Ichor reports more positive progress this month. Increased growth acceleration & size in Elerium colonies have made it feasable to once again to keep the XCOM Firestorm Fleet as an active, usable force asset. Using to to augment civilian & military power grids as well as as production XCOM's arsenal of elerium-based weapons & technology still remains unfeasible at this time.

The project is declared "finished," though only due to the relative simplicity of the design. Elerium-Fusion Reactors are a viable prospect, though again you're dependent on a viable source of Elerium to pull this off.
- [X] Project Deucalion: Develop Simple AI dedicated towards aiding engineers and scientists.
Turns out designing a "simple" AI ain't so simple. A few ideas have been pitched and explored but it will likely be many months before any tangible progress shows up.

- [X] Contact General O'Malley to establish relations with similar goals to what was done with Israel and Switzerland.
Contact is made with General Arthur "Gusto" O'Malley. He expresses his relief that the rest of the world hasn't collapsed into anarchy and is willing to open lines of communication and trade, but is not willing to join the Earth Alliance. He believes that the US is capable of recovering from this without having to surrender its sovereignty to a foreign power. Though cooperation is a different matter. As a sign of good will the general has provided you with detailed maps of the "new america."
Currently General O'Malley's forces are centered in California and control Hawaii, Alaska, and most of the western states, with the "border states" consisting of New Mexico, Colorado, Wyoming, and Montana under the aegis of the New California Republic. The latter three are more-or-less completely under his control while New Mexico seems to be roughly split down the middle with the other half being controlled by the Republic of Texas.
According to O'Malley the Republic consists of Texas and the states immediately surrounding it. Purportedly they're also making ingresses into the other former confederate states. The NCR and the RT are on fairly good terms and have cooperated extensively in rebuilding their infrastructure and hunting down bandit and alien war bands.
The third american coalition is the American Federation, which controls the Eastern Seaboard. Very little is known about the AF other some limited, unproductive diplomatic contact and some initial skirmishing between pioneer expeditions and long ranged patrols. However General O'Malley thinks this would be the perfect time to get them to come out of their shell, as it were, since contact with the rest of the world is so rapidly being reestablished.
- [X] Allow Helm's Deep to become a joint base. From now on XCOM will release it's tech on a loyalty basis;Committed Nations get the best tech, Loyal Nations get the next best tech, Friendly Nations get third best tech. Use this as a big juicy carrot to entice Switzerland and Israel to join the Earth Alliance.
The attempt to bribe/coerce seems to have backfired spectacularly. While You've gotten Canada to become
Friendly, the representative for China storms out of Parliament in protest. A few days later the Premier gave a public statement criticizing the Prime Minister and Earth Alliance for such a blatantly disgusting attempt to blackmail its members' loyalty with technology paid for with their money and the blood of thousands of XCOM operatives and national soldiers.
He concludes with the statement that the People's Republic of China cannot in good conscious remain a member of such a dishonorable state, and officially announces its
withdrawal from the Earth Alliance. The PRC is quickly followed by Brazil and Egypt, whose national leaders gave similar statements and statements. Switzerland and Israel have also released such sentiments with the added comments that they hope this behavior is no indicative of the Alliance's future behavior with its member nations and neighbors.

