With the choice to go anywhere you want.
The Second war has the option for you to choose to flee to Konoha, but again, you can choose to go anywhere you want.

Not this close to the calling of the vote, as I don't know if the other voters are more interested in the time period or the town destination. I think that there are plenty of places outside of Konoha that we might be able to find refuge and support in, if Konoha is truly unwelcoming. Yugakure should be a reasonable place to hide out close to the ruins of Uzushiogakure.

An Exiles Life 1:
You awoke to the crying of your little brother and wanted to let loose a groan of annoyance. You took a breath and rolled your neck, feeling the popping and cracking. Your red hair was a mess, but that could be fixed soon...
The start of your day was always started by the tears of your brother, wailing from a nightmare. And he needed to be cared for first.
The fire that you made the previous night was still embers, the night dry. A small miracle, but one that made you move quickly, throwing the dirt onto the embers, snuffing them quickly, before turning to the two sleeping children… well, the one sleeping child, and the other sobbing child.
"Shirou… shhh." She cooed as you took your brother's hands, and put his head on your lap. "It's okay, it's just a nightmare. It's not real."
Your words caused your brother to quiet down and his sobs turned into quiet breathing. As he was calmed, you decided now was the time to get up… and get ready to move.
"Jin, wake up!" You shouted, kicking his leg. Your little brother snorted, before he looked up, at you.
"Eh." His tired grunt was still full of sleep and confusion. "What's wrong?" He asked.
"Time to get up." You stated, before looking up to the sky.
The sun had just risen, there was light, that meant you needed to move before the roads became… unsafe to travel on.
It took you a few minutes to pack your tent and what little equipment you had.
Jin was unhappy. "Shirou's turn to carry the backpack." he stated.
You frowned. "No, it's your's, unless you want to set up the tent tonight."
Jin sighed, accepting his role. "Fine." He said taking the backpack and putting it on his back.
You walked over to the rock and picked up the Nameless blade, before strapping it to your side, and opening the hilt to where what little Ryu you had was in it. Now you were ready.
The road called, and you needed to keep moving.

Orphans traveling the road were not an uncommon sight. You learned that when you lost your parents… and finding their bodies to bury.
The roads were filled with people, displaced from the Shinobi wars that had ended a few months ago. Refugees from nations destroyed or were bankrupt bt the treaties that you knew nothing about.
Not that it mattered to you. The road was all that mattered until you could find a place to call home.
But the town up ahead was no one of those options… not unless it had a ninja that could train you.
"Hey Mokoto, are we going to be able to stay in an inn tonight?" Shirou asked as he tugged your hand.
You did the math for such a luxury… and it wasn't pretty.
"Do you want a warm bed tonight, or a full belly?" You asked the two boys as you stopped to hear them.
That caused both of them to look dejected. It had been a long time since they slept in a warm bed… but even longer still since they had a meal that wasn't hunted by you… or stolen…
Or taken from the garbage of some restaurant.
The two boys clutched their stomachs and both growled in unison. "Food." They both said in unison.
"Food it is." You muttered.
You expected that… though you really wished for the bed… you wanted to be able to sleep on something soft for a night or two.
But you also needed to remember where you were…
Where in the Ninja world Are you?:
[]The Land of Hot Springs: One of the few places that was not ravaged by the conflict… It's quiet… but most ninja here are… well, not that good. And there's the problem of it bordering a place that hates people with red hair.
[]The Land of Rice: A land without ninja… but also a land that is hard to hide. They don't like outsiders, not the least a few kids that have stolen from them.
[]The Land of Lightning: You don't know how you are alive… just that your luck keeps going and going. They haven't found you yet. And after the chaos your parents caused… they might.
[]The Land of Iron: The Samurai are after the blade you have… they can't take it from you… but you have no doubt in your mind that they want to take you prisoner to get the Nameless Blade.
[]The Land of Earth: Iwa really wants you back after your parents blew up your holding facility. You hope they believe you're fleeing east. Not… any other direction.
What do you do when you get to the village:

[]Train Jutsu: The Henge, the Bushin, and the substitution technique are the backbone of all ninja. You must master them before learning anything else. You hope you remembered the lessons your mother taught you.
[]Train Taijutsu: Your father showed you the basics… the katas… hopefully, that will be enough.
[]The Nameless Blade: What are your secrets oh Nameless one? And can you protect my family.

I don't think I've ever seen a Naruto quest take place in the land of Rice. Even though it doesn't have ninjas at the moment, we could start a clan/village ourselves! There are enough weird prodigies in Narutoverse that not many people would question a hyper-competent 12 year old head of state! Failing that, just because we start somewhere doesn't mean we have to live there forever.
