You have my gratitude for an excellent dialogue. In the end, decision deadlocked. I elected for you to make a counter-offer for the following reasons. First, negotiation appeared to reflect a plurality of opinion of those that posted. @Mrbrown1000's vote was closer in intent to accepting the existing terms than was the choice of ending negotiations to attempting an arrest. Second, negotiation appeared to fit Lal's character as we have crafted it more than attempting to resolve the dispute by force.

Parting of Ways
At last, Dole Yudikon has departed Warm Welcome. Weeks of intense negotiation have left the Warm Welcome settlers emotionally exhausted. Many called for punishment, not parley. Equal numbers urged you to cast Dole Yudikon out from the proverbial garden. A very slim plurality reconciled themselves to what you felt were Dole Yudikon's outrageous demands. In the spirit of giving a man sufficient rope to hang himself, you negotiated away most of your survival equipment, the rocket-propelled grenades and various excess munitions, most of your construction supplies, seven in ten parts of your accumulated water, a healthy share of your packaged rations, generous quantities of mass and ore, one of the three Multiple Use Labor Elements, and a third part of your motor pool. On top of this, you let Dole Yudikon and his separatists retain the medical supplies and water they had already taken from you. In return, you stripped him of his dignity along with most of his potential followers.

Dole Yudikon also requested that the Holnists be permitted to join him. He presented it as "a humane alternative to their present situation." Struan's, said Yudikon, would be sure of finding them "some purpose beyond blotting your moral scorecard." This was not a claim you felt able to accept. Perhaps on some future occasion you will parole the Holnists and permit them a choice, but neither handing them over like chattel nor giving them an immediate, binary choice between imprisonment and indenture, appealed to you. Warm Welcome might be better off without the Holnists, but would the Holnists be better off without Warm Welcome?

So there stood Dole Yudikon before a hundred-and-fifty other human beings, most of whom he had never cared to know, holding out to them a possibility of servile labor after insisting he was entitled to strip their cupboards. The huckster's wit failed him. He wore a scowl black as the Planetloam, leaving none in any doubt of what he'd have done to them unsupervised. Your Marines were deployed in a protective cordon around the parade ground; his hired guns--and they were only that--looked as if their greatest concern was that Dole Yudikon might not make it as far as the gates before being torn limb from limb.

Sensing you did all you could to prevent the fleecing short of plunging the colony into internecine violence, most residents grew colder to Struan's by the time their column was ready for departure, each 'Rover heavily laden, usually with equipment the Struan's people had played no part in recovering from burning cargo bays or coaxing out of Chiron's jealous rock beds. No evidence confirms it, but you suspect Cabo primero Pereira was the one who began whistling the tune of Steam's 1969 hit, "Na Na Hey Hey Kiss Him Goodbye." It was soon taken up by a chorus of nearly five hundred and fifty.

Not a minute after the gate closed, you asked the question everyone had been waiting to hear: "Who will join me in ratifying the United Nations Charter for our colony?"

Days later, a Marine scouting party confirmed that the Struan's survivors traveled only as far as U.N. Relief Station. Like hermit crabs, they had taken up in the place of greatest convenience rather than build a home of their own. Asked to describe what he'd seen, the sergeant's assessment was blunt: "Guns." That same night, a signal flare went up from the far end of the island but Base Operations reported no new sensor contacts.

Renegades
Many hands make light work, so despite lightened hearts, your reduce population has found it harder going. In the infirmary, Dr. Singh and your two med-techs triaged Ro's sailors as best they could, helped along by Skagway's new ship's doctor, really an under-trained med-tech himself, and two orderlies. (Skagway's original doctor perished in battle, along with most of its pharmacy.) The newcomers' wounds were severe and your immediate reserves of medicine low. Items allowed to depart with Yudikon are not the only ones still in distressingly short supply. While capable of surgery, Dr. Singh is inexpert. All of the difficult operations are performed by you. Ro told you that she had gone to sea with eighty-two officers and ratings under her command. Twenty-six died aboard Skagway, ten after being taken into Chamomile, and another two in surgery.

Just what long-term help you will be to the Skagway crew is impossible to know. Captain Köhler has begun damage assessment but his opinion is already that the hull is so much scrap. So much alloy and composite will make rich mass, but the ideal would be to have a warship, even this charity case. You helped offload a considerable cargo of munitions and rations, the future of which remains uncertain.

Ro's remaining command amounts to forty-four men and women. Almost as many as Dole Yudikon subtracted from your ranks. They are castoffs from a pair of Landing Pods that came down 650km to the north of your island. As Ro tells it, she was taking her orders from Prokhor Zakharov at the time. The good doctor's taste for pursuits of the mind suited him poorly for interacting with military officers and his fellow scientists were no different. Several long patrols revealed only that Zakharov felt the colony functioned better when Ro and her people were not underfoot. Meanwhile, a definite caste system was developing. In University society, warriors were no more valued than the robots used to spray down the exterior walls of the habs. Less, in fact, since warriors could not as easily be reprogrammed for other tasks. By mutual agreement, Ro and her people left the colony to make their own way.

Ro is uncertain as to the identity of her attackers, who she says challenged the Skagway's right of passage through the region of your island. The many 'Foils were handled expertly in battle. Ro assumes they wanted to make a prize of her larger, better-armed ship.

Whoever attacked Ro is still out there, doing lazy sweeps within sight of Warm Welcome. Sometimes there are two 'Foils, sometimes three. LaCroix says they are transmitting radio messages with distinctive features of human speech, but he cannot break through the static.

Artificial intelligence that chooses when and how to rewrite itself. The implications are as numerous as they are unsettling. Faction data-techs have been experimenting with the M.U.L.E.s' pathfinding abilities, teaching the lumbering, clamp-forward load-lifters to prefer even ground to rolling, for example, or chasing them with a 'Rover while they attempt evasion. On one occasion, a M.U.L.E. actually dumped oil to create a slick--quite without human prompting! What's next? Will they read the M.U.L.E. Shakespeare and invite it to kill the king?

Dr. Singh hopes that the software will continue to enhance her ability to care for patients. The diagnostic tools at her disposal alarm according to generic baselines. She must still make adjustments for outliers in-person--marathon runners with very low normal blood pressure, those undergoing aggressive chemotherapies, and so on. She has asked that the cuffs be modified to build a database of each patient's baseline vitals and make judgements specific to their medical history.

Polymorphic software is just one step away from better predictive algorithms overall. Dr. Johann Anhalt calls it "a vital bridge" to "gamification"--the examination of complex problems not only for emergent patterns of optimization, but insights into what people value. Ultimately, he hopes to expand on our genetic sequencing program to produce much more powerful analytic computers capable of helping to run the colony.

Fresh Planting
The Supply Crawler departs Warm Welcome for the leveled flatland below the stockade's western wall. The Crawler's heavy plough claws drag long, deep furrows behind it, churning the loam in preparation for seeding. Supremacists rejoice. Purists have fallen mostly silent.

Inside Warm Welcome, a food shortage has been averted only at the last moment. Your newest greenhouses specialize in aquaculture. Fish will add both variety and protein to the colonists' diets. Agronomist Ermac Canioc is proposing cultivation of insects next.

That the Spartan induction into the Peacekeeping Forces was so unremarkable speaks volumes about the success of their rehabilitation. Giving the matter full thought, it was not only the Spartans that changed, but the Peacekeeping Forces as a whole. It is harder to hate someone you know well. At first, the Spartans' iron discipline was irksome: you could hardly relate to people who didn't offer opinions unless prompted and treated you with a deference you didn't suspect they felt was owed. But studied neglect also let tensions grow stale and flake away. By comparison, nobody ever forgot the Holnist who spat on them and called for their extermination. For now, the colony's morale problems have subsided.

The Spartans had also proved themselves in moral battle. Your audiences with Erkins were entirely private, but you were not the only Peacekeeper to ask yourself whether the Spartans would make ready allies for Dole Yudikon. Relief fueled the gratitude that saw their detention ended.

Captain Erkins paraded the Spartans for the edification of the assembled faction leadership and now-Major King of the United Nations Marine Corps declared himself well-satisfied. Erkins received a formal commission and each Spartan came forward to draw uniform, rifle, and kit. They will be dispersed throughout what is now an over-strength company of four platoons. During a visit to the barracks that same evening, you had trouble discerning offhand which were the new recruits--a reminder of how fanatical Erkins had been about both exercise and bearing during the Spartans' long captivity.

Fortunately, Malachi Ro hasn't disputed your decision to requisition the remainder of the Skagway's personal weapons locker to equip the Spartan recruits. As she herself put it, "If we're about be put to siege, I'll distribute the guns myself." Whether her attitude will be equally as sanguine if you start tearing up Skagway's hull to get at the deck guns remains to be seen.

Additional combat capability arrives not a moment too soon. The seas around your island are have become uncomfortably crowded. Ro laments the "piranha" who have come to "finish off" her command. So far, none of the circling 'Foils has started in on a torpedo run, but you aren't putting it past them. (What if they simply haven't got any to spare?) As many as six at a time race to and fro just a half mile out. They are unresponsive to your communications--both radio and signal lamp go unanswered.

Skagway herself is a black, broken husk that seems as likely to collapse under its own weight as ever to sail again. Firefighting efforts produced so much chemical foam that Base Operations restricted beach access to conduct environmental remediation. Had Skagway been oil-fired, you'd have been looking at an even worse disaster. Just now, your barge is floated alongside patching the hull.

