from her ring. She can create weapons, tools, armor, and more. Best part is, if they break, the only thing it costs her to resummon them is a little bit of ring charge. The only problem being, they'll dissolve if she gets bored with them, and she gets bored easily. Plus, she needs to have at least a basic understanding of how the object in question works; she couldn't create a perpetual motion machine even if she wanted to.

"Yeah, I know we're magical girls and all, but what's the point of being a magical girl if you can't live out your mecha-piloting fantasies?"


Nah, I'll Get Papyrus to Do It (9): One of the orange ring's most terrifying functions is its ability to assimilate other living beings, converting their bodies into pure avarice energy and forcing obedience to the ring-wielder. Evelyn has assimilated several such beings (mostly human policemen, with a few alien mercenaries) and can call them from her ring to fight for her. While they technically can think for themselves and keep any abilities and skills they had in life, part of the assimilation process involves heavily coloring their every thought with greed; frequently, this means that if Evelyn wants effective strategy from them, she has to tell them what to do. Too bad she's just as bad at thinking things through as her minions are: she usually just has her minions overwhelm the opponent with sheer numbers.

"Look, all I did was make them an offer they couldn't refuse."


Everything can be Hacked (9): Finally, the ring has powerful information-gathering capabilities. It can hack just about any computer system, temporarily enhance Evelyn's senses to superhuman levels, and can sense the desires of sapient creatures. It can also send communications to any computer system in any language the ring knows (which is most of them).

"My favorite ring function? Gotta be the Internet. No more inconsistent Wi-Fi connections for me!"


Weaknesses:

Without My Ring, I am Nothing (1): If Evelyn were to somehow lose her ring or carelessly run out of power without her lantern nearby to recharge with, she is... basically helpless to do just about anything. She's essentially addicted to the power of greed now; take that away, and she will react the way any addict does to being unable to get their hit: with complete desperation and very little actual skill.

"I'd say that if you want my ring, you'll have to get it from my dead body, but I'm pretty sure I'd come back as a zombie and steal it back."


This is My Story (2): Evelyn really and truly struggles to do anything selfless. She just... doesn't understand the point, especially with the Ophidian constantly whispering in her ear. Unsurprisingly, this has a tendency to alienate those around her. Similarly, opponents that act truly selflessly or forms of energy thematically associated with selflessness will actively weaken her ring's abilities.

"Huh? Pay for these? Psssh, nah. What're they gonna do, arrest me?"


Edges:

Your Will is No Longer Your Own: When in a fight against a group of people, Evelyn can spend an Edge point to assimilate a member of the group and expand her dice cap by 1 for the remainder of the fight.

"I like your minions. I think I will take them!"


The Ophidian's True Power: By temporarily tapping into the deepest pools of the Ophidian's personal energy, Evelyn can spend an Edge point to pour overwhelming energy into a single attack and add an automatic Yang to her next action.

"WE WILL NOT BE DENIED."

Unless I'm reading the OP wrong, Weaknesses are also Traits, so you've got two more Traits than you should.

Other than that, it seems pretty alright, if a bit on the high end of the power scale narratively. I'm not a huge fan of the central conceit of the design, but that's more just my personal tastes coming into play.

Do they? Well, that does explain the niggling feeling that I had created an overpowered character. Editing in progress...

Yep, the Math checks out. You should have 15 Point spread out all over your Traits, Chi and Edge Cap.

Also, as random trivia, 'Agent Orange' is the name of an Herbicide/Defoliant used by the US Military in the Vietnam War to clear out foliage so that Vietnamese guerillas wouldn't have any place to hide or just simply to clear out large swathes of jungle. :D

The chemical does come to mind...

I will say that the name is more based on the comics character of that title rather than the chemical.

Not edgy enough. Agent Orange is more like a spoilt kid compared to Kharn. This won't end well for, well, one of them at least.

Looking at the respective stats, Kharn probably wins that one by outlasting Agent Orange.
