I think the white clans are the best target for conversion and that we should go all in. With the clans bound by the mandate of the ancestors we would have a lot more resources to work with and more pops than Brushcrest would expect from a single Valley.

Now, this would be nice if this happened
With a Prophet it might happen but on the other hand they might just purge the converted pops, similar to how we are capable of doing so.
- religion less likely to be subsumed by other faiths
It also is unknown if they have a value with similar effect.

Tentative plan:
[] Send the hunters on a raid.
-[] Bushcrest
-[] 2x Heavy Infantry, 2x Regular Infantry, 1x Archers
[] Attempt to change a Pops culture to Valley People.
-[] Sowing People Serfs
-[] 1 culture
[] (Optional) Change the focus of the Pilgrim Village.
-[] Bring Valley People Culture to the White Clans. (+1 Valley People Culture in the White Clans)
[] Send your Great Prophet Speaker somewhere:
-[] To the White Clans
--[] Proselytize to the clan leaders.

If the raid is effective we'll get a few more enslaved pops to work with and I think we have good odds of winning since Bushcrest bled a lot fighting against River People/Makarians. I don't know what to do with the workers and high council actions.

That ability doesn't actually affect conversion, but syncretism.

If you have a settlement with 5 Pops of Faith A and 5 Pops of Faith B, then over time, the faiths will merge into something new that has aspects of both in equal measure.

With the Faith of Bones, the other religion would be subsumed instead of merged, resulting in a branch of the Faith of Bones that draws many rituals and beliefs from the other religion, but still adheres to the core tenets of the Faith of Bones.

I'm not seeing much reason so far to start moratoriums, though I'm not generally against it. Why do you ask?

We're at a precarious crossroads, and otherwise I fear that the first plan posted will grab all the votes, instead of being able to discuss various plans.

I just think it'll encourage further thought before action.

You have 2 Culture to spend this turn:
[] Attempt to change a Pops culture to Valley People.
Not letting other cultures last in greenvalley is important.

Pick an action for the High Council:
[] Gain +1 Production to spend this turn.
[] Gain +1 Culture to spend this turn.
[] Send a diplomat to someone.
Out of these choices I'd just like to build up some production since we lack it.

-[] Bring Valley People Culture to the White Clans. (+1 Valley People Culture in the White Clans)
[] Send your Great Prophet Speaker somewhere:
-[] To the White Clans
--[] Establish local shrines.
I'd like to spread our culture via the pilgrim village and reinforce the faith of the clans who already have bonetenders by building shrines with the prophet.

What would we spend production on?

Training? Menhirs? I don't see the math working for us to get 3 production and the housing upgrade that comes with that.

How do we increase our food production further?

We could train one group of artisans with the +1 production from the council and next turn have the new group, the group of artisans producing culture right now and one production from the council to build longhouses.
As a raiding target i would go for look for minor villages without a palisade between our valley and Bushcrest.

Either Shallowlake or Goldenfields might make good targets. Ideally we'd want at least some serfs to bolster the capital but just loot should be fine.

How about scouting the east? I think it has been a century since we last had any contact with the herdsmen, some of them or a new tribe might've decided to settle there.

so over the course of three turns we could build the log-houses am I getting this right @Azel
because I really think we should do this over time, even if it takes us longer, and then use the remaining points to close off the barriers of our homelands to prevent others from claiming it.