Since there is no immediate internal threat, the Marines have returned to normal patrol routes. With the new Spartan element, they have been able to staff more posts overall, and King was particular in choosing to commit more attention to the seaward ramparts. That's also where Pereira set up the mortar, albeit with little enough expectation of being able to land a bomb on a target so nimble as a 'Foil.

Speaking of bombs, there is no disputing that you need more of them. After allowing Dole Yudikon to depart with many of the weapons salvaged aboard Unity--a sop to your conscience, in case he met someone even worse than himself out in the wilderness--you realized that you can't rely forever on the Marines' own dwindling supplies. Would that you could say U.N. Relief Station had meanwhile made not a peep! Out of sight has not been out of hearing. Dole Yudikon's expedition is clearly trying its level best to contact someone. Nobody can say whether the 'Foils answer to Roshann Cobb, though it stands to reason not since Dole Yudikon made no apparent attempt at contact while still in Warm Welcome. King and Abaddon speculated that the recent signal flare was his way of inviting first contact. Stillwell has submitted a memo recommending that you subject the militia to King's not-so-tender mercies in hopes of leavening that bread.

Outside the walls of Warm Welcome, the Supply Crawler and 'Formers continue to put in a late-season crop with no reported delays. The colony's maintenance techs have fewer to complain about these days as all of the programming issues identified toward the end of Dole Yudikon's residency vanished as suddenly as they appeared.

The forty-four sailors of Malachi Ro have relieved some of the ongoing shortage of craft services within your colony. They have pitched in readily to support your machinists, sensor operators, and vehicle pilots where able and authorized. Some have accompanied Ro and Köhler to explore the wreck of the Skagway and are employed helping your boat crews with the preliminary work to keep the wreck from sinking while booms are deployed to contain foam residue and leaked battery acid.

Resolving that Constable Hakizimana and his Marine guard were not killed, and may yet be unredeemed, you determined to perform a further sweep for evidence. This new patrol was been equipped to stay longer in the field. Planitzer and recruits from Base Operations will manage the expedition from a command vehicle fitted with a powerful radio transmitter that should let him maintain real-time contact with Guan Biao. Forensic scientists can perform local analysis in a similar, equally uncomfortable contrivance set up as a laboratory. The onboard chemical baths made it necessary to install powerful rooftop fans so that the vehicle tops out at nearly 9' tall. The expedition vehicles are tended by an even dozen Hoverbikes piloted by militia. One shudders to think at the accidents that will result, but train them you must. Enough Marines will join them to make a fair fight should they be accosted. You think it unlikely. Thick plates of appliqué armor, smoke launchers, and machine gun turrets have turned their 'Rovers into rolling strongpoints. Ambitious as Dole Yudikon has been, he lacks the firepower to take on so large and powerful a force.

One week has yielded no additional clues as to the captives' fate, but then you didn't expect that. Abaddon guesses the perpetrators struck from, then returned to, the water. Stillwell and King agree. Planitzer reports nothing amiss. Most likely he will return with no more in hand than enhanced survey data and new intelligence on the activities of the survivors at U.N. Relief Station, which suits you perfectly well. It is important to learn whether they are also venturing into the wilderness, and for what purpose.

Purists have praised your instinct to balance the scales, but Supremacists point out how much you have already done to dramatically alter your island home. Subrid activity has plunged to an all-time low. Like Terran birds, the many-legged crustaceoids have come to so fear humans that their presence is now considered remarkable anywhere within visual range of the stockade walls. Not even the soybean crop or moisture condensers are interesting enough to risk ending up on the colonists' dinner menu. Guan Biao says it is just as well. In combination, your mines and the leaking Skagway have partially poisoned the local water table, and the subrids haven't got purification tablets. The below-ground population has been all but exterminated--usually despite good-faith efforts to coax errant subrids out of harm's way. It is too early yet to say what effect the presence of soybeans might have on the island as a whole, but Agronimist Canioc isn't holding his breath. And who can say what the radiation from the sensor array or the fission reactors might be doing unseen?

Plans call for a coastal strip with a volume of several kilometers, all of it closed to colonists. Canioc is interest in the red tuberous growths that sprout aggressively on most of the other land masses. He campaigned successfully for a site encompassing several groves. There were questions about whether you would clear the ground of biomass, but ultimately the idea was abandoned since it would violate the principle of non-intervention. It is all, of course, an elaborate half-measure. You have to believe that a preserve here, so close to Warm Welcome, will develop differently over the long-term than one closer to, say, Mortar Hill, but those spaces remain only notional Peacekeeper territory. Nonetheless, the Preserve is a superior alternative to unmitigated sprawl in addition to providing a promising object for scientific inquiry. What you can enclose or partition, you can tend.

The Supply Crawler has now fulfilled its program and lies dormant, but it has left behind itself a legacy of long, straight rows of familiar crops. At all hours of the day and night, colonists stalk the field, pulling weeds and tending the irrigation equipment.

Crime and Punishment

The Holnists have no friends in Warm Welcome, Adan Sadak least of all. Your initial thought was that they could be "cured" of their maladaptive attitude, either by education or mere proximity to more honest hearts. But Wasoné Erkins made no discernable impression, and the prisoners, emboldened by Dole Yudikon's flirtation, have lost little of their original vinegar. They do not even pretend to humor you.

The Struan's dissenters sat comfortably along the ordinary spectrum of human behavior. Disasteful, yes, but recognizable. Part of the very large number of people who placed self above group and disputed most broader definitions of common interest, finding it difficult to plot a direct line between the well-being of others and his own edification, spiritual or material. The Holnists went one further. Dole Yudikon really had paid for much of the supplies used by the expedition. In a sense, he had claim, and his desire to take had to be weighed against the idea that it was really his property to begin with. The Holnists didn't bother with claims when they had guns.

Sadak laid out the stark reality as he saw it. You could keep the Holnists prisoner and confine them. He guessed that this would seem to you a coward's option, achieving by neglect the death sentence you had avoided imposing in the first place. Without medicine, you cannot attempt to bring about their resocialization, which would anyway violate the dictates of your own conscience to say nothing of likely creating a permanent rift with Med-Tech Karimov and Dr. Singh. Alternatively, you might work them particularly hard, obliging the prisoners to pay back their debt to Peacekeeper society by taking on the riskier aspects of colonization like blasting rubble. The most dramatic option would involve releasing them into the general populace in the hope that social osmosis would "cure" them of moral defect. Not very promising, especially in the absence of qualified counselors. Another question is whether it is more to your advantage to keep the Holnists locked up, neutralizing the threat they will otherwise pose at the cost of feeding and guarding them, or to sentence them to exile, foregoing your rights to exact revenge or guarantee your own safety in favor of release from the self-imposed requirement to keep them alive. Sadak recommends exile.

First Contact
It's a crowded Planet. From the same direction as the Skagway, a new intruder has arrived on your shores, this time under power. The circumstances were spectacular, but King pointed out that they likely had surprise working in their favor, whereas Skagway had been at the tail end of a long chase. The new 'Foil was a hard target, small and fast-moving, spraying chaff with enthusiasm. Two micro-missiles were fooled and detonated in its wake. When one of the blockading 'Foils attempted a cross-cutting intercept, the intruder increased speed and rammed it with no apparent loss of buoyancy. The victim promptly sank. Its brethren, eschewing to move too close inshore, gave up chase.

Nearby workers gathered on the beach as the 'Foil beached itself on the breakers and the crew swam towards shore. You soon joined them with King and several Marines not far behind, though their sidearms remained holstered and nobody had thought to bring a long gun.

For outdoor work, most Peacekeepers now wore partial facemasks connected by long umbilicals worn under the clothing to avoid snags and attached to small oxygen tanks carried at the hip. Chest harnesses often helped offset the weight. The swimmers preferred bulkier encounter suits--full-body coveralls of no-rip fabric with integral booties, gloves, and hood, similar to the "Moon Suits" of twenty-first century clean rooms. Colored bands at waist, biceps, and thighs indicated belonging to certain divisions aboard Unity. Represented here were the purple of Medical, the orange of Damage Control, the red of Engineering, even the black of Data Services. To swim in such ungainly contraptions stood out as an accomplishment, though they clearly aided in flotation. Some were strapped with utility knives, but you were pleased to spot no firearms.

The first of the swimmers ashore raised an open palm in the universal sign of human greeting.

Planitzer Expedition Locates Crop Bloom
Radio traffic from your field force has not been encouraging. They are being paced--by a distant but diligent Foil out to sea, and crimson-painted Unity Rovers on land. Neither responds to hails.

As expected, returning to the scenes of the abduction and murder has yielded no new leads. Most of Planitzer's attention has turned to the land itself. He is fascinated by what he has dubbed "xenofungus." It is hard for you to believe that he is describing a plant. Samples retrieved from within the colony's perimeter had a solid, abrasive texture you associate with stone or the treated polyethylene sometimes used to fashion crash cushions for Guan Biao's Rover pilots. Planitzer writes that the fungal root exhibits "prodigious growth properties" when stalks are damaged, making the entire plant appear to move several feet in little more than a micro-cycle. Biomass that accumulates in the vicinity of fungus is quickly leached for nutrients. Like a vine, the organism strangles competing vegetation. The fungus triggers contact dermatitis. Microscopic slivers become embedded in the flesh, taking days to shed. Sufferers on Planitzer's team have manifested mild auditory hallucinations. A standing order was issued requiring the use of hand protection.

