That would be either diplomacy actions with a write-in to focus on learning about their sources of bronze or to send out an naval Expedition to look for trade routes carrying tin and copper.

Hmm...studying local legends might offer a clue via oral history. Draining valleys might reveal new sources of metals. And so too is digging up Pottery Kilns. Still counts as digging up for metal.
