Let's see what they're going to do first, before we make any calls. I imagine their recruitment pitch will be less straightforward than we're assuming.

Look, if people don't want to join the wards they should just go read the last version of this quest. We already did that, now let's try something new. I really, really want to see how much of a nuisance we can make of ourselves to the local bureaucrats.