More urgently, the expedition discovered a second fallen pod. This one contained biologics. An oasis of Terran broad-leaf vegetation is sprouting in the impact crater. Samples confirmed teak, bamboo, and soapberry. Dr. Canioc believes the pod's fuel tank ruptured on impact, igniting a fire that killed the prevailing fungus, which seems to have regrown in patterns radiating away from the raised lip of the crash site. There is no evidence the Terran plants are spreading outside this perimeter. In a sense, the issue is contained.

This scenario begs another problem. Neither Unity nor the Chiron Pathfinder were equipped to deploy seed pods. You checked the Data Core. Twice. Subversion in this context makes little sense. Even an entity like Struan's Pacific Trading, which was open in its intent to exploit Chiron's natural environment, had incentives to exhaustively document virgin Chiron before introducing new variables. Would Lady Skye or Shoichiro Nagao have done this? To your knowledge, they possessed the last remaining seed stock. Perhaps a move in desperation, to get to the surface anything they believed might help the other survivors? It is difficult for you to contemplate that this adds weight to the probability that something bad happened to your erstwhile friends before they could make their ultimate escape.

The Wreck of the Skagway

Discussing the wreck of the Skagway with Eugen Köhler and Malachi Ro adds flavor to each day. One wishes it were more appetizing.

Skagway is not a total loss. Fires reduced her superstructure after getting their start in the secondary magazine. Below decks, the power plant suffered most. Amidships, a shell tore out the ship's sick bay. Steering is still good, as Ro's miraculous feats of maneuver have already shown. Most of the plant in the onboard machine shop is still functional. Dozens of missiles stand ready in their hardened launch tubes. Köhler agrees with Ro that the big ship's two aft gun turrets can be brought back to readiness. Köhler is impressed with the big hull's survivability. Skagway ran the gauntlet and lived to tell the tale. Though not his first choice, Köhler is confident it could also be turned into a floating battery provided LaCroix can tie in the sensor grid to provide targeting data.

But Skagway will never be the fleet-footed warrior she once was--at least not without years of industrial and technological progress to make possible a comprehensive refit. The bridge is gone, so shipboard operations must default to Command Operations, where controls are more primitive. Lacking one of three quick-firing cannon, both her point-defense emplacements, or her once-abundant torpedo tubes, Skagway is defanged. Mounting many small-caliber guns may discourage enemy Foils, but the crew requirement would be obscene. Since she will be unable to knock missiles out of the sky, you also will be obliged to protect her with passive countermeasures. How much of the fledgling economy of the Peacekeeping Forces is going to be devoted to replenishing Skagway's brass and flares?

The sand bar on which Skagway beached herself has given way. After an abrupt drop of seven feet, water entered several work lockers. Paint and lubricant were spilled in abundance. One of the three booms holding back spent fire retardant also ruptured. Your barge, tied alongside, collided with Skagway but remains afloat. More than a dozen working onboard both vessels fell or suffered crush injuries. Two were killed outright. Three of your five remaining Foils have deployed to assist with evacuation and repairs. One, crewed by militia, is on overwatch. The fifth is in pieces on Chamomile's loading deck as punishment for repeated electrical shorts.

Fittingly, the Peacekeeping Forces' first foray into defense research related to the role of knowledge in combat operations. With an assist from Terrance LaCroix and priority access to the Unity Data Core, faction librarians have expanded what they call "your command, control, communications, computers, and intelligence systems and capability set." In English, they have patched the survival computers carried in aboard every Rover and Foil and the locator chip carried beneath the left arm of each colonist into the Faction Datalinks and allowed selected users to access a partial image of the sensor feed available to Base Operations. Lag time is less than one minute. Now, your defenders can see all the pieces on the chess board. Each has been carefully labeled with pertinent information. Rovers show speed, power plant, armament, and probable combat radius. Tapping the icon for a colonist pulls up their service record and biometrics. The mortar and Skagway are paired with combat overlays. The scientists have also encouraged you to build higher-powered transmitters for your radio equipment so that you can issue orders to personnel directly rather than only to command vehicles. All of the long-range radio sets carried aboard Chamomile have been distributed.

Along with newly-assembled bombs, Corporal Pereira's platoon carried such a device with them when they regarrisoned Mortar Hill, establishing contact with both Base Operations and Planitzer. Their trenches, they said, were untouched since departure. Even the painted markers they'd left to range their weapon were still visible.

Biostatics said:

Biostatics are materials that prevent or discourage organic life, especially at the cellular level. Antiseptics display biostatic properties, for example. In an alien environment, biostatic building materials and therapies will be important for controlling infection and contamination.

Steel Dreams
Both 3D printers are now turning out the components for precision machine tools that will give Warm Welcome the capability to build finer components, work more quickly, and repair more spectacular damage. Dedicated vertical mills, planers, finer gear shapers, and inspection equipment will be added to your inventory, along with numerous multitasking machines. Laser, water, and diamond-head cutters will be added.

More Survivors, More Visions
Annunciator Sathieu Metrion makes you uncomfortable. There are many reasons why. None of the new arrivals appeared any more than winded following their long swim. Metrion politely declined your offer of assistance for his crew, but having just watched them ram and sink an enemy patrol boat, you could not persuade yourself that Metrion did not have wounded aboard.

Joining you on the long walk to Warm Welcome, none of his party removed their strange attire. Visually, your only window on their humanity was through the moisture-fogged plastic windows sewn into their hoods. They had to be asked to avoid using them in reflective mode, when they reflected light the same shade as the division markings. Metrion was clearly of Asian descent. His teeth stood out: they were very white, very straight. He was full-faced, your height, anywhere between 24 and 40. He moved confidently, seemingly at home in his restrictive garment. Occasionally, one of the men would exchange the small air filter in their waist tank without breaking conversation. Without asking, the man in the Data Services markings produced a vid recorder and began taking a panoramic of the beach facing upslope, toward Warm Welcome's walls. He continued to film even as you approached the gates and ceased only when the Marine sergeant on-post started to ask whether you'd given permission.

Shown the mess, Metrion's party ate the packaged food but refused to sample subrid despite your assurances it was both tasty and nutritious. All took second and third helpings, ignorant or careless of the imposition. You had to press them even to make small talk. At length, you were blunt. It was a relief to see other survivors. How had they made it off Unity? Where had they landed? Who was Tạ Dọc Thân. What was an Editor? Why come to Warm Welcome? Could they tell you anything about who had shot at them?
Editor Tạ Dọc Thân said:

Fortunately, Metrion began talking. The Tomorrow Initiative consisted of about three hundred survivors, mostly from the United Nations Information Technology Branch, which bequeathed to the Unity Project a great portion of its librarians and data engineers. Thân had been awakened by Chief Engineer Zakharov to help bring the Data Core's vast computation resources to bear against the problem of imminent core meltdown. Access to writer terminals was blocked for forty-eight hours, first by wreckage, then by unknown hostiles that had to be cleared by U.N. Security. The heavily-shielded Core had been spared damage but showed signs of having been accesses by at least two unknown parties. Viruses were rapidly occupying precious disk space and had started to overwrite some data. Working in shifts as the heat spiked, Thân, Metrion, and others like them succeeded in isolating the corrupted files, quarantining the virus, and translating Zakharov's problems into time and volumetric equations solvable by the computer. At this point in his story, Metrion put down both utensils. Imagine their surprise when the Core suddenly dropped out from beneath them, killing forty librarians by explosive decompression. Your doing?

Metrion himself was a mission contractor, though not a charter colonist. He was a database administrator for Atlas Legacy Applications, a subsidiary of Bainbridge Sellers Dwyer. Dr. Anhaldt recognized Atlas as having coded most of the unique programming language used for Unity computers. Metrion explained what that meant to him: "I was expecting to go back home on the same ship." You immediately understood: the Data Core contained the answer to a question of obvious importance: where is Earth?

Thân was an effective leader, Metrion said, and their camp, Bright Point, served as a way station for J.T. Marsh's Main Force Patrol. Marsh's people supplied food, water, and other necessities, while the tech workers organized their logistical tail and put brainpower up against Chiron's secrets.

They had come because they were curious: lured by the overflight of the great helicopter that had bore beneath it the technological legacy of their homeworld. A natural draw, no? Thân wanted to know what could be done to ensure that the computing power represented by the Core, to say nothing of the precious information and cultural products stored within, were shared equally among the surviving crew. Whereas the Peacekeeping Forces sought to restore the code of behavior prescribed in the U.N. Charter--not a bad idea, Metrion allowed--the Tomorrow Initiative had a lofty goal of its own: keep the survivors' computer systems operational for as long as possible. Eventually, Metrion imagined that Thân would request permission to link the two settlements by undersea cable or satellite, creating a small Internet. In the interim, would Lal allow the Tomorrow Initiative access to review drive integrity, copy the driver libraries, and verify the systems capabilities? [1]

Miner Forty-Niner
Formers are inelegant tools. Articulated power shovels, caterpillar treads, and two-story bulldozer blades leave the observer in no doubt of their purpose: to impose conformity on the land. Behind them, ripper shanks tear deep rents in the ground. They destroy as much as they increase. Exposed hydraulics and boxy hulls mark them as intruders in nature before ever they are thrown into gear.

