Kyubey had been aware that Homura had restarted the cycle. And yes, he was highly observant of her anomaly-like existence. Incubators like himself were a hive mind, and had very distinctive memory capabilities. Their memories were like of a photographic type, as humans would call it. But theirs had infinite more potential than these humans. Incubators remembered key events. Even if that Homura girl thought he didn't remember, he had full entire awareness. He was just putting up a front, like all humans themselves did. Lying must be a very key attribute in this species survival tactics.
Besides, didn't she see how useless it was, anyways? No matter how she changed the story, she was destined to fail anyways. Because of this, he knew that regardless of the outcome, it was just a waste of everyone's time. Humans were so oddly attached. If Madoka Kaname truly meant somebody to Homura Akemi, she should just let her die and let him win. Simple. Rudimentary. No strings attached.

The more she rewound time, the more threads of fate wrapped around Madoka's existence, further entangling her to the point of no return. Humans could never let go of anything, and it burdened their existence. And even if they did let go, well... it took time. Time was something that Kyubey didn't have at the moment, considering he wanted to save the universe from dying.
He had to work even harder considering of Suzune Amano had come into play now. It wasn't like Kyubey was a fool. He allowed her wish, although he didn't expect for her to become a magical girl hunter. The poor girl probably thought she was actually saving them from their pain by killing them off.
As Kyubey recalled, after he told her about the magical girl system and how the magical girls became witches for them to hunt, she immediately rejected it. Suzune told him that she will kill the magical girls to prevent more witches being born into the world. Then again, had that girl considered the possibility that it would force his hand to make more of them to compensate for the losses? Kyubey cared not really if she knew or not. The important point was that the more she killed, the more would be created in retaliation.
Those who were in deep despair, clinging onto a shred of hope... there were plenty of girls who suffered this inclination. Why not make a wish to make their troubles go away? Sure, he didn't specify what it meant to be a magical girl. Then again, do they ever have the time to ask that question?
So here Kyubey was, out on the hunt to create more magical girls or to keep in contact with those he had already contracted with. The town that Suzune currently resided in had been practically decimated in their magical girl count. She surely would come here and stir up trouble. If he really had to commend Suzune on one thing, she did a bang up job in trying to break the system. He'll give some credit in that regard.
Yet like Homura, she too will keep on failing. An endless cycle of failure, regret, bad decisions, and despair will surely teach them the folly of their ways. How could they break a system that has been in place for countless years? In fact, they should thank the Incubators for even existing. Without them, the human race was nothing. Then again, it wasn't even a race to begin with. Considering all the fallacies of humanity, how they make stupid decisions and communicated poorly, their deaths seemed so very insignificant in return.
Hope and despair, if Kyubey would have to describe it, it's like a coin. They were inevitably the same. It would be a fifty-fifty that one would land on either hope or despair. Although it was a one hundred percent guarantee that the coin existed and would torment humanity for many lifetimes to come.

