- [x] Project: Manpower Phase II. With the withdrawing of so many nations, robotics support is more important now than ever. Begin working on the design and construction of mass producible SHIVs (Mako), support drones (Gremlin), HWPs (Harvey), Air superiority (Ghost) and ground attack (Hornet) UCAVs, and mobile command vehicles (Uatu). Create models for the EA, XCOM, and sale to other nations.
- [x] Project: Heracles. Expand the program to create mass production models of all XCOM technology baring Titan Armor, Plasma weapons, and Firestorms due to material constraints to give member states (EA nations) and sale to allies (Switzerland, Israel, NCR, RT). Inform all nations mentioned of this project.

[x] Diplomacy
- [x] Establish relations with the Republic of Texas and the American Federation. See if you could bring the groups representing the former US to the table to establish areas of military responsibility, control, and trade. Also see if the refugees at the various FOBs know of any other emerging nations around the globe and establish relations where possible.
- [x] Comply with requests to make Brazil a joint base. If they ask XCOM to abandon the Brazil base attempt to renegotiate. They have the upper hand on this one keep that in mind. If negotiations are a failure and the base is a loss, remove all equipment, paperwork, and personnel. If equipment is classified and non-relocatable ensure thorough destruction, but do not damage services or infrastructure of the base. Basically, if we're forced to leave give them a functional, usable base that has absolutely nothing of XCOM's of military or intelligence value. On that note, clearly denote restricted areas that with lead to unauthorized personnel being prosecuted. Then make a couple dummy areas that appear used to catch any spies (In both Brazil and Switzerland).
- [x] Making the Federation rejoin the Alliance is most likely a lost cause. However this does not mean they are necessarily hostile or will be antagonistic. Even as they break away cooperation to clearly demarcate areas of responsibility, permissible activities in these areas, and lanes of communication is vital. Haggling and posturing will happen, but let the civilians and diplomats deal with each other. Let the military hash out how they are going to address the current breaks in the chains of command and responsibility and establish operational points of contact. Before the end of negotiations, ensure that only the highest and most trusted military personnel in the Federation receive at least basic information on what is known of Shadow Company and their affiliates. Enough for them to be aware, but not enough for Shadow Company to go to ground.

- [x] Continue usage of tracking satellites to track Shadow Company vessels. Begin inserting operatives into all organizations found to have worked with or for EXALT. Thankfully, EXALT's tendency for piss-poor OPSEC may have given us some pointers. Be on the look out for Shadow Company or EXALT related organizations in North America (PIONEER), Mediterranean (SPARTA), British Isles (ANDRASTE), and the Nordic countries (SLEIPNIR AURORA). Have the operatives lay low and work their way up the food chains of the associated organizations and have non-deep cover operatives work to make those with loyalties to EXALT go turncoat. Use any means necessary to subvert these organizations that will not cause cover to be lost. Begin full security checks on all EAAF forces and double check the new hires in XCOM, but keep it quiet.
- [x] Request to trade intel with the Swiss and Israelis regarding encounters with extra-terrestrials and how they waged their wars. Send agents to evaluate the living conditions in Switzerland, Israel, NCR, and RT. Be mindful of how their governments: how are they organized, who participates, and how does the government enforce law?

- [x] Operation: Thunder Run. Use information from patrols, civilian questioning, and allied intel to pinpoint the largest problem groups. Once these groups are determined, send a light scout unit to determine if the OpFor's base has a civilian population. If there is no distinguishable civilian population, then bomb the base into dust. If there are known hostages or a small non-militant civilian population in the enemy AO, attempt extraction of these individuals. After extraction, bomb the OpFor's base into dust. If there is a large concentration of prisoners, hostages, and non-militant civilians in the enemy's base, launch a full scale ground assault with the aid of EA Regulars. Where applicable clear these strikes with the NCR, RT, or AF and request their assistance and cooperation in the elimination of the OpFor.

Changes are in blue. I traded out Ichor for Manpower Phase II because while being able to produce Elerium on a larger scale would be fantastic improved drones and vehicles are a must. The bit added to diplomacy is to make sure that the Federation at least has a heads up to the existence of the Shadow Company threat and possible vectors of this threat. For intel satellite scanning and following the money continues. However, EXALT isn't exactly subtle with how it names things and seems to be rather bad at the OPSEC game so the names of these assets may just be the tip off we need to see something coming or give us clues about where their operations might be.

I'd rather drop Deucalion in favor of Manpower rather than stop project Ichor.

Ichor has gotten us back to operational levels again. Granted that is still short of the final goal, but as slow as AI production might be it could open the flood gates for other 'flavors' of AIs to aid in infrastructure, administration, R&D, and military operations from command and control to threat analysis.

And as far as alien tech has gotten us, the Federation does have a point. We are incredibly reliant on alien tech for our weapons. Maybe we need to do something about that. Now, I don't mean to burn all the research we have or stop using equipment based on Ethereal gear. But using what we've learned to stop making carbon copies of Ethereal weapons and make fully Human models could be a massive morale booster.

Either way, it'll be interesting to see what the Federation cooks up. It might just be worth trading for, or if it's severe enough stealing.

I'm most keen on Electrolasers (arc weapons or simply electrifying our laser beams) and Laser Cooling (freeze rays).
 
Well gents, seems you've run into a bit of a tough spot. You guys triggered another special event. EXALT hacked your research and stole all the data on the current projects. Now, you can either have XCOM respond immediately, which will initiate a CDR mission and the result will be listed under Monthly Events. Or you can tell XCOM to hold off and you can formulate your own response.

The former has the chance of succeeding in a greater manner but will require higher rolls to get a success. The latter has a much lower chance of failure but is an outright binary win/loss.

First option to get 4 votes/is most popular by the time the update is finished.

Of course, considering most of our projects were simple mass production research, it isn't THAT big a deal. After all, EXALT isn't the type to create a large army. Much like X-COM, their specialty relies on having better gear than everyone else.