Guan Biao had the tracks fitted with with rubber wingtips to better distribute their weight, but the machines are still so massive they sink at least a half-meter in the Chiron muck. The way to and from Warm Welcome from the south is now just a series of narrow canyons. Anyone caught within has only two options: run or be flattened. Guards on the colony walls have learned to distinguish individuals by the unique designs on conning towers and smokestacks, the Formers' tallest features (and the only ones visible at ground height).

The Peacekeeping Forces landed atop spectacular lodes of iron and nickle ore. Should it be your will, the Formers can be kept busy for years to come. In Warm Welcome, your productive horizons are limited only by the keenness of your tools and the ambitions of your draftspeople. With the help of cranes, large sections have been cut from Chamomile's hull so that new machinery can be added to make best use of your anticipated riches. A bigger machine shop will also help you to more quickly fashion Construction Supplies, which will be needed before you can expand the colony much more.

Not insensitive to the Tragedy of the Commons, you recently dedicated the first natural preserve within your territorial borders. Natural resources managers on Guan Biao's staff are excited because the several acres of coastal flats have proven attractive to the subrids. A definite colony has been established. The spawning grounds are that much more complete with the addition of small plunder from your work camps: hard hats, condenser pipe, hose couplings, and so on. Some evenings, you watch through binoculars as the subrids beetle over the rocks hunting for their preferred snack, stalks of crimson fungus.

Soylent Green
The colony's hundred-plus greenhouse tents offend the eye but delight (or at least occupy) both stomach and scientist. Ermac Canioc uses the phrase, "One hundred plantings, one hundred points of data" to illustrate the value of redundancy for making better what is already good. Fish, subrids, and meal worms. Squash, beans, and corn. Each tent is in competition with the others on factors of brightness, temperature, humidity, water salinity, soil acidity, fertilizer type and quantity. Ripe tomatos in nine varieties are only weeks away.

Come in, Major Tom
So near the Pole, powerful magnetic interference garbles all but the strongest transmissions. To defend and also to coordinate the basic industrial activities of the colony, you rely heavily on the small quantity of long-range radio equipment found in the survival cases aboard Chamomile, receivers carried in the cabs of select vehicles, and protocols that send those vehicles to high ground at the end of each day. Despite growing proficiency in the art of set repair, the technicians know it is only a matter of time before that encounter problems to which their screwdrivers and soldering irons are unsuited. Turning the problem over to Johann Anhaldt, Guan Biao has commissioned signal repeaters, collapsable masts, and dumb recievers as starting points to help make better use of what you already have.

Ungracious Hosts
Before disappointing Metrion, you pumped him for further information. Whose was the blockade? He professed ignorance, claiming that Bright Point lived "untroubled by violence." A local problem, he stressed. Pirates? He doubted it. Or, if so, then very bad ones to have allowed a single craft to get so near to their lines before mobilizing in response. But why risk the fight? Having come so far, Metrion felt he could not do otherwise. He must refuel or be taken. In consultation with the Foil's captain, he had decided that greater safety lay in combat than surrender. And he had been correct.

Metrion admitted great interest in the Skagway, wondering whether you had inflicted that terrible damage yourself. He seemed disappointed when informed that the warship had arrived an internee. This meant, obviously, you hadn't the ability to lay down the blanket of firepower beneath which he might prefer to try to make the outgoing journey. In fact, he observed, watching the bilge pumps slowly raise your barge, you seemed to lack for a navy altogether. Had it, too, been sunk?

Along your coasts, the patrolling Foils have moved closer in-shore, but the incoming radio traffic remains unintelligible. At this range, they are within the theoretical envelope of Skagway's missiles and guns, though neither are operational.

You signaled interest in Bright Point, which from his account was considerably more primitive than was Warm Welcome, though better provided for through the good offices of J.T. Marsh. Abaddon approved. At least one man had honored the Mission Charter at least as well as you. Thân's people had spent comparatively less time than yourselves being deliberate about how to go down to the surface. Once the core had gone, they set off with no more than the stock contents of their partially-fueled Landing Pod. With Marsh, they traded: fresh rations and fuel cells in return for assistance with planting. Native wildlife had posed urgent problems until Marsh's road crews burned back the fungus. Now, they gathered at Bright Point seasonally. Rudimentary trade reached as far as the confirmed survivors of the Chiron Pathfinder Probe, still answering to Joralamon Hardacre, reputedly pushed to madness.

Hardacre was a predecessor of yours in United Nations service, but on the Operations side. Heavy-jowled and bullet-headed, his biographers wrote that he loved nothing better than to rise above his off-putting physique by demonstrating a polyglot fluency and legendary knowledge of antiquities. Before setting off for distant Alpha Centauri on an errand rather less urgent than Unity's, he had done time in the deep Amazon, contracting malaria that almost killed him but proving his chops as a competent leader. The Soviets had liked him because he was apolitical, the Americans because he was blunt and efficient. With Hardacre, everyone had known they were getting an old wagon wheel that would refuse to stop turning even if it meant having to wring his own grease from stone. Though affirmatively conservatorial in his outlook toward indigenous peoples, Hardacre had cared to develop few opinions about United Nations strategy, and certainly none that intersected with your portfolio a generation on. Required reading told you who Hardacre was, and you believed it. For Mongkut, the man's legacy had not been so much as an afterthought. For you, it begs only the question of how somebody who reached the end of natural life while you were still in primary school could be alive today, and in a survival situation. Metrion and his party were unable to be more helpful.

Since you provided them with washing facilities, the question of the encounter suits arose naturally. Why insist on wearing them when the hoods had already been removed for eating? Metrion said he found it better to take all precaution some of the time than no precaution any of the time. Bright Point's population was healthy, but the Pathfinder Colony was "down with Red Flu." Tested before departure and again days later en route to the Pole, Metrion and his crew were negative. Warm Welcome had nothing to fear from them, but they felt more comfortable practicing the sanitary lifestyle to which they had become accustomed.

Troubled that they had not mentioned the problem of a highly infectious disease except by conversational happenstance, it was that much easier to hedge on the Data Core. Security protocols were tight. Warm Welcome had only lately smoothed over "domestic disharmony" by making a deal with charter colonists who wanted to assert property rights over supplies needed to ensure common survival. (Tempted as you were to treat Dole Yudikon's very existence as a state secret, it was still on everyone's lips.) With so many questions about Metrion still unanswered, and a shooting war brewing, you could not, in good conscience, compromise the informational treasure house of the human species.

Metrion and his companions exchanged significant looks. The two who had not pulled off their hoods did so, revealing faces more careworn than you'd have expected.

If what I am growing to suspect is true, the Core was important enough for the United Nations to kill for. It is important enough for the Tomorrow Initiative to die for. Yes, he says. The Tomorrow Initiative will take a delegation of the Peacekeeping Forces back to Bright Point. But it is imperative for Metrion to demonstrate that the mission generated more than the expected goodwill. How can he confirm to his people that the Data Core functions still? What can he give them to expand the functionality of their much simpler terminals? Why should Thân share with you the much more advanced technology of the better-equipped Pathfinder Probe if you will not also extend the open hand? Every delay is another avoidable hour of hard toil or spilled blood.

Privately, LaCroix was uneasy. Should we test everyone for Red Flu in spite of Metrion's assurances? If his masters believed that you launched the Data Core knowingly, the inescapable corallary is that you are a mass murderer. Why send these men and women to meet their almost certain doom? Playback of the vid-captures of the sea battle indicates that the Tomorrow Institute Foil greatly exceeds your own in capability, yet you have been told that Bright Point's material culture is comparatively primitive. Does this make sense?

Abaddon, King, Stillman, and Erkins helped you weigh the options. The incubation period for terrestrial Red Flu is only two days. It's been a week and you haven't recorded a case. Test if you prefer, especially to ensure that no other antigens were introduced, but on the face of it, you can't prove deception. Dr. Singh took samples from the command staff, all of whom have been in close contact with Metrion's party. Red Flu would explain both the partial collapse of the Pathfinder Colony and the Tomorrow Institute's obsession with their own health. Metrion's claim that he had no choice but to force the blockade because his ship planned to refuel in Warm Welcome makes sense. On the other hand, attempting to infect the population of Warm Welcome would be effective retaliation against a distant enemy.

Stillman reasoned that J.T. Marsh has probably traveled more widely--and therefore offended more persons--than any other leader. Taken alone, the Hunters arguably represent the best-furnished group on Planet, assuming any other survivors to make it off Unity had even a small sampling of the same problems you did. Between trades with Marsh and Hardacre, Thân could have amassed considerable firepower.

Dr. Singh raised a new question: could you ask for a physical? Abbadon said it would put Metrion between a rock and a hard place, which would be instructive. What will you do if the suits hid scars you take to be signifiers of abuse by psi-whip or baton? Some Spartans engaged in ritual scarring, Erkins added. You could be treating with religious zealots.

LaCroix wants to give them nothing. Even an image of the Data Core would be too much, confirming how much information you could draw on for research, positioning Thân to assess the extent of your (LaCroix's) probe abilities, and providing him the code basics to create a designer virus. (Even if Atlas already had source code, they would want to know whether you'd had to make any modifications Planetside, which LaCroix had.)

