To escape being burned at the stake, she used the last sparks of her power to call on terrible beings to save her. In response, they gave her "Flesh of stone" and transformed her into an immobile statue of an angel. The people were shocked at this, but seeing her unable to move, placed her frozen form in the cemetery, occasionally adding statues of other angels to match her appearance and keeping the story of The Stone Witch for ages. For over two hundred years, she stayed frozen, only able to steal small fractions of power whenever someone brushed their hand against her stone surface. Finally, she gained just enough to move herself... but only when nobody looks at her. Anyone she touches becomes cursed to slowly (or swiftly, depending on the level of contact) turn into stone while making her stronger.
[x] As a weeping angel, we stick to the shadows to do our work. If we target only the criminal elements of Gotham, we could be a truly terrifying force against evil. Every opponent we catch becomes frozen permanently, no escaping from Arkham for them. Also, as a supernatural opponent who can't be spoken to face-to-face, we could be just as much a mystery to Batman as he is to the criminals he fights.

But tragedy struck, and he found that his muse had abandoned him! No longer did the sights and streets of Gotham flow from his pen - he felt the call to paint scenes of danger. Of adrenaline. Of aesthetic menace!

You took the spots closest to the danger when the time came to clean up after another villain unleashed some new chemical weapon on the city.

Where Bruce is unique - in his intellect, in his upbringing, in the fact he's the goddamn Batman - justing is just the avarage joe. A clever one, sure, but you still wouldn't recognize him from any other dude in the street. Where Bruce is a loner, Justin knows people and uses that knowledge to his adventage. Whether that's by knowing how not to get on his boss' bad side, how best to get something from someone or even by recognizing when it's better to engage in a stratigic retreat rather than stay and fight. Where Bruce is rich, Justin is poor.

[x] Son of a minor Cartel member, criminality has been a fixture in his life since birth. If you can be arrested for it, he has probably done it at some point in his life. His family was wiped out by a rival family when he was attending his senior year at Gotham University, at which point he laid low long enough to graduate and disappear into the underground. As a result he has henched for the majority of the rogues and crime families of Gotham, and is finally tired of losing scores due to leaving clues/flipping coins/needlessly taunting the Bat and is going to take charge and mastermind his own schemes.
[x] Chango is a dark reflection on Batmans' standards in that he still has some as way of his personal beliefs. He doesn't like or prefer to inflict bloodshed and violence, but he does understand that sometimes it is the only thing that works. He avoids killing, but will do so if there is no other recourse. Chango is all too aware that he is a criminal, not a saint and there are things he regrets doing but it was better than the alternative. There are lines he will not cross, which has caused him to refuse or leave the employ of some of the rogues. (Also the Jokers' checks bounced. Ha Ha. Rubber checks. Very funny, boss.)

[X] Originally a Doctor working in a free clinic, Dr. Blut's life was changed forever when she stumbled across a strange artifact that had miraculous healing properties- but at a cost. It required draining a donor of life to give life, and while the Doctor initially used her own life force to power the artifact, it wasn't enough. A factory near her clinic had recently been shut down after it was discovered to be breaking numerous health regulations, but not before leaving it's dozens of workers with extensive health problems. Her life wasn't enough to restore them, so she decided to begin kidnapping the members of the board of directors, draining them of life to restore their former workers to good health. Batman tracked her down and stopped her, shattering the artifact and showering her with several fragments. And then, as she was sitting in jail awaiting trial, she began to notice a strange new hunger...
[X] A woman who worked her way up from nothing, dedicated her life to helping people, only to see them pissed on by society and their corporate masters again and again and decided to take action. Also, after the artifact gets exploded she gets powers that basically make her a Vampire, and she uses her new powers in ways that parallel Batman's typical tactics.

Her youth is that of a lower middle class on the verge of falling lower, spending her days online and wistfully gazing at the homes of the rich and opulent.

Jimmy's crew, his family, is on the way to the slammer, some for long, some for longer, but none of them tattled about good old Jimmy, which is good because he still has business in Gotham. With nothing but the soggy flap between his teeth and the soggy flap between his ears he is on his way to get revenge on the Bat.
[X]Dark Mirror; Where the Bat protects the innocent people of Gotham Jimmy the Rat protects the... not entirely innocent people. He is for hire for his quick wits and quick tongue not for his brawn and he is reasonable good at what he does, or at least he can talk himself out of trouble if the Bat still breaks up the party. He's also got it out for the Bat for a bit, like not a homicidal bit, more of an I'll-break-your-legs bit. His methods usually involve unnecessarily elaborate plans and minions who were talked into taking on the bat (because when the Joker can get minions somebody who is not obviously a maniac can get some too.)

