Slayer Command: XCOM with Monsters and Mecha

I find it kind of funny how every plan involves using all three complication slots.

Not entirely sure why.
While I can't speak for others, for me, it's because I don't see the complications as bad things to be avoided. Once we're in character, it'd be a challenge to close the beta breach and narrow the front to relieve our overstrained logistics. In character creation, however, opening a second breach to deal with promises interesting strategic decisions in terms of balancing forces and establishing norms to figure out what the minimum force needed to safely win a battle is, which makes it an interesting choice.

If I could take more complications while still being limited to three boons, I'd file a vote to that effect.

You were also very upset at the moment, as the person on the other end of the phone call should know very well by this point. "Who the hell is running our cyber security!? This is the schematics for our best weapon against Titan-class Biomorphs, and somehow instead of being secured behind the best defenses money could buy, it's now out in the wilderness of the internet!?" You yelled into the phone, one of your eyes twitching as you felt the need to throttle the absolute moronic nethanderthal who allowed this atrocity to happen. You scowled as you listened to the man on the other end as he tried to calm you down. "Oh? And what you could possibly have that would make up for this utter catastrophe-!?" You paused as the words came over the line. "We have an intact Titan-Class specimen? …Perfectly preserved you say? And the data on the Cybernetics has come in safely? And the dedicated facility for my babies has been fully constructed?"

Well… that does take the edge off.

You sighed and spoke into the phone, keeping your voice level this time. "Very well, that is good news. But I still want our cyber security to be gone over with fine toothed comb and refined into something where this incident doesn't occur again, do you understand? Good, I'm off to meet the Department Heads…" You paused as the man on the other end told you something that brought back the eye twitch.

"WHAT DO YOU MEAN WE ONLY HAVE TWO DEPARTMENT HEADS!?"

God, you had your work cut out for you if this was the level of competence you were stuck with…

Budget usage: 1000/1500

The premise here is pretty simple. Expand our available action count and improve our action efficiency. And maybe get more than the one single tank. This blows through a good chunk of our budget, but hopefully having a PR department and intrigue department will allow us to take actions to generate more income.

I figure once we get a research department head, we can also start pumping out cybernetics for general consumption, as that seems to be an implied income stream.

Let's see... our expenditures are likely to vastly eclipse our funding for a while. DCs are high enough that we likely want to start getting infrastructure built out as soon as practical as well. We do seem to be in an advisor-centric system, where advisors give us both options, likely tinted by their personality and circumstances. More Funding is likely an initiative from the PR team or in desperation the spooks.

Outside of that, we probably want to keep as much budget in reserve as practical without leaving actions on the floor.

Total price is 900, so we'll be working with 800 budget next turn if I'm reading it correctly. We'll need to fix the budget that turn or we'll be in a crash state turn 3. This looks good for maximizing the chances of someone having an idea of how to fix our budget, at least. Much as I'd like to just brainstorm every turn, personal action goes to recruiting a diplomat, since if that fails we're looking at desperation actions to have money to do things.

A significant portion of the plan is the industrial actions building extra facilities, but these facilities offer re-rolls, which from a probability standpoint are very worth it. A DC 50 action with one reroll is as likely to succeed as a DC 25 action with no rerolls. The categories offered are great as well, offering a boon to our science and what will likely consistently be our most expensive options.

... and it appears that I've been ninja'd by a nigh-identical plan. Well, it's a decent indication that a lot of this won't be controversial.
 
Heh, yeah, the only difference is armor vs bluecaps. I can appreciate wanting to save 100 credits - although I don't know how often we're expecting our base to get infiltrated. Judging by the number of "base defense" options, it's not out of the realm of possibility.

Well we did pick the Breach Cults downside, as well as the other two downsides with the potential to make them much more dangerous, so I imagine that's made the threat of infiltrators and direct base assaults much higher than it otherwise would've been for this quest.

To be fair that was actually presented as a selling point for that chargen plan, that it maximized the potential enemy variety. With this combination we'll eventually get to face off against DIY Slayers made and piloted by crazy cultists (who might also have their own Meta powers). Just look at it as an interesting challenge to overcome (which is still probably more manageable than something like L-Class monsters would've been).

With this combination we'll eventually get to face off against DIY Slayers made and piloted by crazy cultists (who might also have their own Meta powers). Just look at it as an interesting challenge to overcome (which is still probably more manageable than something like L-Class monsters would've been).
I'm mildly surprised that L-Class Biomorphs were apparently so intimidating.

Then again, when I said they made Slayers and Titans seem like what conventional forces are to them, I wasn't really kidding.

Yeah, I took that description seriously, so intimidation shouldn't really be surprising. I mean, adding in more enemy factions/types for extra interesting challenges which are still on our same playing field is one thing, raid-bosses which reshape the landscape just by walking around is quite another.

You were basically building things from the ground up, and you had to hire three additional Department Heads! Sure those weren't the most expensive parts of the budget this month, but it was a very good portion! As for how exactly things went down…

"You… doing okay there, Adams?" You asked as you looked at him with some concern as he downed the third cup of tea in the past few minutes after you came to check in on his progress with training the Bluecaps up to the same effectiveness as your field squads.