How can the Peacekeeping Forces' obligation to provide wise stewardship of such an invaluable resource be balanced against your stated commitment to the sharing of information? No authority said, "And Pravin Lal shall determine who is worthy, and who unworthy." Even prisons must have libraries.

What if Metrion asks for information on water purification or materials conductivity? What if he wanted to access personnel records for the benefit of civil administration at Bright Point? Perhaps he needs medical data to inform treatment plans for colonists right now dying of Red Flu, a disease almost totally eradicated by Mission Launch? And if he didn't, would it be your right to refuse anyway? The Americans had a saying: rights don't need justification.

Your problem is that you might lack the expertise to assure yourself that the Data Core won't be tampered with. Letting Metrion close enough to pluck the renewable fruit of the Core is a gamble. He could inject a poison. He could leave behind a worm. Might he be concealing an axe? Or are you simply so paranoid that you can no longer remember that hungry men have wild eyes? It is impossible to feed the world if you will not let it near you. It is impossible to show mercy if you cannot excuse imperfection.

But are there reasonable ways to learn more than you already know? What really happened aboard Unity? Could the Core itself contain an answer? Surely the system contains administrator logs, security camera footage, and other means to validate Metrion's claim that Data Services lived up to the very best traditions of the United Nations Alpha Centauri Mission?

The "answers" brought back by LaCroix after two days of searching troubled you immensely. "Colonel" Santiago was but one of many mutineers. It had begun immediately. Each of the senior officers had thought only for themselves. They had actively impeeded the work of others. Francisco d'Almeida woke up too many responders. Some of them, he sent at once to the Landing Pods. Why? Chief Engineer Zakharov refused orders to render meaningful support to other departments, sending the wrong kind of help, or too little. Later, he had broken the security lock on the armory. Issued weapons. Garland let it happen. Skye countermanded orders issued by higher authorities, routing too many resources to the hydroponics bays. An Aleigha Cohen, M.D., resuscitated over four hundred convicts with no conceivable role to play in shipboard operations--hours before the decision was made to abandon ship. Oscar van de Graaf, probably summoned to oversee the recovery of heavy firefighting equipment from various cargo bays, decided he needed American Reclamation Corporation paramilitary guards. Every member of the Aquatic Operations Section was brought up. So too more than a hundred-and-a-half researchers attached to the Life Sciences Division. And hundreds of Data Services personnel.

Sathieu Metrion's story was half-true. Data Services did mobilize a massive response to the Core, fighting fires and starting systems diagnostics. LaCroix found evidence to confirm that they had ignored multiple alarms to supervise key life support and fire control systems remotely from Core Control. Zakharov had ignored the needs of others, but Data Services under Thân had treated his ever need as both urgent and sacrosanct. Internal message traffic between data terminals used by Thân's team found that they had worked to resolve a half-dozen competing emergencies, not least of which were viruses, compiling errors threatening to consume precious system resources, and physical attacks on junction boxes elsewhere aboard the starship. Thân had led them well. And then he had died.

Thân was a French Indochina native of about 32 at the time of his death. Born to a wealthy Catholic family in Huế, he completed his education in France and never returned home. Thân was a computer scientist minoring in Philosophy who quickly found himself in supervisory positions. Involvement with the Centre National d' Etudes Spatiales and the Venusian Survey preceded secondment to the Unity Mission. Thân had been an unwilling candidate. His file was appended with a personal letter to the French president requesting reassignment--a reflection of the strong political valence acquired by the mission in French politics.

Despite personal misgivings regarding the value of the U.N. mission to his home country, Thân earned high marks from evaluators for his mental stability and team orientation. He had an enviably high score on both parts of the Atherholt Trauma Function Test. U.N. psychologists judged that disappointment over career derailment would not prevent Thân's becoming "a full and valuable mission contributor."

You killed Tạ Dọc Thân, in a matter of speaking. He was one of the approximately forty fatalities caused by decompression when you ejected the Data Core. Again reconstructing a sense of the situation from digital communications traffic, LaCroix thought the data scientists had never satisfied themselves as to who bore responsibility. (To LaCroix's clear embarassment, Erkins pointed out to you that this meant the Peacekeeping Forces had ordered the launch using an anonymous account.)

Metrion's personal story was innocuous. National service in the Royal Thai Navy followed by training in data science at Chulalongkorn University in Bangkok and ultimate nomination to the Unity Mission. In possession of Officer-Like Qualities, but lacking the political acumen or perceived reliability to be promoted to higher rank within the U.N. command structure. (A fate typical of those who joined as members of explicitly national contingents.)

If there are different degrees of untruth--lies worse than omissions, and so on--intentional concealment can still be considered one of them. The Tomorrow Institute asked an awful lot of trust in return for very little. How could they think you would not count it against them, bringing up the Red Flu only after prodding? Now what to do that Metrion had concealed Thân's death? Did this mean he had satisfied himself as to your guilt in the matter? How? Was Bright Point a lie? Were these the people from the desert?

Why so many lies? It was selfish behavior. Just like their behavior in the mess hall. A gracious guest considers the ability of the host to feed themselves also. A gracious guest does not take still images of fortifications. The Tomorrow Institute displayed great physical courage in breaking the naval blockade of Warm Welcome, but why? In a colony of 300 people, what would justify sending a crew of at least ten on a deadly-dangerous mission? How come Metrion asked for no medical assistance? You saw their Foil struck by shells.

You tried to feel them out by requesting they receive a physical. All of Metrion's companions refused. He represented to you that it was not within his power to compel them to receive medical care they elected against, but he himself was willing to be seen by Dr. Singh. She diagnosed vitamin deficiency also common in Warm Welcome as well as some bruising to the right-side sub-orbital that Metrion told her had been inflicted by an impact with his range-finder while commanding the Foil on final approach to the island. Singh documented that Metrion also had a freshly-installed data-jack at the base of his skill. The data-jack was a relatively new development in cybernetics at the time of Mission Launch. Data-jacked persons could more easily scan and correlate computer information, using their brain to store and recall programs. Confirmed side effects included headache, nose bleeds, and blurred vision. Many corporations financed installations to encourage their adoption by those who worked with large data sets or needed real-time access to news information and public opinion. Since U.N. authorities were divided on whether man-machine interface represented an inherent violation of human rights, data-jacking was formally discouraged for colonists and crew. Metrion had assured Dr. Singh that his data-jack was installed voluntarily by qualified doctors at Bright Point.

Deciding to cautiously extend the olive branch, Base Operations arranged for dummy terminal access to a Data Core disk image. You hoped by this means to demonstrate to the Tomorrow Institute that you were in possession of the Data Core, that it was in good condition, and that you would not deny reasonable use. To this, they consented without argument. Most of their interest was related to the Data Core's code base, but they also asked for the medical, engineering, and scientific files loaded onto the Core to support early colonization.

Having allowed them time in the Reading Rooms, you were pleased they did not afterward restrict themselves to that pastime only. Metrion attended public interest lectures, helped dig an irrigation trench during an early-morning walk, and demonstrated interest in the Skagway. He was also curious about your mining operations, though perhaps it was only polite conversation: the expansion of your extraction economy distracted from the Tomorrow Institute's "state" visit. Over the course of several meetings, Sun Shao received your approval for plans to further inspect the small crater of Terran vegetation located by Planitzer, which he hopes to cultivate for hardwoods.

At your suggestion that the Tomorrow Initiative might like to contribute their skills to the ship's restoration, he expressed delight. From that point on, the Tomorrow Initiative can only be described as open-handed, transferring personnel and even supplies from their own ship, the amusingly-named Kungalooshi, which eventually moved in close enough to lend its mighty pumps to the refloating effort, yielding up many more moon suits for Major King to grouse over. To his credit, Metrion did not ask you to feed them.

Three's a Crowd
Relocation of the Kungalooshi to under Skagway's shadow seems to have struck a nerve.

Far out to sea, one of the unfriendly Foils on the opposite side of your island began motoring nearer. By the end of that day, it was flying a white flag. (Truce, Erkins guessed. Why surrender piecemeal? If that were the case, the other ships would presumably have fired on their wavering comrade.)

Planitzer, his column rounding Mortar Hill, spotted the oncoming Foil and radioed the observation to Chamomile, already on alert because of sensor readings. He confirmed that all was quiet in the direction of Relief Station, however. (In everyday use, you have dropped the U.N. pre-fix when referring to Dole Yudikon's refuge.)

The new Foil was much smaller than that of the Tomorrow Institute. A basic utility model, very like your own. Small enough that the lift fans carried it right over the sand bars and up to your jetty. The craft had been hard-used. In several places, the hoverskirt was patched. Cloth awnings stretched for shade showed holes from shrapnel. The small crew stood away from two small machine guns in a ring mount cut into the prow but carried themselves with a tension suited for hostility.

From the small wheelhouse, a man in a late-model space suit showed both hands, palms out, before clambering to shore. The thin grey box on his chest probably contained air filters. It was also painted with a very rudimentary skull and crossbones.

Skinner lived up to his name-sake. Tall, stoop-shouldered, and malnourished, he resembled a carving from which the sculptor had seemed to want to claim every spare ounce of stone. Impelled by a sense of charity, you fed him. He ate the subrid meat and soya chunk curry with his fingers. Afterward, showing neither hesitation nor propriety, he licked clean the metal serving tray. "Oi. There's 'ospitality!" His grin was so wide and impoverished that for the first time you realized it was possible to be rich in teeth.

