Exactly it seems like a built in class system. Consider how much trouble people who don't know English have in America.So probably the split will be low realm or local languages versus like, High Realm official business ones?
Mostly because its designed to be spoken and written legibly by people and creatures without even vaguely human configurations in full clarity.So Old Realm will always require a fair bit of education to learn. No moral can have Old Realm as their native language. That is troublesome.
We are going to need to hire some people to gather news for us.
Investigation is a skill that we don't have much of. We should be able to keep on top of economic information however.While it is true that we can and should outsource some of the work we don't want to do so exclusively. We need to know what is going on ourselves too so we don't get bullshitted and to ensure we can actually use the newspaper to pursue our goals. If nothing else we should keep in mind that we are going to be infinitely more capable of getting the scoop on international news due to our speed. Hiring people to do a job you can't do is rarely a good situation if said job is an essential part of your core business.

That is Linguistics that we are voting to raise right now.Yeah, investigation is another ability we should consider raising... But while we should be able to deal with only public news at first well never be able to function as a newspaper without being able to write down said news properly.
Early newspapers were a lot less about actual accurate news so much as the local gossip.I don't think it is wise or desirable to include hard to read sections in our newspaper once we start that. Exclusiveness is not a desirable feature to have in a newspaper. The far more interesting reason to learn Old Realm is so that we can use it to learn news and then translate it to the masses.
Remember, printing the newspaper is only half the battle or less. We need to be able to consistently find and write down interesting news. We can't fill a newspaper with only gibberish and propaganda and expect it to become hugely popular... At least not at our skill level. We should ensure it has useful information.

It might be best to stick to publishing until we can get some people hired on with good Investigation and/or get a couple more points into it ourself as well.
Also the best news to sell would probably be the stuff from the nearby areas that would normall take a couple days to a couple weeks to make it's way around the area.
I know it did in 2nd edition, but that didn't have any other way to get languages. It's very likely that 3rd, with it's focus on merits, doesn't hand them out like that, and you're remembering reading discussion about 2E.I am not sure about the rules does gaining a dot of Linguistics automatically give a language?
