The difference between that and asking for an unconditional surrender is, to the person receiving the demand, functionally nil.
Changing the fine tuning, honestly. This is like asking the Mechanicus to institute basic OSHA guidelines and reasonable accommodations for the needs for their workers: They would absolutely fight it both because of a drop in efficiency going by the metrics they care about and because they enjoy their traditions but it wouldn't demolish their way of life if they had to institute such things. Mostly they'd be doing it because no man likes losing sovereignty that they have grown accustomed to.

Nobody is doing that because it would be a crippling fight but its comparable in my mind.

This might be heavy handed but, well, pretty much anything we do that doesn't leave them to their thing is going to be.

The point of issuing an ultimatum that you don't want your enemies to follow through on is to establish casus belli.

In essence, you are telling your enemy 'this is why I'm attacking you and this change is what will convince me to stop', which is significantly different from bombarding them from orbit unannounced.

Can't wait to see how this plays out. It might be smooth sailing or a disaster, but it will be amazing either way.

Also, it just occurred to me that it probably wasn't a coincidence that the Primarch who specialized in dealing with toxins had a drug infested population as his first compliance.