When it came to business, the pirate was admirably efficient. "Not 'ere t'parley," he rumbled. "Only ta explain." The ocean, he said, belonged to the Nautilus Pirates. You were free to sail it on the understanding that you would be attacked relentlessly and, if captured, enslaved. On land, Captain Svensgaard would not contest any claim, provided you did not disturb "th' rhythms of th'sea." In further conversation, you learned this to mean that Svensgaard was watching the industrialization of Warm Welcome with growing apprehension. Not, Skinner said, because it betokened an increase in your military power, but because you were spreading poison.

Svensgaard and Skinner were reasonable men, the latter insisted. They would never hold it against Warm Welcome if you chose to make a fight of it. But a certain measure of piracy, he reasoned, might work to your benefit. For one thing, it would limit your contact with "grotesques" like the Tomorrow Initiative or "St. Germaine's fleet." (Your first indication that the Contre-Amirale made it to the Landing Pods.) Since you are clearly determined to be open-handed and will not shut the door on your own, some "moderating factor" must limit incoming traffic to manageable levels. Not every boat would be friendly, after all. There was also the opportunity for simple trade. Having a need for manufactured goods they could not themselves seize or supply on a predictable schedule, the pirates would be glad to put in "at your second settlement." Skinner was prepared to render a pledge to leave it unmolested.

As for the recent arrivals? "Go ahead and refloat 'er," Skinner said of the Skagway. "I aim t'give another good fight." But the "jacked bastards," you should simply kill, because Skinner had seen what "free exchange with them" had done to one of St. Germaine's ships. "We had tae burn 'er. Nothing could be saved."

Defensive Preparations
The conversation with Skinner was confined to the vicinity of the jetty. After the mess with the Tomorrow Institute, you knew better than to invite strangers inside the defensive perimeter. The militia drilled inside the stockade, too. Neither King nor Erkins see any reason to embolden watchful adversaries by revealing that your second line of defense remains quite raw. Unused tires, cargo netting, and lengths of rope dropped from Chamomile's upper decks simulate an obstacle course. Cornering released subrids builds teamwork. Spartans and Marines teach brutal courses of hand-to-hand combat before joining the weekend warriors in long patrols around the settlement perimeter.

And Many Warm Returns
For the first time, every soul that left Warm Welcome returned. The Second Planitzer Expedition was an unqualified scientific success, and you had not really expected to find more to point you in the direction of Hakizimana. A few of travelers were worse for ware, but nothing you or Dr. Singh were losing sleep over. The accompanying militia certainly displayed a considerable increase in talent with their hovercycles, pleasing even Major King. Most of the science team had transferred to 'Rovers because the mobile lab was densely packed with specimen packets.

After several days of toxicology screens and a full genetics workup, your scientists confirm discovery of the first local plant material suitable for human consumption. The fibrous broad leaf has a velvety texture and astringent flavor that causes the eyes to water. It can only be consumed after much chewing. Erkins called it "a fine vehicle for Tabasco." One shrub clipping also secretes oils that work as a mild analgesic. The crumbles of xenofungus, a more complex organism than previously imagined, will require lengthier study.

The security implications of what Vesper Abaddon whimsically refers to as "Planitzer's Waltz" are few but clear. The Struan's people have not begun aggressive patrols that reach as far as the middle of the island. While the Peacekeeping Forces recorded distant visual contact, it was infrequent. Your explorers and their few pickets remained well apart. There was no skirmishing. The Struan's patrollers all seemed to be wearing the familiar yellow flak vests of the Sabre Corporation. Stillman put together intelligence products in which he judged it more than likely that Dole Yudikon did not have enough confidence to muster a common militia. His men might be professionals, but there are few enough of them that it will be hard for the Charterists to take an offensive posture unsupported.

Factions that seized large quantities of heavy construction equipment before escaping the UNITY enjoyed a compounding advantage. The pulsing heart of every early colony was the machine shop, where scrap could be transformed into shelter and complex devices returned to service. No settlement was complete without a defensive rampart. Irrigation ditches, pipelines, and foundations needed to be sunk in the ground and large tracts of xenofungus cleared to admit agriculture. Field Operations looks forward to greatly expanding the Peacekeeping Forces' procedural repertoire based on Planitzer's After-Action Report. The expedition made detailed notes covering topics ranging from ideal tire pressure for rocky terrain to common topics for pre-job safety briefs. The solar-powered Rovers performed well on the trek. Biao is satisfied that even this weaker power plant will support the up-armored chasses improvised by your mechanics. Both Marines and militia have since set to work welding metal plate to all your remaining 'Rovers. Some have sprouted sharpened blades at their prows: "hedgerow" cutters for the fungus. Two of the heavy logistics vehicles--Planitzer's mobile command center and the wheeled laboratory--were qualified failures in the scrub brush, in need of constant winching. The third, a rolling workshop, produced track kits that rescued the situation, and these will need to be made standard in future.

Sixteen Tons
A new series of mine shafts have been dug in the rock beneath the island, traveling roughly perpendicular to the shafts sunk previously. Your miners have excavated significant new lodes of iron ore, far more than can be processed by the settlement's two printers. The rock pile at the foot of Chamomile is now a small hill in its own right.

The most obvious use of the excavated tunnels is as civilian shelters. Sun Shao continues to supposed that you could build common housing with minimal effort, which is true, but the lack of demand and inevitable reduction of access to natural light have stopped you from going any further. Using Gibraltar as a reference point, you could drill through-ways in the rock to facilitate rapid deployment of troops, but your settlement is not yet of large enough size to make that kind of investment practical. The most appealing idea so far is Ro's: to artificially flood some of the exploratory tunnels as a sheltered pen for naval assets. Even if you preferred to leave Skagway in the open to bring missile fire to bear against oncoming targets as quickly as possible, your 'Foils might benefit from the added cover.

To prevent accidents, the 'Formers have dug sidings and shoulders in the biomass along the trails to and from the mine. Supervisors and support vehicles can now avoid backtracking very far when a Former must have the right of way. Base Operations uses drones to monitor and switch the traffic patterns.

Raise the Skagway!
Ro and Köhler make a fair team. Skagway's list is all but undetectable. Most ship's spaces have been mucked out, drained, and now dried. It has been a policy of Base Operations to reduce both the variability and complexity of your built environment and motor pool to conserve resources and speed restoration of worn and damaged equipment. Two innovations have been invaluable. Handcrafting is increasingly superseded by common procedure as the basis for simple repair, and standardized parts are being conscientiously installed across platforms. Now, even a Former can rapidly machine the type of nuts and washers that hold together the wheel base of a Unity Rover.

A tour of the much-expanded machine shop was disorienting. Noise-dampening fabrics do little to alleviate the screech of drill or air gun. The stink of coolant lent new appeal to the sensory deprivation of your re-breather. Guan Biao speaks of a full 40% increase in the settlement's productive capacity. This third production line, slightly slower than the pair fed by your 3D printers, will utilize computer-aided design.

Warm Welcome has employed all of the construction supplies brought from Unity as well as replacements fashioned locally. These are simple materials, consisting mostly of plastic tubes and sheeting, stamped metal, and rubber gaskets that fit together with a dwindling stockpile of common electrical fixtures. Until recently, it appeared that you would be reduced to raising "dark" structures. Fortunately, you now have the wherewithal to produce both the superstructure and at least primitive environmental systems. A small electronics lab added to the machine shop contains multimeters, oscilloscope, and soldering station. Malakai Ro thinks it may now be possible to reconnect certain secondary circuits aboard the Skagway.

Food is no longer a looming problem for Warm Welcome, but the time has come to explore alternative uses for nature's bounty. The "lab" is a matching set of six tarpaulins, heat-sealed at the seams, tested for integrity, and supplied with positive air pressure. Under Agronomist Canioc's discerning eye, aspiring biologists make the eighth-mile trek four times daily to mix nutrient media and key diligent notes about a series of plants so aesthetically displeasing that Vesper Abaddon has taken to calling them "cthulids." Rumor has it that when fruit flies were released in a controlled experiment, one cluster of warty oblong fruits released a sap that liquefied the insects, then absorbed the goo. A day later, the plant had grown in size.

Abundance is conditional. Spoilage is fast becoming an issue. Sun Shao has ordered the tanks uninstalled from most catchments. Work at the pump station has been stopped. While there is no practical danger to continuing accumulation of mineral riches, you haven't enough refrigeration for the amount of food in your greenhouses. A significant portion of the season's crop will be immediately discarded for fertilizer. Sun Shao suggests papering some of the caves with sanitary liner to produce a simple granary.

King reports that militia training is going well, and you see no reason to suspect otherwise. Several colonists have fallen victim to the subrids, but the Major assures you this is to be expected. Dr. Singh dutifully reattaches whatever is severed.

Why Not Consider a More Challenging Career?
Skinner said:

From most of the settlement's leading lights, including Erkins, Singh, Biao, Stillwell, and Abaddon, "Skinner" is regarded with undimmed hostility. The accent is a ludicrous sham. His frankness upsets those spoiling for a fight. "I might like very well to slap him," says the commander who put most of Dan's male population to death in his time. Ro and Köhler say the answer is an admiralty court, by which they mean six feet of good rope.