- [X] Re-task XCOM's UFO Detection Satellites to track Shadow Company's stealth aircraft.
XCOM reorients its gravitic distortion-tracking satellites at your request and prove surprisingly effective at tracking aircraft over the sat's target country/region, and there are plenty of aircraft to track. Only one flight is tracked before XCOM's interception missions grounds any possible future flights, but analysis of the flight patterns indicate that Shadow Company HQ (or one of their bases, at least) is located somewhere in the arctic regions.
- [X] Go through the files taken from EXALT during the war and look for anything that might provide a lead on Shadow Company. Follow the money, look through the communications again, and look through where their equipment was being shipped from. In the meantime, start checking former EXALT bases, someone might have decided to take up residence.
The Ministry of Intelligence sets its legion of snoops on EXALT's trail once again. They start off with reexamining all of the artifacts recovered from EXALT HQ, this time with the turncoat. The traitor proves to be an immense asset as his insight helps the Ministry's code breakers decipher the rest of EXALT's encryptions, which leads you to Case: OBSIDIAN SUNRISE. The document which contains the details of OBSIDIAN SUNRISE is incomplete but the gist of it is an emergency protocol where EXALT HQ is fatally compromised or lost, which orders all cells to go dark until contacted by Asset: ADVENT DAWN and for Asset: SLEIPNIR AURORA to go active. There also references to three other assets (PIONEER, SPARTA, and ANDRASTE) in additional documents but what they are and what purpose they serve is not listed.
In the meantime the defector's translations have also identified references to several businesses and organizations, most of them in advanced technological development and weapons designers/manufacturers as well as a few charity groups, that are listed as being or potential EXALT assets. Most of these organizations have managed to survive the Ethereal War more-or-less intact and have active offices/factories in the Alliance and other nations.

- [X] XCOM is to re-task it's combat efforts to intercepting Shadow Company's aircraft as well as hunting down and exterminating these EXALT remnants.
With the new, ad-hoc satellite tracking XCOM is able to spot a suspected Shadow Company Skyranger moving over Canada in a southern direct and scrambles an EMP Cannon armed Raven to intercept. The dropship suffers a direct hit and drops like rock and becomes a smear across the Canadian landscape when the supersonic aircraft crashes. Examination of the crashsite reveals very little. The only recovered artifacts is a few hundred 5.56x45mm cartridges scattered for miles around the site and the blackbox was either destroyed or had not been installed on the vehicle. This aircraft is the only suspected EXALT aircraft spotted for the rest of the month, and XCOM's other intel assets produce no progress.
- [X] Continue retrieval missions using the carrot approach. Keep in contact with groups that were previously encountered and continue trading. If the primary local OpFor is acting like organized resistance fighters chances are they think we're coming as conquerors. Go for a hearts and minds approach, help the civvies, speak to religious and social leaders, and just try to get the word out that EA forces are there to help.
The end of the month brings a frustrating lack of progress. Your H&M campaign wins a good portion of the refugees surrounding the FOBs but the leaders your people have spoken to say these "resistance fighters" are assuredly not fighting with the will of the people in mind, saying they're ironically more like invading foreigners than the actual foreigners. A few have even expressed a genuine willingness to help you against their own countrymen in overt and subtle ways.

- [X] Continue reconstruction efforts
The reconstruction effort is thrown into a bit of a tizzy thanks to the sudden withdrawal of three member nations. The good news though is that no major setbacks have resulted from it and the project should be able to make the October deadline.
Items of Note For the Month
During the End-of-Month security briefing, the head of the Ministry of Intelligence has expressed worry at the sudden discovery of Israel and Switzerland's survival of the Ethereal War, the new forming power blocs in the former United States, and the sudden formation of a potential rival power bloc (see below) the Ministry's resources have proven to insufficient to monitor the various new threats to the Alliance's security and prosperity. In addition to a bigger budget, the Intelligence Minister is requesting permission to begin sending agents and cultivating assets in the Alliance's new neighbors.
SPECIAL EVENT!
Towards the end of the month the three seceding nations make news again when their leaders meet in Beijing to announce the formation of the United Federation of Sovereign Republics. In a public interview with the international press the a representative of the United Federation states this new coalition will be focused on ensuring the mutual protection and prosperity of its members and allies, and unlike the Earth Alliance will not use alien derived technologies to bribe its members' loyalty. The rep also admits that despite the unfortunate circumstances the lead to its formation, the UFSR intends to continue its contribution to the blockade of Japan. However they will be asking the Alliance to either close down the South American XCOM base (as it is located in Brazil proper) or allow it to become another jointly-controlled base.