"Director, I have been surrounded by imbeciles. I have never known that I could feel such disappointment in another human being, let alone multiple." He said, rather blunts as he poured a fourth cup.

"Well, that's concerning to hear. Were the Bluecaps really that bad? They didn't give us glorified mall cops, did they?" You asked, not really being serious when you made the comparison. However, Adams' silence in response made you worried about what the answer was going to be. "Did they?"

"Thankfully, no they didn't, but it is a near thing. Standards for Bluecaps are laxer than for combat personnel as the higher ups didn't think that the base would come under attack anytime soon so the majority of them reservists that occasionally train their marksman ship a couple of times a month as better trained personnel are needed elsewhere. They can do basic PT well enough and follow orders, but they don't have any combat experience and I need more work to get them to trained to perform squad tactics and CQC to be of actual help in a combat setting. I'll need to put them through Boot Camp before they could come close to our ground pounders. Frankly, I think it's more efficient to just station some active-duty guards on rotation and instead train the Bluecaps to root out infiltration attempts instead."

"Are there any downsides to what you are suggesting?" You asked as Adams straightened himself up and started to list of the benefits and downsides of this arrangement.

"Well for one, we would be down an Infantry Unit or two as we implement a guard rotation for them to do. But in return we don't need to worry about base security for a while as all of the ground pounders have enough experience to handle base security for a good while."

So, while we would be down to 90% of our infantry strength, we could spend our resources elsewhere. Or we could double down and continue training the Bluecaps to be more combat capable.

You looked over some files regarding who you could fill in the spot left in your Research Department as its head, and I found a few candidates who seemed like they'd make a good fit. They certainly seemed smart enough for it and could bring in their own expertise to assist.

Miyano Shiho, a brilliant biochemist who was actually relatively young. In fact, you were pretty sure she is the youngest of your three candidates, but her skills in her fields of biochemistry and medicine would certainly be a boon to the organization once you had her on board.

Egon Stetmann meanwhile is… an interesting mind to converse with on occasion. He is extremely skilled when it came to robotics, and you even noticed that he has some kind of idea to create drones based on the Biomorphs before his lab was destroyed by some group of radicals who had a religious objection with the idea. It would be an easy job to scoop him up and see what he could do, especially once he got a look at the Cybernetics data and your Slayers.

The last candidate… honestly her reputation scared you. Doctor Moira Vahlen is apparently, the one called in to perform autopsies on Biomorphs during the early days of the invasion and helped find out a few things regarding their unique biology, though you doubt she ever had a specimen as perfectly preserved as the Titan in your care. Actually, you could probably use that to bribe her to come in and help you study the Biomorphs. You just hoped the stories you heard about her regarding her intense interest weren't all true…

"You're a right scary girl when you smile, you know that right Director?" Emily Chambers asked as she looked at you, clearly not understanding the greatness you'd be able to accomplish. You did school your features however as you should be professional. Let your genius shine through with your actions and creations, not words and boasting. You already compiled a list of equipment that you want your lab to have, more precision equipment that the main lab doesn't have as it was meant for general research.

"I see you need me to work some miracles for you again." Your friend said with a knowing look. "At least I'll have something resembling a team this time instead of having to do all the work myself, but it is good to see you again Laura."


"And you're getting a bigger paycheck too, that's a bonus all on its own!" You remarked, much to your friend's amusement from the look in her eyes. "Josephine, you'll do wonders here."

"Just like how I managed to convince people to give your Slayer's a shot?" Josephine asked with a raised eyebrow, a small smirk on her face. "Laura, you make sure I have the funding and the material, and I'll handle the rest."

"I hope you haven't lost that Golden Touch and Silver Tongue of yours, otherwise we're both going to look silly." You said, scratching the back of your head. "And broke, because running this place is expensive!"

You blinked as you saw someone at the desk of where your Head of Covert Ops would be working, yet you distinctly don't recall hiring anyone for the position yet…


And yet from what you've been hearing, the guy just showed up one, took charge of your covert ops division, and was basically doing the work of the whole department by himself. He looked up and nodded to you. "Director, I see you're doing well. Intel reports should already be on your desk regarding important matters that would be relevant to the organization." He said as though he was meant to be there.

It honestly made you wonder if you just somehow never noticed him before or if was already out getting intel when you took charge. It wouldn't even be surprising if that man who told you that you only had two department heads had forgotten about a third, they certainly made themselves sound incompetent.

Still…

"I don't recall hiring you…" You said, wondering if you should pull out the taser you had on you, or the handgun.

"Technically I am on loan, your search for a head of this department reached my superiors and they thought I'd make the best fit. Normally I'd keep to a cover, but it was recommended that I'd be more open with you in this matter." He said.

"I… see. Well then, I'll just keep an eye on you, just in case." You said as you looked at the man. "You got a name?" He looked up from his desk and the papers on it and gave you a look.

"You can call me <Twilight>, Director."

Some failures were expected with everything being coin flip DCs, but those two department head crits are very nice.