King alone has floated the idea of offering safe harbor at Warm Welcome, asserting that you have nothing to lose by trade. You could even refuse to part with any war materiel. For now, he argues, the pirates serve a purpose, limiting your contact with any search parties that might be abroad since the cessation of those mysterious transmissions everyone else seems to have forgotten about, for instance. Adan Sadak asked about giving the Holnists a chance to sign on with Skinner, who certainly seems to live by the self-aggrandizing code of the hyper-survivalist, but you are loathe to aid their resumption on the exact crimes for which they are currently doing penance.

Skinner's assumption that U.N. Relief Station answers to you could have several meanings. Is it a ruse by a man smarter than he appears, looking to see if you will lie about your true strength? Could Dole Yudikon have garbed his new settlement with false colors, either intentionally masquerading as a colony of yours or because he hasn't the inclination to waste paint? Has Svensgaard generously overestimated your capabilities?

You sidestep, letting him control the conversation. At length, he dispenses unsolicited opinions on the Tomorrow Institute. You take the bait. Why so hostile? The explanation is rapid but instructive, and, if true, implicated Skinner in a classic, and until now, uncharacteristic, case of sour grapes. The Pirates had born down on a pair of Foils hove to. The Tommorrowers attempted flight, were chased, strafed, and sank quickly. No survivors. Coming about, Skinner himself led the boarding party that went over to the second, stationary victim. The flag was known to him: "the one flown by them Aquatics." It was "like a fresh charnel 'ouse," he said. The Pirates took on some water and fuel cells before ejecting the ship's log. Skinner tried to start a replay using the survival computer aboard his own boat. The tape installed a virus that corrupted his reader. He ended up without navigation. You gathered that the cost of receiving a tow from one of Svensgaard's other vessels put something of a dent in Skinner's personal fortunes.

Abaddon, as usual, pointed out the assumptions in Skinner's thinking. Had he any evidence that the Tomorrow Institute craft did the killing, or was it possible they were simply more careful in their assessment of the situation, knowing better than to disturb a ship left drifting? Skinner took the digital tampering to be a distinctive calling card, claiming it fit other stories about the Institute. He would be happy, he said, to take the Tomorrowers present "off your hands," and to pay you handsomely, too. But if not that, Svensgaard would expect an answer to his proposed terms.

Guess Who
When the U.N. Intelligence Cell found evidence of stowaways, it rarely ended with their removal from Unity. Having sat in on those conversations, you know the decisions usually came down to whether rework could be accomodated. Budgets were rarely so flexible. The United Nations in the late twenty-first century was rarely fortunate enough to be on good terms with deep-pocketed partners. The United States, which could afford the work, didn't care enough to help. Once the civil war began, it was unable. France, which had the technical know-how, couldn't afford it. The Soviets, who had both, usually wanted the unregistered passengers to stay for reasons that were obvious.

A diligent auditor or analyst occasionally documented their sleuthing, but you found nothing specific to the identification numbers of the four capsules in which you are interested. (Granted, it remains an article of faith that those stamps have any meaning.) Nevertheless, you jotted down helpful context obtained from intelligence files accessed using your clearance codes. Stowaways seem to have met one of four criteria:
  1. Political dissidents smuggled aboard by confederates among the crew, to include Holnists and Kellerites;
  2. Persons smuggled aboard by contracting staff, to include Nwabudike Morgan, CEO of Morgan Industries and unauthorized additions to the population of charter colonists;
  3. Persons secretly added to the crew manifest on the special authority of the United Nations or mission sponsors, such as Vesper Abaddon; and
  4. Persons who had falsely assumed the identities of legitimate colonists.
The Kellerites were (still are?) a sect of refugees from the Second American Civil War who practiced a communitarian lifestyle and practiced a fetishized form of 2nd Amendment activism. Stillwell found them stubborn foes. With Oscar van de Graaf, one of the charter captains, he lived with a price on his head, courtesy of Kellerite leader Peter "Pete" Landers. Criminal enterprises such as the Vor v Zakone are also supposed to have got people aboard.

According to the yard records, "your" capsules were found in a compartment added during one of the final stages of construction. Security was tightest, but the mission's foes had reached the apogee of their influence. Since one of the tubes contained Colonel Martius, you think it very likely the others would also contain persons connected to Abaddon. By the sick twist of fate that has brought those two repulsing magnets together, it seems that you could next decant a Danite and Shilone, but probability warrants that you will merely come up with more Selah plotting elaborate vengeance.

Been Workin' So Hard, I'm Punchin' My Card
Completing the expansion to the Landing Pod's machine shop only whetted the Peacekeeping Force's appetite for additional manufacturing. At the most recent Town Hall meeting, the motion carried by voice vote, a rarity in Warm Welcome.

Guan Biao keeps a tally of the many requests to Base Operations for time on the printers. They range from high-priority items necessary to effect repairs on the Skagway (cable sleeves, missile hatches, hose couplings) to medical devices such as crutches and personal conveniences on the order of combs, dumbells, and yoga mats.

Mass continues to accumulate and shortages of construction supplies have eased. Your water, energy, and nutrient production continues to exceed capacity, but a healthy reserve of each is now on hand.

The electrician's mates have completed blueprints for a radio mask to be installed atop the island's highest point. One benefit of your mineral surplus: amateurs have been entrusted with forging the metal tripod that will hoist the broadcast equipment.

Aboard Skagway, clean-up has given way to damage assessment, led by Ro and her senior officers. Crews spend weeks in training on techniques for spotting stress points in the deck plating and follow damaged circuits between compartments. With limited exceptions, many of your people are working in the landside machine shop to develop skills they will later apply aboard ship. Köhler admires the skill of Sathieu Metrion enigmatic expedition members, all obviously familiar with ship repair. More of the frigate's electronics are salvageable than previously thought, including her powerful weapon control system, which has been brought to temporary operational status several times despite quickly shorting out. A good sign, says Malakai Ro.

Since exterior hull repairs are now complete, the Kungalooshi was able to help your barge pick up the slack with environmental remediation, chasing down and skimming the last traces of oil and foam scum from the ocean surface.

A Story of Arms
The militia have begun live fire drills. King has familiarized them with firing down on targets from the stockade walls. Some days, they stand in the surf and shoot at floating targets dropped by one of your Foils operating close inshore, then retreat several feet to lie down and try for the same targets while prone. He and Erkins have devised a capstone "yomp" to Pereira's battery. The full-pack forced march will begin thirty-six hours before the planned-for conclusion of the training cycle.

Out to sea, the blockade has thinned. Not counting Skinner's craft, only three other Foils remain. Ro speculates that the absentees are replenishing their rations or chasing down quarry still farther afield. Pirate vessels traditionally carry supernumerary personnel, useful for sustaining losses during boarding as well as for making prize crews. Foils are quite small, with limited cargo capacity. Either they are served by a mothership or their base is convenient to your island.

During the Battle of the Long Neck, Ro claims that Skagway inflicted seven mission kills against pirate Foils. Allowing that she was a victim of ambush during that great fight, operating with Kungalooshi and as many as two of your own small combatants as consorts, talk of a breakout has begun to seem reasonable.

What "Skinner" Knows
Wondering what makes a man a pirate, you got your answer: Skinner had been first a Holnist. Subsequent to a falling out with Santiago, they had gone their own way. Quite a few found it easy enough to masquerade as colonists. In the right uniform, someone with a gun might be considered unremarkable. And almost always useful. Some didn't bother to conceal their ideological proclivities but found ways to set them temporarily aside. Factors like Roshann Cobb, Trecht Vdain, and Stanislaus Ortega were said to be looking for "security." Nwabudike Morgan, too. But Skinner had seen no future in such arrangements, which smacked to him of the first step on the road to conversion. That's why Ulrik Svensgaard had won as much loyalty as Skinner had it in him to give: he proposed to change nothing, so long as Skinner could swim.

Whatever your future plans, the pirates presently pose a credible threat--and not only to Warm Welcome. U.N. Relief Station also falls under their guns. But as much ill will as you rightly bear toward Dole Yudikon, you could not bring yourself to invite the devil to his doorstep. "Skinner" laughed when you explained the situation, wondering that you didn't simply "string up" so obvious a troublemaker.
Skinner said:
Why feed a problem? When a man says 'e is preparin' a quarrel with you, 'e means it! He will next raise up 'is hand. So your answer was t'bribe 'im? What's to say 'e won't be back tummurah, demanding the same again?
Skinner could afford to furnish you with an education in the solutions to piracy. The man relishes the idea of fighting. Would that you didn't think him right! Still, you made clear that the Peacekeeping Forces would respond "proactively" to any attack on your former base or its new inhabitants. Moreover, this response would not be contingent upon any request from Yudikon.

If the pirates dropped anchor in Warm Welcome, you could see your way to offering them essentials: food, water, energy, medical services. You would not supply them with weapons or refit. No vessel of theirs will be permitted to remain for a period longer than forty-eight hours. All seeking safe harbor will fly the white flag or be fired upon.

Skinner allowed these were terms he could take to his captain and made to go. You stopped him. The Peacekeeping Forces were missing other sheep, you said. A constable, named Hazikimana, and several others, some of them soldiers, some civilians. Were you right to presume they had been made prisoners by the Nautilus Pirates?

