If you can convince me that your character should be capable of a given spell, and that spell does not appear to be overpowered, I'll allow you to do it without going through a specific learning process. This isn't DnD.

Honestly, given the Weapon scale and Sunset's W5 'Dark Fireball', W4 probably makes more sense for a fireball spell. Assuming it's an explosive fireball and not just a bolt of flame.

Going to have the NPC Team concede the conflict, but I'm pretty sure none of you would be happy if they got away with no deaths. Sunlit Dawn is in the worst position to get away, due to having tried to break off, getting shot down, and being paralyzed now, so she's a given for being unable to escape. Thus, I'm going to put it to a vote which of the other four should fail to escape. The ones who do escape are going to be running the hell away from Moira; they're in no position to keep being in your way.

Note that I think the Company comes out ahead regardless of whether or not there's a sacrificial lamb. Both sides have easy ways to remove the consequences taken, and both sides burned a number of FPs, but now the Company has unmolested access to the subbasement and Equestria goes back empty-hooved.
Snowflame would've been removed regardless of Dawn stabbing him, so I don't count him among 'losses taken'. Though I am regretting not having the 'walker unsummon him now.
I'll take that as a vote for 'Capture Sound Strike'.

I was actually going to vote for Far Sight since I assumed it'd be Ethan's shot that killed Sound Strike, and that would mildly annoy Nui for all of five minutes.

Oh no, the damage from Ethan's shot had already been rolled and dealt before the decision to concede had come. You can't concede after an attack is rolled but before it hits. Once the dice fall, you have to be able to mitigate the damage somehow, or get taken out.
...Basically, it can only happen on your own turn.

If you pay attention, you'll note that Cyreni was jumping their skill ratings around in the fight, trying to make them workable as fair foes. When he sent their sheets to me, they were heavily nerfed. A bit too nerfed, so I actually buffed them back up a little.

It's fine. If you don't see what's going on behind the scenes, it's really only because the moments of them being 'oh shit!' strong really stick out.
In the current form of his sheet, Sound Strike has 22 skill points and his refresh cost is -8. He is somewhat less scary than he was managing to appear.
