As for Teahouses, they probably are an inferior building to bathouses, but there's no reason to not have both if you want a diverse and developed prefecture (or if you want a specific look and feel, there's no problem in picking one over the other)

Magistrate Tsuku makes it known that he does not think the offspring of the Shogun are good for the land, and believes they will bring trouble. Tsuku advises the Daimyō to close off his borders to such journeys.