Skinner scratched a scraggly growth of patch on his chin. It made a sort of grinding noise. Not taken prisoner by his crew, no. Possibly by others. He encouraged you to remember that there were "other forces afloat," probably an oblique shot at Raoul St. Germaine's followers. When he returned with Captain Svensgaard's answer, Skinner promised that he would also come with certainty about whether your missing colonists and his comrades had ever crossed paths.

An Aside with Malakai Ro
Preoccupied with settlement administration, you asked Vesper Abaddon to check in on Malakai Ro. He seemed to have a way with warriors. The despot without a dynasty and the captain without a command met over oolong tea in one of the greenhouse tents.

Previously, at your invitation, Stillwell had debriefed Ro, but aside from confirming that the pirates had once possessed as many as three full squadrons of Unity Foils, she could tell you nothing about them other than that they were skillful fighters. On that matter, Sathieu Metrion had been equally forthcoming.

Asked why Zakharov would deny himself a navy, Ro could only postulate. Food had been scarce. Maintaining the sailors in garrison would have forced University Base to spend its limited energies on planting. Zakharov's followers had been traumatized by the explosive violence attending Unity's destruction. Their tolerance for reminders had dipped low enough that they didn't want defenders, not even in the attenuated form of a navy. On a personal basis, Ro found Zakharov to be a profound misogynist. Rather than suit him to understand Ro's equities or value, three years of wartime service in the Soviet Navy meant that Zakharov was an all-knowing task-master prone to micromanagement and suspicious of Ro's efficiency reports. When she had a problem, Zakharov tended to assume it was due to incompetence. You didn't seem to have that problem with her.

Abaddon's conclusion is that Ro and her people have begun to feel at home in Warm Welcome. She has no plans to depart even after Skagway is made whole. Even if she could, a fresh encounter with Svensgaard's marauders, win or lose, would probably force her directly back into port. There are pros and cons, of course. Erkins's Spartans are curiosities only. Malakai Ro, like Dole Yudikon, speaks for nearly fifty people--at this point, more than eight percent of your total population. Her people are mostly high-skilled professionals. Many of the tasks that keep Skagway afloat and operational have analogues in the broader Peacekeeper economy. She is an officer with unique access to a powerful asset poisoned to flatten friend and foe alike. Her education disposes her to recognize civilian authority such as your own, but her political values as a Supremacist may prove problematic. Ro is the personification of both the benefits and costs of sheltering the Skagway. A minority of colonists believes that the ship is like a pulsating ulcer. How many more environmental setbacks will you condone in the quest for military advantage? Ro is also hawkish. On several occasions, she has expressed hope that, once she has dispatched the pirates, she may be authorized to visit a similar judgement upon U.N. Relief Station. Yet, if asked to stay, she will.

Man, I really want to get more invested, but Lal is just so.... boring. :V

What are some kinds of things that would help you to be more invested?

Unlike a traditional narrative that you receive third-hand, we can take feedback and adjust the course of the story in real time. I'm always interested in the kinds of things readers want to see happen.

What are Yudikon's goals on this island? He does not have enough people to threaten us. He seems really upset that the indentured servants did not go with him. He acted entitled to have their service and made it obvious he would have severely punished them if he could. Currently, it seems that he is trying to contract the rest of his faction. If he is successful, I think he might gather forces to attempt to reclaim the 150 former indentured servants in Warm Welcome or simply leave. If he is unsuccessful, I wonder what he would do? His base has overseers with no one to oversee. He has a lot of supplies and M.U.L.E.s to work for him to prevent hunger but Relief Station lacks the numbers to do much more than survive for the moment. Would he attempt to start trade with us or the pirates? What use is a trading company without anyone to trade with? Would he go searching for survivors to recruit or make into indentured servants? Or maybe he might eventually try to rejoin us and would we want him back anyway in that case?

I will have one of your advisers give you a fresh work-up on Yudikon and more information on Struan's.

This honestly seems way too generous. Seriously, the offer of food, water, energy and medical services increases their range for piracy. We are going to get so much flak for this from anybody who finds out.

The offer of safe harbor should be tied in with impounding any vessel that takes it up, being relieved of their arms and the arrest of their crews, not supplies to carry on raiding in farther seas.

Were our colonists fine with this absurd offer? I for certain am not, because there's biding time by not being aggressive to the pirates and then there's enabling piracy, which is what it seems Lal settled on.

This objection caught me by surprise.

In other cases (e.g., transmitters, Holnists, Spartans), different options have "timed out" after readers repeatedly prioritized other objectives or dealt with only one particular aspect of an issue. When there was insufficient attention to the transmitters, the Peacekeepers simply destroyed them. You lost out on the opportunity to mitigate the work of their impact (say, by relocating them to throw hounds off the scent) and to leverage them (such as by sneaking them into the Struan's luggage), but they stopped being an immediate problem for Warm Welcome, too.

In the case of the Nautilus Pirates, I understood (perhaps incorrectly) that a general consensus had been reached:
  1. You (collectively) didn't feel militarily ready to fight the pirates for control of the surrounding seas, one corollary of which was that you weren't going to try to arrest Skinner or seize his boat
  2. Functionally speaking, your choice was between making some form of "nice" with the pirates or risking that they would land and try to attack Warm Welcome
  3. You were open to a kind of armed neutrality that fell short of trying to sic the pirates on your actual or perceived enemies
  4. There was no critical mass of voters insisting that the Peacekeepers refuse further engagement with the pirates, except to intern them
  5. You weren't finished questioning Skinner
I also assumed the following:
  1. For reasons of operational security, nobody wanted to bring Skinner into the stockade, meaning that the interaction was ready to come to a close
  2. Lal would feel guilty about correcting the record re: U.N. Relief Station, since doing so removed them from your putative "defense umbrella"
Some of your colonists are relieved that there will be no fight. Others are spoiling to hang Skinner from his own yardarm. Reactions range from deflation to mild disaffection to white-hot anger at this "betrayal" of the U.N. Charter.

Yeah that really rubbed me the wrong way, why are we providing safe harbor to slaving pirates? Even if we won't sell them guns, selling them fuel and food and water makes us a de facto pirate harbor anyways. If any pirates in a survival situation wash up on our shores and agree to submit to internment/giving us a free foil in exchange for food and water and medical attention, well alright we're not going to string you up immediately you can have a real trial and maybe even integrate into society. That's fair. Allowing them to freely come and go and treat us like a gas station is not.

This will be the central issue that Warm Welcome deals with in the next few chapters.

@Trenacker A question. With this safe harbor offer, are we formally committing to providing free food, water, and medical care to any pirate that shows up at Warm Welcome under the white flag or are we merely giving any pirate vessel a chance to dock at Warm Welcome under the white flag and offering them a chance have a go at trying to convince us to provide food, water, and medical care or make a trade under the right conditions?

I want to be clear. Not "free" stuff. I used the word "offer" in the update. I would have been better-served to use "sell," which is what I meant. Lal agreed to sell them food, water, and energy. Only medical care would be given freely.

The latter would be reasonable but I think the former would be a bit much for our character to commit to without a plurality of player voters voting for it. The former might very well be the correct course of action but it would be a big issue stance to take without a vote for it.

Inevitably, not every aspect of this story is going to be determined by reader vote. While I have no plans to override votes and will probably give you more votes to help guide social interactions, they are not the only trigger for Lal to make consequential decisions. Some of the story of your interactions with Sathieu Metrion is already proceeding without votes. I try to use the spirit of past votes and recommendations when developing new ideas, but you should expect that gaps will arise between the narrative and the vote, even if only just as a reflection of different interpretations of the same text.

One thing we can do, too, is to bring your Administrative Score into play and let you begin working toward building up your Action Pool. Until now, I have preferred to post as often as possible to build up readership. If debate starts becoming more common, I may delay longer and build larger updates.

The mechanical writing of updates imposes its own limits on how many opportunities I can give you to vote. When I give you votes on Base Administration or other actions unrelated to diplomacy, I don't necessarily want to freeze the social side of things. It might proceed on its own power until the next time you vote. At that point, I try to write it based on past votes and ongoing discussion.

For those that limit themselves to voting only, readers with the most to say about a given subject are more likely to catch glimpses of their ideas in the updates. When needs are expressed, I try to accommodate them because it's pleasing to me to please you, the readers.

It's a pity we don't know how much the pirates cooperate or if they have an industrial base. I suspect being bandits they're more focused on stealing than building any ships or weapons for themselves, and that's good for us. We're industrializing quickly.

Given how they have maneuvered, I don't think you would have any doubt that those Foils operate under a unified command.

Given how they're still a functioning faction, they must have industry from somewhere; those foils must be coming from somewhere. That said, if this is anything like the game, aquatic bases have poor mineral production compared to land, so we could just bludgeon them to death with an assembly line of foils, in the worst case.

Remember how much material you took off Unity. It's completely possible that other groups went "all in" on particular equipment, like Foils, when they had a better sense of what they intended to do once planetside.

That said, we now have the capacity to churn out rovers and foils, should we so choose, but how are we going to get people to man them?

In one sense, you could turn your militia into motorized infantry/dragoons, armored cavalry, or marines.

More aggressive exploration, such as a full survey of the island, will likely net you more fallen cryopods.
