Now, given that we do not start with any sort of foreign support do you guys think we should seek it and if so from whom? My first reaction is the US because they are in a stronger position, but that also means they have less reason to court our nation... so maybe go for the Soviets.
 
OK so we are good at socials and we are good on military matters, which is more or less required what with the political fragmentation and the military concerns of a transfer of power. Important thing is also what we are bad at, El Presidente is really bad at the economy, do not try to get fancy, find an economy/finance minister we can trust, we should be pretty good at vetting them, and then go with one of the options they suggest.

One of the greatest weaknesses of personal autocratic rule is that no on can be an expert on everything... but it is all too easy for the person on top to think they are.

The Sherman tank rolled over the dry dirt road, kicking up a cloud of dust that was easily visible from afar. The man standing in the commanders hatch for once didn't mind. It was a beautiful morning after all. The sun was just rising in the east over the roofs of San Reina and a cool breeze was coming from the sea. Perfect weather for an impromptu parade.

But there was still some time. Maybe half an hour or so. The almost flat farmland with it's low coffee shrubs that surrounded the capital of Atontierra let you see the city long before you were actually near it. Pulling a cigar from his breast pocket and taking a deep breath of the fresh morning air, General Giuliano Estrada steeled himself for what was to come. A triumph like in the days of old and then he would be the new Presidente.

The palace guard had already made preparations for his arrival and while the reports from the major cities of the country were still spotty, it seemed nobody would be there to contest his claim. They had all been caught off guard by Vergara's death. Anyone could have become his successor, but fortune favoured those with half a dozen tanks and enough trucks to move a platoon to the capital during the night.

As he drew another puff from his cigar, the loaders hatch next to him opened and the rather drowsy looking Corporal whose tank the General had commandeered came up. "Sir," he shouted over the rumbling of the tank. "We got a report for you from San Reina."

By reflex, his eyes sought the small pillar of smoke rising from the city. They still hadn't been able to put out the fire that had started the previous evening. "Go ahead, Corporal. I have a hunch what happened."

"The palace guard has been speaking with the fire fighters and the people living near the FEIS headquarters. The secret police had been seen burning documents in the courtyard and the last of them were leaving just as the building itself caught fire."

Estrade couldn't help but snort. Of course, they did. Vergara's most favoured goons had always hated the military and the feeling was mutual. It was no surprise that they didn't stay to see how that rivalry would go without the dead Presidente to back them up.

"A few of the surrounding buildings were damaged, but they stopped the fire from spreading. The headquarters itself is a total loss though," the Corporal continued while the General mulled over the old feud. "They were last seen moving north-west."

"No surprise there. Where would they go but their little prison colony? Was Corradini with them?"

"No, sir. The palace guard had seen the director about a week ago and he was heading to San Miguel."

"That is unfortunate," the General replied, rolling the cigar between his fingers. Things would have been much easier if he could have caught the Argentinian bastard on the road. That meant FEIS and its leader were holed up in their stronghold. Remote as it was, they wouldn't be able to interfere with events in the capital, but Estrada felt ill at ease with that problem unaddressed.

He took a few puffs from his cigar, watching the coffee bushes pass by as the tank drove on. All over Atontierra, his soldiers were getting ready to move out of their bases to play their part in the take-over and it was about time to give them their final marching orders. "Get on the radio Corporal. I have some slight adjustments to my orders from the night."

The final orders of the military were…


The capital will be secured by General Estrade and his group. You have 5 points to allocate on other tasks.

The military had been fighting the ERPA guerrilla under Comandante Velasquez for about a year with little success. The poor farmers in the mountains loved him and detested the ruling regime. Some forces would need to stay in the area to keep at least some semblance of control.

The prison colony in the jungle is the main base of operations of the secret police and likely where their leader is currently located. Send some troops to keep them bottled up for now so that you can talk to Corradini from a position of strength.

No point in dragging out the inevitable. The new Atontierra has no place for Vergara's murderers. Better get straight to dealing with that rot before they can dig in.

[] [Deployment] Secure Puerto Novo and it's plantations. (1 Point)
The northern port city and former heart of Atontierra's banana exports is still economically important and home to quite a few former planters that remain influential. Best to create facts there before some of them might decide to contest your claim.

The southernmost city of Atontierra used to be a fairly major fishing and trading port but has been in a steady decline for two decades. Plenty of people with little to lose and much to gain, so better send someone to keep order.

