It's a mistake on my part. I didn't actually have the population to construct them. I'm just going with that I've put the materials and resource into construction as a down-payment of sorts but haven't got the labour to actually complete the structures so I'll need devote pops to do that in future turns.You get as much Coin as you have people and you have 5 people, from which a two in your fishing Docks