Stopping for a moment, he felt the power of a magical girl not too far from him. So. There was a girl destined to become a magical girl within this city. That was unexpected. There weren't many magical girls in Hoozuki City yet, considering that there were few magical signatures. He had to make more, and that would be a lot of work. He would have to do it before Suzune came into this town and convince these kids that Suzune was their enemy, which should be easy, considering most were within the ranges of eight years old to eighteen, susceptible to honeyed words.
Following the trail, he had noticed that he wound up at a school. It was an odd location for the magical girl to be. The rain weighted down Kyubey's fur. He briefly looked up to see the sign to see the school name, however the rain made it difficult to read. Whatever. It was a school, that was where the potential candidate was. Not like the school even mattered, in the long run. Of course, it wasn't going to be that simple to get in. The front doors were apparently locked, since school was closed up for the day and the faculty had gone home. He had to think for a moment. Circling around the area would be the best option, he had quickly found a back door, slightly ajar. Whoever wanted to get in here must had taken the keys out of the faculty office, got in and forgot to shut the door behind them.
Wouldn't a human describe this as a very curious situation, then?
Going through the building, it was eerily silent, except for the rain going on outside. Most humans wouldn't be here after hours. Something was off. Kyubey had been through his share of abandoned buildings. There was no logic in emotions. He didn't fear them. They could be harnessed and controlled, which it seemed like for some species, it was entirely impossible to do so.
The hallways were barren and devoid of laughter of students, and he didn't mind much of that. Humans were loud, prattling creatures, who often cried even over the littlest things. He remembered a magical girl that he contracted at a young age, about ten who had made a mundane, simple wish. He didn't remember the wish. Not like he genuinely cared. She had been a crybaby, always had been. It was the worst when she faced a witch. Kyubey had always assisted, asides from the fact when he told her to run away when that witch kidnapped her friend, both she and her friend died at the hands of the witch.
Her screams would have haunted anyone. On the other hand, Kyubey didn't show remorse for a stupid action. He told her to run. She didn't listen. Life was simply unfair, especially to those who had gentle and weak hearts. She made her choice and life dealt with her choice accordingly and logically.
Rounding a few corners, he also found the door to the roof left ajar. He didn't feel like he had to mentally take note of all the appearance of the school. Schools were a hindrance, considering it left students in there and not making contracts with him. Unless a tragedy happened, then that was a different story. Probably due to the same person rushing to get to the roof. Although the roof was quite a specific place. It took a bit more effort, since this door wasn't as ajar as the last one, and had to squeeze himself through, which was plenty
difficult enough.
As soon as Kyubey outside, he witnessed a girl sitting on the ledge, completely drenched by the rain. He could barely see within the rain of her figure. It was hard to determine that. It brought intrigue to Kyubey though. Who was this girl and why did she, of all people, had the potential to become a magical girl?
Heading up to where the girl was, he had gotten onto her lap, and looked up at her. "I have come to you with a contract. A contract to become a magical girl. When you sign it, you will gain magical powers to fight the beings known as Witches in exchange for your wish. Sort of a give and take process, really. I'll explain more once we get started. By the way, I'm Kyubey. So, won't you make a contract with me and become a magical girl?"
"..." The girl was silent. Kyubey wondered if she was deaf or mute. Then again, he spoke to her telepathically, so maybe she was working on a response. Her mouth opened, and the words tumbled from her lips, telling the magical messenger of her desire...

Hello again, Sufficient Velocity. It is me, Shiranui. I'm giving another shot at doing a PMMM Quest - this time, it is a reboot of the first one I did. Now that I have a better grasp on questing considering that I have experience of running one successful Quest - being the JoJo's Bizarre Adventure one, which is still running by the way, I feel I can re-roll my chances on this and get this Quest to work out this time. I'm going to note that yes, this character is a blank slate. However, this time around I have a better idea of what is going to go down.
Being that, there's not many rules that I am going to have going on this time around, as long as we have fun and get along, I see no need to get really picky here.
Of course, as you have already noted, there is a free-form wish. That being said, you have quite a bit of potential, but not completely universe shattering. Sort of a build your own character and build your own wish sort of theme going here which might be a big theme and feature in these sorts of Quests. I will give you a couple of days, or depending how it goes. Making a wish is certainly going to be an important factor how things turn out here.
The goal is to ensure that she survives against the trials and tribulations that will come to her, such as the witches, Suzune Amano, Homura Akemi, and many more obstacles who can and will try to snuff out your life. As well as try to break the never-ending time loop of Walpurgisnacht and open the gateway to a new future. Good luck!

In regards to that, I can say MC has suicidal thoughts but never goes through with them, all due to out of fear, and also it depends what is formed from the vote, too. It would depend more on the vote of how MC got to this point where she decides to make a wish.

Its kinda hard for me justify the dickery angle when MC is confirmed to be suicidal. Unless we go vengeance route.
