[x] Matthew Savante
[x] Irredeemable Villain*
[x] dark mirror to Alfred. Should have either psychological or power-based reason to make batman disinclined to attack him. Never a primary threat, but is always present in the background, helping other villains.
[x] Born to French Immigrants, Matthew was trained as a classic Manservant. He is skilled at many tasks, ranging from menial, mechanical or even to many labour-heavy tasks. Perhaps of most importance though, is his ability to remain in the background until his master needs him.

[X] Plan Kingfisher 2.0
-[X] Tragic villain
-[X] Blake Morrigan Corvide (Corvids, Birds)
-[X] Blake remembered the day his parents left him; he remembered their faces, how they held him, how they disappeared into Gotham's rainy night. Only that. He was left at the doorstep of a young couple, whom he learnt had long been unable to bear children. They raised him as their own, and he knew they tried. For that, he loved them. Yet, he also despised them. For his foster-father's drugged cowardice, and for his foster-mother's drunken fits of fury. He remembered the stings, the hunger and the endless, despairing sobbing. He remembered how the criminal elements that ruled cowed them with threats, embargoes on their oh-so illicit substances and demands of what little money they had.
-[X] Bruce lost his loving parents to a mugger and returned an incorruptible, wealthy businessman. Blake was abandoned, and his poor, disliked foster-parents were ruthlessly offed, leaving him on the streets. Batman fights crime. Blake, on the other hand,
lives off of it.

[X] Henchman Villian (Azrael)
[X] Riley M. Magwick (Rot, fire)
[X] Gotham is a place beyond saving. Ancient, malevolent magic that eats away the sanity of the just and stable have long destroyed its chance of becoming a desirable environment. Moving to Gotham is a common joke, because no one would do it. Dad and Papa, however, work at Star Labs. They were transferred to the Dark City...
[X] You are not Bruce's other...

[x] Plan Weeping Angel
[x] Tragic villain
[x] Emily Stone (or something. We're an evil statue, we really don't need a name)
[x] A witch who grew up during the early days of Gotham city. One terrible year, a witch hunt spread through the town that would later become Gotham and she was accused of heignous crimes by those who had a grudge against her. To escape being burned at the stake, she used the last sparks of her power to call on terrible beings to save her. In response, they gave her "Flesh of stone" and transformed her into an immobile statue of an angel. The people were shocked at this, but seeing her unable to move, placed her frozen form in the cemetery, occasionally adding statues of other angels to match her appearance and keeping the story of The Stone Witch for ages. For over two hundred years, she stayed frozen, only able to steal small fractions of power whenever someone brushed their hand against her stone surface. Finally, she gained just enough to move herself... but only when nobody looks at her. Anyone she touches becomes cursed to slowly (or swiftly, depending on the level of contact) turn into stone while making her stronger.
[x] As a weeping angel, we stick to the shadows to do our work. If we target only the criminal elements of Gotham, we could be a truly terrifying force against evil. Every opponent we catch becomes frozen permanently, no escaping from Arkham for them. Also, as a supernatural opponent who can't be spoken to face-to-face, we could be just as much a mystery to Batman as he is to the criminals he fights.

[X] Comic ineffectual villain
[X] Arthur East (Art. East)
[X] An aspiring artist, Arthur was attending one of the Wayne Charity Balls when VILLAINS ATTACKED! He was
inspired by the thrill of the danger, the glamour of the Rogues and of course by Batman's heroic rescue, and his paintings sold very well for the next few months. But tragedy struck, and he found that his muse had abandoned him! No longer did the sights and streets of Gotham flow from his pen - he felt the call to paint scenes of
danger. Of
adrenaline. Of
aesthetic menace!
[X] Another rich socialite layabout with a big inheritance who goes to all the fancy parties and got a shocking introduction to the criminal world. It's just that unlike Bruce, his didn't involve any murders and he found it, uh, really exciting and cool.

[X] Plan Firebreak (working title)
[X] Tragic villain
[X] Ash. E. Cymerge
[X] You used to be part of Gothams emergency response teams. It had always been what you wanted to do, ever since they'd saved your life when you were a child. You'd worked hard your whole life to get there, and you gave everything you had to help the city once you'd found a place there. You were first into the fire when there were people stuck inside. You took the spots closest to the danger when the time came to clean up after another villain unleashed some new chemical weapon on the city.
[X] You and the Batman both want to save the city. It's just that he thinks that it can still be saved as it is right now. You've seen enough to know that Goham is too far gone, and that the only way to save Gotham is to start over from the rubble.