The small coastal town of Blanco Brilla is mainly noteworthy for it's beautiful beaches and the large number of villas and haciendas. Send some soldiers to ensure Vergara's cronies don't flee the country to cause your problems later.

While often seen as an unimportant, the town of Huizanola sits at a major crossroad. Controlling it means controlling most of the traffic between the coast and the interior of the country.

I think we can afford to leave off the secret police, no one is going to support them so the only advantyage of going in hard and killing them would be a popularity boost. Given that we selected a skilled orator with military connections I do not think we need that kind of short term boost. the rebels in the mountains on the other hand... that sounds like the kind of thing that could bite us in the ass hard if we ignore them

The thing to remember about insurgencies is that they are always rooted in political grievances, and counter insurgency that doesnt give them what they want will never work. better to get the base on side- if we can make it evident that things are changing for the better, the insurgency has no reason to exist anymore. Promise redress of their grievances and deliver on it, and their support melts away. This is proven time and again through history - crushing popular dissent with military force gets you nowhere.
Removing the most hated guys of the old regime will buy time for the hearts and minds approach to work

The thing to remember about insurgencies is that they are always rooted in political grievances, and counter insurgency that doesnt give them what they want will never work. better to get the base on side- if we can make it evident that things are changing for the better, the insurgency has no reason to exist anymore. Promise redress of their grievances and deliver on it, and their support melts away. This is proven time and again- crushing popular dissent with military force gets you nowhere.

I do not think that is actually true, plenty of insurgencies have been wiped out with military force, civil wars do get won from time to time, they do not all continue indefinitely. Now I agree that we should not try to win this one by military force alone since it would be very bloody, but I think we need to present a credible military threat to the heartland of these people to get them to negotiate. After all whatever else we want to do El Presidente is going to want to stay in power and maintain military support

and we can present a credible military threat by stomping on guys who are not beloved by the entire population. No farmer in the mountains is going to say boo to a bunch of repression cops getting murked, but they will if its Andre The Guerilla Who Came To My Daughters Quincenera. We should be seeking a detente with the ERPA, not an intensification of conflict

Added an info post on both the ERPA guerrillas and the FEIS secret police since those are groups Estrada is already quite familiar with.

I am not sure that's true, the secret police is well... police. I do not think anyone really assumes they can stand up to tanks. An armed rebellion on the other hand is a direct challange to the existence of the state. One of the defining qualities of the state is 'has monopoly on legitimate violence'. The secret police are not really a threat in either regard, rounding them all up now and shooting them will give us a nice boost, but we can also just round them up and shoot them later and we will still get most of them since they have no popular support and without the army no logistics.

One short term promise and one long term promise, and securing as much as the country as possible barring the revolutionaries, where our COIN might do more harm then good.

I deliberately forgo immediately attacking the secret police in order to use that last point to secure more territory.

Yeah, I kept the promises short and sweet. Land reform is a major long term promise that'll take great effort no doubt.

Investigating and punishing the crimes of the old regime is a short term promise we can make immediate and noticeable progress on to prove ourselves.

Thought about doing a third but personally I think less is more. We don't know what our action economy and requirements will be.
 
I know the instinct is not to do anything about the revolutionaries because in all likelihood they are more legitimate than we are, but I think it is worth keeping in mind what the option says.

It's not crush the ERPA with fire and sword, it's maintain a presence in the mountains. If we do not do this they may well go on the offensive way from the mountains, causing damage and hardening the rest of the country against any potential peace settlement. I think we need to keep those trenches maned.

@Azel Who did end up owning the land stolen under our predecessor's rule, the state, foreigners, or our local elite?
The state and the local elites. Same difference in most cases, since people who had Vergara's favor tended to get both grand sounding public offices and stolen property. Most of them are either in the capital or Blanco Brilla right now.

Foreigners mostly abandoned the country due to everything being so corrupt that it wasn't worth staying.

Ok I am going with this, it looks solid, but I do think those revolutionaries are going to be a good bit more aggressive than people hope. From their perspective this is their best shot at national power.

The idea of my plan is by both attacking San Miguel and taking the town of Blanco Brilla, we will hopefully show that we are serious about punishing members of the previous regime and make it easier for us to make a third promise, where I thought promising allies should not be too expensive to do. This will hopefully help secure more support.
