Mental Models probably doesn't care if humans are in the firing line. She'll be focused on how efficiently/quickly they can blow the canal and then get on to the Suez.

That's one of the mental models though. The other is going to be focused on BURNING LOVE (with the "love" in question being her love for the Admiralty Code[1] and the "burning" probably being explosions), so depending on how intelligent[2] this version of Kongou-K is and whether Kongou-A can put her foot down with her "sister" the risk of creating a new panama canal in the process of destroying the old one is real.

If that happens, the raiding fleet better hope they have enough pudding warheads for the Panama and Suez canals.

One thing is for sure though, this is going to be the Fog's big world debut. Previously everyone knew somebody was doing something but nobody could really put a name or face to the force due to the various scare tactics. This? This is going to be about as subtle as ramming a multi-ton transport into somebody's living room before throwing grenades from the cab.

Isn't that going to depend on whether anyone gets a good look at the Arpeggio vessels and/or the mental models running them? Although given how much of a showboat (HAHAHA!) Kongou-K is, I could imagine her hacking into global TV, introducing herself (as well as the Fog at large, along with her sister ("Stop doing that." "Don't mind her, she's just naturally grumpy." "Hey!"), and the rest of the raiding group), and then do a (very entertaining) running commentary on the group smashing up the Panama Canal.

I could honestly see Kongo-A deciding that a Graviton cannon is not only within mission parameters, it is the optimum choice. After all, what better show of force than an energy weapon that can slice through a mountain.

Not to mention depending on where she aims the thing repairing the canal is going to be in the 'AHAHAHAHAHA...No' category.

And then the cannon blows a hole straight through the entire canal and now they don't even need the locks anymore, because now there's a hole going straight through Mexico.
 
Also, with the warhead being repeatedly described as 'pudding', there's approximately a one hundred percent chance of Lloyd reverse engineering it and screwing over the Fog somehow.
A bit difficult assuming that by the time said attack is launched the blockade is being formed. Ergo him getting out of Japan is going to be dicy.

Besides he doesn't work with biological research and considering that the Fog made it in the first place they will know how to defend against it.
 
Range on the cannon isn't that long.
I believe in the manga at one point it hit a target at 100 km, that's enough to shoot straight through the entire peninsula at that point, isn't it?

Admittedly that was through water and perhaps some rock, rather then all rock... but still... It's hard to say how exactly that would turn out, I'm not sure it would actually blow everything away... or only do so early on in the trajectory... or if it would leave a clear zone rather then a rubble zone... ; what ever the case though there would probably be a lot of damage...
 
Though now that I think about it, just destroying the locks and draining Gatun Lake in the Panama canal won't be enough. Britannia is a super power and could easily toss enough resources to get it rebuilt relatively quickly.

If the Fog don't want to have to keep coming back every few years to blow the place up again, they'll have to do something to make the area unusable.

Hmm.....Well if they want to go over the top, Youko could create a super tunnel boring machine to dig down and make some new volcanoes in the area. You think that would slow Brit construction efforts?
 
Depends on HOW they destroy the locks and drain the lake. Missile/artillery strikes to destroy the locks, graviton cannon strikes from Takao and Kongo could be used to ensure the lake can't be refilled.

HBE is can build stuff INSANELY quickly. In less than a year after taking over Russia, there was direct railway Pendragon-Saint Petersburg.
Even if there was already railways St. Petersburg-Vladivostok and Pendragon-Alaska it still mind-boggingly insane project to build.