[X] Plan Hyper Competent Sidekick
[X] Henchman villain (To anyone who pays well enough)
[X] Justin Joe
[X] There wasn't any one thing that caused Justin to turn to crime. It just sorta... happened.
[X] Where Batman is an idealist trying to change the world through his means, Justin is resigned to it, trying to play the system to his adventage. Where Bruce is unique - in his intellect, in his upbringing, in the fact he's the goddamn Batman - justing is just the avarage joe. A clever one, sure, but you still wouldn't recognize him from any other dude in the street. Where Bruce is a loner, Justin
knows people and uses that knowledge to his adventage. Whether that's by knowing how not to get on his boss' bad side, how best to get something from someone or even by recognizing when it's better to engage in a stratigic retreat rather than stay and fight. Where Bruce is rich, Justin is poor.

[x] Plan Having Standards - "What's the difference? One's a job the other is mental sickness!"
[x] Chango Escarrá
[x] Ex-henchman (many, mainly The Penguin)
[x] Son of a minor Cartel member, criminality has been a fixture in his life since birth. If you can be arrested for it, he has probably done it at some point in his life. His family was wiped out by a rival family when he was attending his senior year at Gotham University, at which point he laid low long enough to graduate and disappear into the underground. As a result he has henched for the majority of the rogues and crime families of Gotham, and is finally tired of losing scores due to leaving clues/flipping coins/needlessly taunting the Bat and is going to take charge and mastermind his own schemes.
[x] Chango is a dark reflection on Batmans' standards in that he still has some as way of his personal beliefs. He doesn't like or prefer to inflict bloodshed and violence, but he does understand that sometimes it is the only thing that works. He avoids killing, but will do so if there is no other recourse. Chango is all too aware that he is a criminal, not a saint and there are things he regrets doing but it was better than the alternative. There are lines he will not cross, which has caused him to refuse or leave the employ of some of the rogues. (Also the Jokers' checks bounced. Ha Ha. Rubber checks. Very funny, boss.)

[X] Tragic villain
[X] Eva M. Echo
[X] It was a gang war that started it all. You had lived in a small, poor sub-community where everyone knew each other by name at least. It was hard, but it was nice in it's own way. And then the gang war spilled over into your home. Pushed into a corner, you had made... something. It let you stop them, but it wasn't enough. Every family you saved, every person, only ended up dying later without you even realizing it. And when you did, you killed and killed and killedkilledkilledkilledkil-
[X] You create tools. Weapons really. You have been preparing for so many years since that night to begin cleaning up the city. You have a company you started to help research into technology with help from Wayne Industries. You make sure some of the profits go to helping the poorer communities like your home and most of it goes back into research to keep a profit churning. But some of it goes towards more personal projects. You also have issues with criminals. Most you can ignore, but if someone is being threatened... well, you are very smart and learned how to cover up your slips thankfully.

[x] Scorched Earth
[x] Controls the "Cleanup Crews" of Gotham, when something needs removed, Scorched Earth moves in and destroys everything in a matter of minutes, completely ignoring any form of safety or protocol, getting dozens killed in the process, however, this is Gotham, and Gotham is a shit hole, and a bribe here or there covers up any...indiscretion, however, it is getting more and more clear that Scorched Earth is caring less and less about what is destroyed, and slowly, the destructive practices grow and grow, and spread farther and farther, as Scorched Earth realizes one thing: The World Must Collapse, one Building at a Time.

[x] Tragic vilain
[x] Judy Punch (refernce to famous puppet show Punch and Judy)
[x] It wasn't your mothers fault. She loved you, even if her three jobs meant that time together was scarce. She always tried to make up for it with defective toys she got for free from the factory. But you were a special child, more intelligent than most adult by the time you were ten and skipping through the educational system like it was a playground.
[x]Dark mirror of the murder of the parent of Bruce Wayne.

[x] Alfred Pennyworth
[x] Batman's loyal butler was mortally wounded while saving Batman's life from a falling boulder. However, his body was discovered by a scientist, who decided to heal him by bombarding him with radiation. Though the scientist's genius led to Alfred's resurrection, it also changed his body into a monstrous one, with pale lumpy white skin, no hair, and great psychic power. He was also driven mad, and decided to kill Batman.
[X] He's one of Batman's oldest friends, and now, he will become his greatest enemy! The only answer to a paragon of humanity is an Outsider to it!

But you were a special child, more intelligent than most adult by the time you were ten and skipping through the educational system like it was a playground.
[x] Caroline is a mirror of Batman as an orphan- she has his brains and his drive, but no driving purpose as her mother's death was tragically meaningless and no moral foundation as she has no Alfred to put her trust in.

[X] Tragic Villain
[X] Dr. Sarah Blut
[X] Originally a Doctor working in a free clinic, Dr. Blut's life was changed forever when she stumbled across a strange artifact that had miraculous healing properties- but at a cost. It required draining a donor of life to give life, and while the Doctor initially used her own life force to power the artifact, it wasn't enough. A factory near her clinic had recently been shut down after it was discovered to be breaking numerous health regulations, but not before leaving it's dozens of workers with extensive health problems. Her life wasn't enough to restore them, so she decided to begin kidnapping the members of the board of directors, draining them of life to restore their former workers to good health. Batman tracked her down and stopped her, shattering the artifact and showering her with several fragments. And then, as she was sitting in jail awaiting trial, she began to notice a strange new hunger...
[X] A woman who worked her way up from nothing, dedicated her life to helping people, only to see them pissed on by society and their corporate masters again and again and decided to take action. Also, after the artifact gets exploded she gets powers that basically make her a Vampire, and she uses her new powers in ways that parallel Batman's typical tactics.