[X] Dare was the son of Egyptian immigrants, who grew up in the narrows one of the if not the worst places in Gotham with it being almost as bad if not wore than crime ally, but despite this he still had a relatively happy childhood, despite being so poor that his family were just barely above the poverty line he could still smile, despite his mother working long nights as a hospital cleaning lady and his father breaking his back as a dock worker at Gotham,m bay he still had hope until that day when it all came crashing down and he lost everything. he ran away not waiting to be put into the system and made a promise an oath that he would dedicate his whole life to ensuring that no other child would go through what he had that all the criminal scum of Gotham would pay with blood.
[X] Much like Bruce, Dear lost hs family to criminal activity, though unlike Bruce it happened his own home. the same night that the bat-man was created back when the falcone's were still running things, much like the gangs before and after them they were running protection rackets along the narrows and with how poor Dare's parents were they could afford to pay and so they refused, so they were made an example off. the only reason that he survived was that his parents had him hide in a closet while he watched them get brutally murdered in the case of his father and raped then murdered in the case of his mother (yes i did take this background from hellsing). the parallels continue the fear and helplessness that he felt that day , caused him to be filled with a sense of guilt in that he blames himself for what happened to his parents and seeks to avenge them by some how taking out every criminal in the city as a way to atone for his "sins". only unlike Bruce his way involves more murder and fewer resources starting out.

His greatest joy was to return each day to his true home, his workshop. It was a sad little thing, but it did little to stop him from indulging in his favored activity; engineering. He remembered the simple joys of bringing a box of discarded parts from the junkyard and creating his most beloved toys. He still does it, from time to time, but his talent there was nowadays used for his schemes.

Yet, all must end. His guardians failed to bring forth payment to the gangs; thus, his foster-father never returned and his foster-mother was left broken and catatonic upon their doorstep. Nowadays, she was confined to a hospital bed. He hasn't visited her as much as before. With no legal source of income in sight and living on the streets, he had to turn to the most iconic element of Gotham City; crime. And oh did crime pay. He never needlessly harmed. However, that does not mean he is unwilling to disregard morals to enjoy what he rightfully wants out of life by unlawfully taking the lifeblood of capitalism. And, well, his little birdie certainly helps.

As expected, it did not end well.
For years you had been exposed to the constant horror. Corpses lining the streets...broken men and women to deep into drugs to ever recover and smile again...screams and crashes and gunshots as common as a beeping horn. You hated your home with all your heart.
When you came home to find your parents torn apart, and even partially devoured...you weren't surprised. Neither were you any bit shocked that you might suffer the same fate...
Gotham will die a natural death. You will make it happen. Your gonna foreclose the city, get all the civilians to move, put every one of the terrible, horrible people called villains to the sword...
Then, when Gotham is an empty husk, your gonna blow it all to Kingdom Come.
Cause this place is Hell on Earth, and despite everything, no one can change that.
Yet....when what existed before is gone? We can finally make something new.

Everything was taken from you, but you had no guidance. No teaching that could tell you how to avenge the ones you love, or how to find out who took them away. You had no skills to catch someone's pitying eye. You know what's gonna happen. After seeing what became of Dad and Papa, you can't let go.
Your just a little boy, with a tragic backstory like everyone else...
You don't know what your doing. Your gonna find people you have no chance against. Your gonna be a child trying to play with the adults. Everything's set up to end badly...and even now you recover wounds fighting Killer Croc.
Which is why your searching for the most invaluable thing. A teacher.
You think you've found them. He's noble, and he's a man of destruction. He understands how Gotham is, and why you feel the way you do. Maybe he won't allow you to go that far...but when the time comes, you know you could do it without him
Yet, still, you will be forever grateful. One day, after you've lived your full life, you hold hope that you will see your parents again in Heaven.
Even though he feels so bad...even if its his hatred that helps him in every fight...he's doing it for love.

Maybe, but it's the actual concept, that of an evil butler, which draws people to it. You can have any number of delicious pastas, but that won't help if people go to your competition because they're craving hamburgers.

Hell, I'd even be willing to assist the planmaker in fleshing it out, but there's a difference between "I want pasta, I'll accept this cooked, but unseasoned and unsauced spaghetti" and "I want pasta so I'll accept this spaghetti with sauce, seasoning, and meatballs".

That plan was written by somebody who didn't come up with it, because the original person didn't make it a vote and the plan writing person just wanted to get their ideas down to give it a fighting chance. Complain at them.

As a side note, I wonder if this character might end up becoming an accomplice/friend of Jason. Maybe putting on the Hood to divert Bat's attention while Todd pops a cap in Black Mask

Whoops, was thinking of someone else when I wrote that. Still possible to be hired, but as a criminal Jason's more likely to shoot us than shake our hand.

Unless... we wind up as a source of new gizmos for him. He pays us, we supply him with Wayne-Level tech or better. Who knows? If we don't do anything he considers death-worthy we might even become pals.

Only not like Paul since we don't have one of the most powerful items in existence to solve 99% of the problems we have by wanting a solution really badly.
