From what we've been told Anaxes is one of the last major hubs of the Republic military, aiding them might actually allow them to start to aid other systems or possibly even begin to work towards a potential limited counterattack.

15 might be a little generous but if we can get close ties with them and help them get on their feet sooner then we will see a marked improvement in trained naval personnel.

As much as I want to go big on the financial aid I know that can be eaten up very fast when we get a lot of dice.

I get that providing Anaxes with major logistical support will allow us to put pressure on the Sith, but until we get our first stage shipyards out of the way, we are vulnerable. We're going to need a ridiculous amount of capital goods to get through that, and unless we find another source, it's going to eat through three quarters worth just to solve that problem. Resources? Fine. Medical aid? Great. Anything that requires capital goods? Sorry, no can do. Building shipyards for the rest of the Republic while something like half our fleet has lingering, months old battle damage is just providing the Sith a soft target.

To be clear, you started the game with a mixture of shipyards and factories. It was one of the benefits of picking the most industrialised world at the start.
 
Fondor is victim to a series of raids as the Sith try to disrupt its remaining trade or damage some of its shipyards. Fortunately, the Republic, the defenders of Fondor are vigilant and the Sith just don't attack in enough strength to pose a meaningful threat. The end result is the destruction of several Sith raiding fleets with little to no damage to either the Republic defenders or the infrastructure of Fondor. The world of Esseles suffers a major Sith attack. With heavy fighting that involves multiple capital ships on each side, the Sith attack is eventually repulsed, giving the Republic a hard-earned victory.

Corellia also suffers a Sith attack, but the longtime rival of Rendili easily repels the attack with a large fleet of locally-sourced warships. While other Core Worlds are struggling, Corellia is apparently thriving as it has used its shipyards to protect and support the other worlds in the Corellian sector and in turn, the rest of the Corellian sector supports Corellia. Most of the Corellian sector fell in line quick enough and those that did not were made to and are currently have a Green Jedi Lord ruling over them.
Judging by the rumor mill, I would say we should reach out to Esseles next.
Yet even as the Republic finds victory at Corellia, it also finds great tragedy in the nearby system of Duros. Having been hit hard by the collapse of the Republic, the people of Duros had yet to recover over the last year as they struggled to hold on and now that struggle has come to an unfortunate end. A large Sith fleet arrived at Duros and the remaining defenders were too few to find off the Sith warships. A ground invasion shortly followed and while there is still ongoing guerilla warfare, the planet was under Sith control within a month of the Sith Empire making landfall.
Fuck. Duros went under. We need to build more Republic factories so they have the ships to counter attack.

I most definitely want the two factory options. And since they're fine with them by the end of 2654, which is 5 turns, we can slowboat them. Just need to keep in mind that with the additional dice needed for finishing Humbarine's Starfighter factory, we're going to only have 2 dice freed up for military unless we put in free dice there. Also, we're running low on Cap goods. Kind of need more if we're going to do other stuff like Strategic Planning and military factories expansions.

Now financial aid is a little tricky. We're still currently making more then what we can spend, but as Voidseeker pointed out, that can stack very easily. Especially if and when we get more dice. However, I'm feeling confident since we just got a +15 to income from completing 1 phase of industrial reconstruction and 2 phases of commercial reconstruction.

Hmm, hopefully Duros can be recovered. Nice to see that Corellia is doing well, maybe they can liberate Duros soon.

Dependent on external food and raw materials to sustain itself, Rendili needs civilian shipping to keep itself alive. With the fighting, the breakdown of galactic society and the collapse of the galactic economy, there is a shortage of trade, trade which is vital to Rendili's continued survival. Constructing freighters at cost for civilian traders to make use of will help relieve this breakdown of interstellar trade.
(0/100, 10 Resources per Die) (+5 Resources per turn) (+1 Political Support) (-1 Capital Goods, +1 Trade, +1 Logistics)
+5 to income for a 100 resources is ok. The +1 Political support is meh, and the +1 to Trade and Logistics really isn't necessary. Especially Trade; we're going to get a +1 to it next turn and Local Sector finishing will also give Trade. The main killer for why I won't take it though is the Capital Good cost. We need so much right now it ian't even funny.

Commercial Reconstruction cost 1 Capital Good. We have 3 shipyards to finish for other planets, so -3. Strategic Planning? Also -3. That's already 7 Goods we need to finish those, 6 if you're ok with letting Commercial Reconstruction sit doing nothing. By next turn, we're going to have a surplus of 2.
And that's not including any other projects that need Capital Goods as well.