[X] She who wanted and lost.
[X] Tragic Villain
[X] Erica Lecton
[X] A top programmer at Wayne Enterprises, Erica also created small things in her spare time. Sprite games, novel art tools, a code that could produce simple music on it's own. Erica herself came into her career on the back of a Wayne funded scholarship to a university, taking a masters degree in computer science, programming, and related fields. Her youth is that of a lower middle class on the verge of falling lower, spending her days online and wistfully gazing at the homes of the rich and opulent.
[X] Technology is a useful tool, and much is gained by those who use it to it's fullest. Erica and Batman both use or create technology to their own ends; though for now, Erica's innovations only include such things as a custom pancake machine.
[X] He who was born into opulence, and she who tried to work for it.
[X] Batman lost his parents, and will never know what they would think of him. Erica still has hers, and they will support her... no matter what she does.

[X] Name; Jimmy the Rat
[X] Real Name; James Francach (Irish for Rat)
[X] Irredemable
[X] Backstory; James was part of a small Irish mobster family and live was good for him and his brothers in crime-ridden Gotham. That is until in an unfortunate robbery the Bat happens. Jimmy's crew, his family, is on the way to the slammer, some for long, some for longer, but none of them tattled about good old Jimmy, which is good because he still has business in Gotham. With nothing but the soggy flap between his teeth and the soggy flap between his ears he is on his way to get revenge on the Bat.
[X]Dark Mirror; Where the Bat protects the innocent people of Gotham Jimmy the Rat protects the... not entirely innocent people. He is for hire for his quick wits and quick tongue not for his brawn and he is reasonable good at what he does, or at least he can talk himself out of trouble if the Bat still breaks up the party. He's also got it out for the Bat for a bit, like not a homicidal bit, more of an I'll-break-your-legs bit. His methods usually involve unnecessarily elaborate plans and minions who were talked into taking on the bat (because when the Joker can get minions somebody who is not obviously a maniac can get some too.)

[X] Tragic villain
[X] Dare Ahriman (Persian for devil)
[X] Dare was the son of Egyptian immigrants, who grew up in the narrows one of the if not the worst places in Gotham with it being almost as bad if not wore than crime ally, but despite this he still had a relatively happy childhood, despite being so poor that his family were just barely above the poverty line he could still smile, despite his mother working long nights as a hospital cleaning lady and his father breaking his back as a dock worker at Gotham,m bay he still had hope until that day when it all came crashing down and he lost everything. he ran away not waiting to be put into the system and made a promise an oath that he would dedicate his whole life to ensuring that no other child would go through what he had that all the criminal scum of Gotham would pay with blood.
[X] Much like Bruce, Dear lost hs family to criminal activity, though unlike Bruce it happened his own home. the same night that the bat-man was created back when the falcone's were still running things, much like the gangs before and after them they were running protection rackets along the narrows and with how poor Dare's parents were they could afford to pay and so they refused, so they were made an example off. the only reason that he survived was that his parents had him hide in a closet while he watched them get brutally murdered in the case of his father and raped then murdered in the case of his mother (yes i did take this background from hellsing). the parallels continue the fear and helplessness that he felt that day , caused him to be filled with a sense of guilt in that he blames himself for what happened to his parents and seeks to avenge them by some how taking out every criminal in the city as a way to atone for his "sins". only unlike Bruce his way involves more murder and fewer resources starting out.

-[X] Jean Noir
-[X] Backstory: Jean was born to a wealthy family from France. When they moved to Gotham, his parents died due to a business deal gone wrong and their fortune was scattered to the four winds. Penniless, he was given to an uncaring orphanage and had to scrape by with petty thievery.
-[X] Bruce was always at the top, even after his parents died. Jean, however, had to become a criminal after the death of his own parents simply to survive. It's his hope to one day be rid of Gotham's crime problem not through fighting it, but by harnessing it.

-[X] Henchman villain (To [Write-in])
-[X] Matthew Savant
-[X] Matthew, a dedicated butler of French descent, always held a disdain for the criminal scenery of Gotham. Disorganized, chaotic, senselessly destructive. The worst culprits were the so-called super villains, always engaging in their hare-brained schemes. It was only when his previous "master" was killed that he swore service to the mad villain who was responsible. Perhaps he might subvert the inanity of these idiots, one day. He might as well start somewhere, especially with his new-found...
abilities.
