Can we see the rolls in these combat mission updates to help inform us on how we want to develop and deploy our units in the organization going forward? Or is that something you specifically want to keep under the hood so we have to feel things out more as we play, while only focusing on the turn action rolls?

Year 1, March (Turn 3)
You and your council of division heads were gathered in the meeting room and looked over the losses and gains of the operation. "We lost forty troopers and four IFVs, but managed to wipe out the Biomorphs and shut down the Breach. We've recovered a significant amount of Biomorphic corpses, and received a major pay day from our backers." You said as you checked the reports. "Letters have already been prepared for the next of kin of the deceased, though I'm not sure how effective that'll be in comforting them."

"Nothing really helps when a person loses someone close to them." Commander Adams said as he sighed. "We've also successfully recorded the operation with the cams carried by our forces, including the ones that could be recovered from the deceased. We can put the footage through some analysis and figure out how to improve our performance in future operations."

"With the new specimens recovered from the battle, I can certainly begin work on better understanding our enemies, and perhaps get some inspiration on how to incorporate their strengths for our own forces." Dr. Vahlen said as went through the part of the report detailing the number of Biomorph bodies recovered and their state.

"I can certainly make use of this victory to spin up some good PR for our organization, and maybe even improve our chances at getting some new recruits." Josephine added in her own ideas. "The new injection of funds will thankfully help make sure none of us are left wanting."

"That will be useful, especially if we want to further expand our base with more facilities, or build more Slayers." Emily said. "The workshops should be finished this month, so that should help with future projects."

"Expanding our intelligence gathering and ability to act on that in a covert manner should allow us to more effectively operate without drawing scrutiny from the more problematic elements that might look for a reason to disrupt our operations." Twilight said while looking over a different report, you think it had something to do with that geokinetic that interrupted their heist on the cartels.

"Ultimately what we do is up to you, Director." Commander Adams said, looking to you for orders along with the other heads.

I understand we haven't received Dr. Vahlen's character sheet yet. I'm not sure exactly what I want from the military and research activities, but I want this action with the Meta-Humans before things get any worse. In addition, it is probably wise to use our intrigue activities to improve our information-gathering abilities.
 
Main problem with the meta-human action is that it's DC 70, so we're probably gonna fail, even with a re-roll.

This plan focuses military and industrial actions on improving our troops' durability while kicking a little more ass. Research on some basic autopsies so we know what we're dealing with and maybe how to shoot it better. Intel is kind of spread across the board, but we need more cash and info. For even more cash, we spin up the propaganda machine and start licensing cybernetic arms.

Ran out of money for diplomacy, so diplomacy will be focused on improving global relations (with maybe a little bonus cash).
Remember that we can get cash by taking the Culling Operation action. It does consist of going into the Containment Zone and shooting up any Biomorphs we run across. The Containment Zone full of Biomorphs that we just got warned are getting agitated in the Martial Section's Summary.

Weren't we supposed to be able to sell Medical Cybernetics now? Or does that still require further actions?

Does this now consume the less valuable headless corpse we just got, instead of the completely preserved one we started with?

(note: I might have to update the plan if Twilight's special ability works differently than I think it does - is that "get an extra action if all actions are used across every department" or "get an extra action if all actions are used in Intrigue"?)

edit: per QM it's the second one.
It's actually more specific than that, we can't just assign him three tasks from the get go:
If you have all your Intrigue action slots filled, you can still do an Action for Intrigue.

Example, you choose two intrigue actions that take multiple turns to complete. On the next Turn, you can take one extra action thanks to Twilight.
So we actually can't make use of this trait until we get more than the one Intrigue option that takes more than one turn.

Also we should do Biomorphic Augmentation before doing any autopsies, otherwise we're losing out on extra Data.

Plus Propaganda synergizes with Recruitment Drive on the same turn, so holding off on Full Mechanization for that also frees up Funds for actually using both Diplomacy actions.

Ooh, that's good, we should really do that.

So I can replace Metahuman Outreach with this, for half the price, a lower DC, and more immediate benefits, but it leaves the Metahuman situation unaddressed for another turn and we don't know how much time we have to wait on that. Or I can put off Propaganda Machine instead, while also putting off Recruitment Drive in Martial for something else like Battle Analysis. What do people think?

This consumes the one you started with that was already autopsied carefully. The 1st corpse is still there just missing a few unimportant pieces from the first non-invasive research action that unlocked Augments

I'd do the latter. Propaganda and Recruitment seem less time sensitive imo.
