I believe he meant to finish that with 'limited room'. The most amount of people ever to use one simultaneously is four people, and that's with having them cling to the sides like demented spiders while the thing flies. No cockpit to be found.
I suppose it could be used by our exceptionally strong/agile people who aren't large? Spark, Nui, Sam, and Ryouga seem to be the only people around who could currently handle it.
