You know Tagg is going to try to enslave Empress or hehe Tea Master and will probably invite Mandate of Heaven on his Head by Tribulation lightning because I bet he has enslaved other capes under his command through the same methods he is trying to pull. Huh does Mandate of Heaven work throughout all the localized Earths that the Worms have enclosed off? Reason I'm asking is because all of them are technically connected just dimensional out of shift from one another. So they can be travelled to without ascending to the next Heaven?

Eventually, yes. The Heavens are supposed to encompass the entirety of existence. But you'd need to go up several heavens before you can go down again. Check out Chapter 11 where the Empress gives dragon a brief analogy of the heavens.
Ah, so all forms of something like rape count as an abuse of power and/or kidnapping/torture... Man, that specific one is under like 4 different laws at once! I mean, it deserves it, but that's kinda funny. It's pretty much a pure-evil crime after all, may as well make it super lethal too!
I think these laws are pretty damn nice all things considered.
Coil tried to fucking save scum the laws, including reading them, so he never learnt them since his shard can't read it for the precog, huh? Then he got hit in both timelines with the lightning, including probably almost everyone in his base. I wonder if(was it downtown where his base was?) downtown has a fuckton of holes in it where the lightning went straight through the ground to melt some people? Wait, whose gonna pick Dinah up!? Stellar Empress or the PRT?
PHO truly can't go without naming people. Greg shouldn't have been banned for 14 days for outing her since she's not a cape and is very much a public figure nowadays too, ain't she? Or was it about the Stellar Empress being Taylor(even if she'll probably never remember that far back with memory rewrites and trauma fucking her up)?
Going by those laws though... pretty much everyone that's a Human Master will get blasted, won't they? Including memory-based strangers I assume? Someone like Nice Guy would get hit instantly for example, Heartbreaker too. Cherish would pop like a bubble the instant she uses her powers and most of the S9 too. I wonder if it's retroactive also?

From comments Taylor made I think it can only trigger the instant of the violation. She was around to sense various assaults but the mandate wasn't active yet so nothing was done.

Rape on its own won't do it, neither will kidnapping. As kidnapping for ransom, or to hand over to law enforcement are both valid. It's the same with Slavery, it's not enough to affect someone's mind to make them do something. You have to also take ownership of them - enchant them. So it's the difference between Valfor and Heartbreaker vs Canary or Nice Guy.

Yep, the Mandate of Heaven is basically an automated system that can sort of read intent, but it's a reactive system not a proactive system.

Hey, I was just wondering if you're using that PHO Generator thing(Myrddin is what it's called I'm pretty sure)? Because the spacing for your PHO interlude is... very hard to read properly? The formatting seems off compared to most I usually see, ya know? Missing indents and things like that. Not trying to be rude, but I thought I should mention it.
I guess I just misread how they operate then.
You know, it could be damn near anyone with him... You can literally roll some dice to see what he was banned for with how ascended his banning is for Worm tropes at this point.

Why one small town? If lightning struck the entire state or half of the coast, everyone would understand the difference between an immortal and a strong parahuman, but for now it's just the level of a strong cape.

I suspect BDSM is safe so long as consent is given (as far as I understand it, consent is already mandatory). Otherwise, surgeons, dental surgeons, tattooists, body piercers, or any other activity that causes pain would be equally in trouble.
I've heard the role of a physiotherapist assisting with recovery from an injury described as a 'torturer for your own good', pain now for restored function or less pain later, right up to levels of pain that can be legitimately considered torture.

I believe there's a correlation between the cause of trigger event and expressed power; I suspect the Mandate of Heaven being enforced will reduce new brute and blaster powers, given that they correlate with direct physical threat.
Thinker, Tinker and Master would still be on the table, as those tend to rise from long-term stressors, which aren't easy to address directly by tribulation.

But to answer your question, she is going on an escalating scale. First attempt gets a warning, second attempt (this one) and the town gets put under the Mandate of Heaven. Third attempt will cover the entire USA. Presumably the Forth attempt will cover either half the world or the entire world outright.

PHO Interlude Wizard I'm using this one, but it gets pasted into Scrivener before it then goes on to AO3, and then gets copied to here.
If you line up the two scenes, Regent attacked Dakala when Glory Girl did her dynamic entry. So Tattletale was watching over the hostages. Additionally, nobody could see inside the bank, so they had no idea what was happening.
CNC is a specific subset of BDSM that has many many detractors. I'll leave people to look it up if they choose to.

Ah, so it's a "formatting got broken" issue due to transferring it through too many word processor mediums? Like the one that turned chapter 12 into Comic Sans with no spacing whatsoever between lines so it was one giant block of text? No seriously, why is it in Comic Sans?! I can understand the spacing, but COMIC SANS?! It doesn't even appear when quoting it, so I know it's fucked up somewhere in the coding...

I'm mean it's called "consensual non-consent". The name is fairly clear that it's just roleplaying non-consent. And if the Mandate can somewhat sense intent, it can tell that even if they're not acting like it, they both agreed to do this. If CNC would get you punished, then actors in movies would likely have issues as well.

Sometimes it's called pre-consent, and there's no good way to withdraw consent once stuff starts. Hence the government (not Empress) warning people off it.
In reality, the Empress would probably just say "fill out these forms and submit it to the heavens once there's a heavenly court."

Ehhhh no matter what the activity is in BDSM, if it's done properly and safely there are check ins and/or safe words to stop or adjust to people's comfort at any time. It's supposed to be helpful or pleasant in some way to all parties. Scenes, aftercare, when to expect the scenes, safety plan, and when to stop should be planned out thoroughly in advance as well. I guess some people might be less safe about that though because they don't care or don't know. That's all I'll say about it, I don't want to start a derail.
